1 Frequently Asked Questions Regarding the Acquisition Acquisition Questions What does this transaction mean to me? An agreement has been signed. WPS Community Bank is scheduled to come under the Starion Financial name this spring, pending regulatory approval. The great news is all of your banking business will proceed as usual. We will continue to provide you with the same high-level service of a community bank and sophisticated products and services. Starting this spring, you will have the ability to take advantage of Starion s products and services. Who is Starion Financial? Starion Financial has been part of the Madison community since 2006 with branches in Middleton and Sun Prairie. We have a 45-year history of honesty and integrity in working with customers, communities and employees. We have built our reputation on integrity, personalized service, local decision-making and community involvement. A family-owned community bank, Starion has doubled its assets over the past six years and has grown into a $1 billion supercommunity bank, with 14 locations in nine cities and serving thousands of customers in Wisconsin and North Dakota. We are committed to the Madison community and are involved in the Red Cross, Habitat for Humanity, Friends of the Performing Arts, Junior Achievement, Coaches for Cancer, Young Life, Chamber of Commerce, Lions Club, Girls on the Run, Sunshine Place, Middleton Outreach Ministry and Attic Angel Association. Why was my bank sold? WPS chose to focus on its core competency of providing health insurance. They sold the bank to Starion to ensure its growth and success. WPS Community Bank customers will continue to receive the high level of service they ve come to expect. When will WPS be converted to Starion Financial? While we had previously informed you that the merger would take place February 20-23, the conversion date has been delayed because we are still waiting to receive final regulatory approval. We are working to reschedule the exact dates of the conversion and you can be assured that you will be notified as soon as a new conversion schedule is in place yet this spring.
2 Why is there a delay in converting? We are waiting for final regulatory approval. When will I know what the conversion date is? We hope to communicate the new conversion date to you in the next few weeks. What do I need to do if I have more than $250,000 at Starion Financial and WPS Community Bank? If the transfer of deposits from WPS Community Bank to Starion Financial causes your deposits at Starion Financial to exceed $250,000, your excess deposits will be insured by the FDIC for six months from the date the transaction takes effect, or, in the case of time deposits, the earliest maturity date after the six month period. After this time, you ll need to reallocate your funds. Account Questions Can I just open a new account at Starion to avoid conversion? You don t have to do that because we will take care of you during the process. If you would like to do so, we are happy to open an account at one of the Starion locations so you will avoid the conversion process. Can I use both WPS Community Bank and Starion Financial during the transition? No. The banks will remain completely separate until the conversion this spring. At that time, you can begin using Starion Financial products and services, including Online Banking and the MoneyPass ATM network. Do I need to come into a branch to do anything special? No. Starion will take care of transferring your accounts so you don t need to come into a branch unless you have additional questions. What Money Market account do I have now? If you had a Money Market, Business Money Market or Affinity Money Market account, you ll now have these features: $1,000 minimum balance $10.75 service charge if balance falls below $1,000 any time during the month Limited check writing is allowed (Checks must be for $500 or more) $5.95 excess withdrawal charge per withdrawal after 6th in a month Earn interest on your entire balance; variable rate interest is earned daily, compounded and credited monthly. Interest rates are tiered and rates increase at higher balance levels. Money Market accounts will continue to have the same tiers and interest rates as currently offered by WPS Bank.

Free Online Banking Free Phone Banking and Mobile Banking If you had a Premium Money Market, Premium Business Money Market or Affinity Premium Money Market account, you ll now have these features: $5,000 minimum balance $19.95 service charge if balance falls below $5,000 any time during the month Limited check writing is allowed (Checks must be for $500 or more) $5.95 excess withdrawal charge per withdrawal after 6th in a month Earn interest on your entire balance; variable rate interest is earned daily, compounded and credited monthly. Free Online Banking Free Phone Banking and Mobile Banking What savings account do I have now? (Personal) If you previously had a Personal Savings account, you will now have Starion s Regular Savings account. If you (or your child) is 18 years or younger, you ll be moving from the Minor Savings account to the Youth Savings account. What checking account do I have now? (Personal) If you previously had the Free Checking account, you will now have Starion Free Checking, and if you had the Interest Checking account, you ll now have the Starion Interest Checking. However, we have several other types of accounts we can transfer your funds into if you prefer, including: esmart, Top Rewards and Top 50. Which savings account do I have now? (Business) Business Savings customers, you will now have Regular Savings. Which checking account do I have now? (Business) Small Business Checking customers, you will now have Progressive Checking. Business Checking customers, you will now have Enterprise Checking. Business Interest and Business Interest Premium customers, you will now have Business Interest Checking.
