3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. Staff work very well together and there are good arrangements to involve children in making decisions about how the service is run. What the service could do better The service should address the recommendation contained within this report about developing a staff training needs analysis. The service should also ensure that records of its monitoring and auditing systems, in place for various aspects of the service, are kept up to date. What the service has done since the last inspection The service had developed the range of ways that children could be involved in making decisions. A review of policies and procedures was ongoing, and a number of these had already been updated. Conclusion This service was continuing to develop and improve through effective consultation with children and their parents. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service based on best practice or the National Care Standards. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and secondary legislation made under the Act, or a condition of registration. Where there are breaches of Regulations, Orders or conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April It is registered to provide a Daycare for Children service for 84 children aged from three years to the second year of primary school. The service operates Monday to Friday between the hours of 7.30am and 6.15pm. It operates from two converted factories within the Johnstone area of Renfrewshire. Children from Primary Four up-wards are cared for in one of the buildings, and the younger ones in the other. At the end of each day all of the children gather in one of the buildings. Children also have access to outdoor play areas at the front and rear of the premises. The aims and objectives of the service include the following statement: To provide a top quality service in a safe, happy and comfortable environment, placing a clear emphasis on the social, emotional and education welfare of each child and young person as an individual. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report after an unannounced inspection visit to the service.the inspection was carried out by Inspector for the Care Inspectorate, Susan Dobson, between 2pm and 6.30pm on 12th September As requested by us, the provider sent us an annual return. The provider also sent us a self assessment form. We issued 40 questionnaires to parents of children who used the service. Six completed questionnaires were returned before the inspection. In this inspection we gathered evidence from various sources, including the relevant sections of policies, procedures, records and other documents; - Observing how staff work - Evidence from the service's most recent self assessment - Children's records - Health and safety records - Accident and incident records - Minutes of staff meetings - Staff training records - Medication records - Questionnaires from children and parents - Discussions with various people, including: - the provider - the manager - care staff - children and parents who use the service - Examining equipment and the environment. 8 Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection report continued Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any recommendations we made at our last inspection The previous inspection report for this service made two recommendations. These related to developing risk assessments for outdoor play, and amending the safer recruitment policy to reflect the service's practice in this area. We found that the risk assessment had been developed. This recommendation was therefore met. We did however discuss ways that this could be further improved. We looked at the service's most up to date safer recruitment policy. We found that this reflected best practice guidance and recent changes to legislation. This recommendation is therefore met. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed self assessment document from the service provider. We saw that this had been updated since the last inspection. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of the headings that we grade them under. The service provider identified what they thought they did well, some areas for development and any changes they planned. The service provider told us how the people who used the care service had taken part in the self assessment process. Taking the views of people using the care service into account The children who spoke with us during the inspection told us that they were very happy attending the service. They said that they were able to make lots of choices, and had lots of friends and fun. We saw that children played happily and were involved in a range of appropriate games and activities. 10 Taking carers' views into account Inspection report continued We send 40 questionnaires to parents who use the service. Six were returned prior to our inspection. All of the parents strongly agreed that they were happy overall with the quality of care their child received. Parents made the following comments; "I am happy with the service Weans World provides. My son enjoys going there pre school and after school and during school holidays". "My child attends this service during the school holidays and enjoys being there. Although the education she receives is very minimal, the overall learning experience is fabulous, and the staff are always available to encourage and support my child in all aspects". 11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found that the service was very good at involving children and parents in assessing and improving the quality of care and support it provided. We concluded this after we looked at; - relevant policies and procedures - records of children's meetings and evaluations of activies - information displayed on the children's notice board - information recorded about children - questionnaires that were returned to us and the service. In addition we spoke with children and and observed how staff encouraged children to make their views known during our inspection. We have described some of the ways the service involves children and parents below: - daily discussion with children and their parents - sharing a participation policy with parents - facilitating children's meetings and maintaining records of these - issuing questionnaires to parents and children - providing a service website, handbook, newsletters, letters and s and a parent's notice board. - displaying information for children - making a suggestion Box available within the service for both parents/carers and children - providing easy access to a complaints policy and praises and grumble forms. Children who spoke with us said that they were able to make lots of choices about how they spent their time at the service. They said that staff listened to them and Weans World Out of School Care, page 11 of 25

12 tried to give them everything they asked for, and, if it wasn't possible, they explained why. They gave examples of this being when resources were expensive and not enough children had requested them, and where snacks that they requested were not healthy enough. Within the questionnaires that parents returned to us three parents strongly agreed that they were involved in developing the service, for example by being asked for ideas and feedback, and three agreed. We looked at the range of issues that the service had consulted parents about. This included toys and resources, snacks, fund raising, staffing and management. The service had also involved parents in the self assessment for this inspection, by providing them with copies of it, and inviting their comments and views on grades. The responses from parents were very positive. We saw that the service was very good at feeding back to parents and children about the outcome of consultation, and action it planned in light of this. This helped ensure that parents and children felt their views were valued and acted on. Areas for improvement The service said in its self assessment that attempts to establish a parents' committee had to date been unsuccessful. They were however keen to continue to pursue this, and had identified one parent who was willing to take the lead. The service also agreed to review and develop its complaints procedure to ensure this reflected current legislation and contact details for the Care Inspectorate. 