20 Signalling strategy and development plans

21 Status Existing signalling systems are aging and will meet their expected life time There is a variety of different systems of which some are proprietary Norwegian systems Maintenance, spare parts, and rebuild will get more complicated

22 Future signalling strategy ETCS/ERTMS Level 2 is pointed to as the future solution in excisting stragetgies. A study is ongoing to verify this and develop the migration strategy towards this future solution Funding of this development will be adressed in the next NTP Development of STM/EOS and equipment of Rolling Stock

26 Tender and Contract Strategy All projects have a contract strategy to ensure an optimum outcome Active market relations work to generate interest in Jernbaneverket s infrastructure projects Civil works usually divided into contracts due to geography (0,5 1,2 BNOK) Railway technique usually divided into contracts by subject (Superstructure, catenarie system, El.power and telecom system, Signalling system)

27 Competitive Tendering Target is to spend at least 80% of capital budget in the external market In 2009, 90% of the total budget of NOK 3,900 million was subject to competitive tendering The remaining 10% is spent on land acquisition, project management expenses, and in-house planning of signalling projects The percentage will vary from year to year depending on the volume of land purchases, which will be higher at the start of major projects Future Strategy is to reduce in-house engineering 27

28 Tender and Contract Strategy All projects have a contract strategy to ensure an optimum outcome Projects are subdivided into smaller RFTs to increase competition Active market relations work to generate interest in Jernbaneverket s infrastructure projects RFT timing coordinated with the Public Roads Administration (Statens vegvesen), to avoid having too many large projects out to tender at the same time to avoid capacity loss Cooperation with other public-sector sponsors of construction projects to monitor market conditions and devise new types of contract 28