4 Business Interest Non-Profit Checking customers, you will now have Star Checking. Will my account number change? All checking account, savings, CD and loan numbers will remain the same as those used formerly by WPS Community Bank. Starion Financial routing number will be new. What about my Check Card? Customers with WPS Community Bank debit cards will receive by mail a new Starion Financial Cash & Check Card that will require activation, as well as a new PIN number that will come in a separate mailing. You will need to contact any vendors with whom you have scheduled automatic payments via debit card to provide them with your new card number as soon as you receive it. Can I still use my WPS check blanks? Your future routing transit number on your checks will change from for WPS Community Bank to for Starion Financial. For example, you are asked for your routing number when you establish direct payments from your accounts for your utilities or other services. You do NOT need to contact current companies regarding current direct deposits and withdrawals. We are simply providing this information for NEW arrangements you may make. Will I still have Overdraft Protection? You will still have your existing Overdraft Protection Line of Credit on your Starion Financial account. What about my Online Banking and Bill Pay access? When you log into Starion s Online Banking for the first time, you will use your current WPS username and password. Enjoy additional features in Online Banking such as online check images, spending reports and cash management features for business customers. Your Bill Pay contacts, history and scheduled payments will not be converted. A separate letter will be sent with instructions to retrieve your historic information. The account-to-account transfer feature will be discontinued, but we encourage you to use Popmoney for any person-to-person payments. Any current Popmoney contacts and Popmoney payments (including recurring payments) scheduled after the conversion will not be converted. Can I still use Phone Banking? Continue making phone balance inquiries and transfers with Starion Financial Phone
5 Banking. After the conversion, please call or for access to Phone Banking using your current WPS PIN. Will my automatic transfer still occur on its assigned date? After the merger, any existing direct deposits or automatic payments will continue without disruption. Current arrangements with third parties to deduct money from your accounts for payments (such as insurance premiums, membership dues or credit card payments) will process to your account correctly with no action on your part. You may view and verify your automatic transactions through Online Banking. Will there be any changes to my IRAs? Starion will now be the custodian of your retirement plans. Your maturity date, terms and rate will remain the same until maturity. At maturity, your certificate will automatically renew at the current term and rate offered. You will have 10 calendar days after maturity to withdraw funds without a penalty. Will you continue to pay my escrows? Yes, Starion will now be the custodian of your escrow account. Will there be any changes to my CDs? Your maturity date, terms and rate will remain the same until maturity. At maturity, your certificate will automatically renew at the current term and rate offered. You will have 10 calendar days after maturity to withdraw funds without a penalty. What will happen to my loan and loan number? Your loan and existing loan number will be transferred to Starion, and we will complete all tax reporting for Going forward, transaction information will be available in online banking. Any automatic payments you have set up for your loan will continue to process as in the past. Your Credit Bureau report will show that your personal loan has been transferred to Starion Financial, and we will report the status of loans in the future. How and where do I make my payments? You will continue to make payments at WPS Community Bank until the conversion. After that, you will be able to make payments to Starions branches in Monona, Middleton or Sun Prairie.

Who does a customer contact if they have Online Banking questions after hours? The Virtual Bank call center has many options for the customer including outside of our 7-7 p.m. Monday through Friday hours. These include: Call to leave a voic . These voic s are monitored daily and returned at 7 a.m. the next business day Access to our after-hours on our website. This is linked to our chat functionality and the is returned the next business day by a reply or a personal phone call. Access to our standard contact form on our website. This goes to our customer service department and is monitored outside of normal business hours and replied to accordingly. Access to personal bankers on Saturdays from 9 a.m. to noon for online and mobile banking support needs. You can also Chat directly with a customer service representative, Monday through Friday from 7 am 7 pm through Online Banking or from any page on starionfinancial.com.