13 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths We found that the service had very good systems in place to record relevant information about children and to meet their health needs. We concluded this after we; - Looked at relevant policies, procedures and records - Observed staff practice - Spoke with staff and children - Considered information parents provided in questionnaires We saw that the service recorded a very good range of information about children's interests and preferences, in addition to the information that they were required to keep. The manger was aware that if children had additional support needs, that appropriate plans should be developed, in consultation with parents and children where appropriate. The manger was also aware that information recorded about children requires to be reviewed and updated as appropriate, at least every six months. We found that the service had a system in place for recording and monitoring incidents and accidents. We looked at accident and incident reports. These were maintained in line with the service's confidentiality policy, were completed appropriately and signed by parents. We looked at the service's policy and procedure for administering medication and found that this was in line with best practice guidance. Staff were familiar with these. The approaches described above helped staff ensure that children's health and wellbeing was promoted during their time at the service. Areas for improvement Inspection report continued The manager planned to establish a policy and schedule for reviewing and updating all children's records and care plans at least every six months. At the time of the inspection children who were on longterm, as required, medication were able to self administer. The manager agreed that if younger children needed this in future, there would be clear recording about possible triggers and symptoms. Service strengths We found that the service was very good at involving parents and children in assessing and improving the quality of the environment. 16 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths We found that the service had good practice in the areas we looked at within this statement. We concluded this after we; - Looked at the toys, equipment and areas that children had access to - Reviewed relevant policies, procedures and records - Spoke with staff and observed their practice - Considered information that parents gave us in questionnaires and through discussion. We saw that a range of policies and procedures were in place to help staff provide a safe environment for children. We found that staff were familiar with these, and that they adhered to them. Staff completed daily checks of the premises and outdoor area before children arrived, and recorded the outcome of these. The premises were secure and staff could see who was at the entrance door before they opened it. The approaches described above helped staff to reduce the risk of harm to children, and to provide a safe and comfortable place for them. We saw that staff discussed risk and safety with children.this helped them to understand why there were rules and how to help keep themselves safe. Children had lots of space to play and their playrooms were bright, attractive, clean and well maintained. There were clear areas for different types of play and attractive relaxation areas. Within the questionnaires that parents returned to us three parents strongly agreed that the premises were safe, secure, pleasant, stimulating and smoke free and three agreed. Areas for improvement Inspection report continued The provider and manager were reviewing, in consultation with staff, parents and children, the range of policies and procedures that helped staff provide a safe environment. They were using best practice guidance to support them with this development. We discussed with the provider and manager how risk assessments might be further developed to more clearly detail potential hazards, and the action to be taken to reduce these. We saw that staff ticked daily checklists when they had carried out checks. We advised that it would be better if staff initialled these, to ensure that it was clear who had undertaken them. 20 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths We found that the service had good practice in this area. We concluded this after we: spoke with staff and observed them at work, considered information that parents and children shared with us and looked at relevant policies, training information and team meeting minutes. We saw that staff were professional in their practice and in their interaction with each other, parents and children. We found that they were committed to their ongoing professional development, and that they were well supported to access relevant training and qualifications by management. We looked at training records and saw that staff regularly accessed training, and had a wide range of relevant skills, experience and qualifications. Staff felt that one of the key strengths of the service was the very good team work and motivation of staff. Our findings from this inspection supported that view. The manager kept individual files for staff. These contained relevant information such as training courses attended and certificates gained. We found that almost all staff were registered with the Scottish Social Services Council (SSSC). The SSSC is the body that regulates the care workforce in Scotland. These approaches helped to ensure that staff had the right skills and knowledge to do their job well. The six parents who returned questionnaires to us strongly agreed or agreed that staff had the skills and experience to care for their children and to support their learning and development. Areas for improvement The manager was not able to provide a training needs analysis for individual staff or for the staff team. Please refer to Quality Theme 3, Statement 3, Recommendation 1. 22 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths We found that the service had good practice in this area. We concluded this after we: spoke with staff, considered information provided within the self assessment for this inspection, and looked at relevant policies, monitoring records and minutes of team meetings. We saw that the service had a range of policies and procedures in place to support quality assurance. The range of ways that it involved children and their parents in assessing and improving its quality are detailed within quality theme 1, statement 1. Staff told us that they were involved in evaluating the quality of the service through daily discussions, planning meetings, and regular team meetings. Staff were invited to make suggestions for agenda items for team meetings. We saw from minutes of these that staff regularly discussed quality issues and ways to improve outcomes for children. Staff were familiar with the National Care Standards Early Education and Childcare up to the Age of 16 and had been involved in completing the self assessment for this inspection. We saw that there were good systems in place to monitor aspects of the service. These included checking accident, incident and medication records and reviews of policies and procedures. The provider of the service had recently attended Quality Assurance training, and had purchased resources to assist with this aspect of the service. Areas for improvement We found that some of the monitoring systems had lapsed over the past few months. The manager agreed to ensure monitoring was carried out within the specif iced timescales. The provider should continue with the review and development of the service's policies and procedures to ensure that these reflect practice within the service and current best practice. Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in SCSWIS re-grading the Quality Statement within the Management and Leadership Theme as unsatisfactory (1).
