10 RENO-TUNNEL PROGRAM THE PROJECT FUNDAMENTALS Planned new trains in the upcoming years for Deux-Montagnes line + Introduction into the tunnel of a new type of rolling stock containing diesel (Mascouche line) = Need to review safety and security features linked to the infrastructure and its operational mode Due to the lack of applicable standards for the modernization of an existing and aging tunnel, the safety and security review process was conducted in collaboration with the Montreal Fire Department. 14 RENO-TUNNEL PROGRAM A SUCCESS STORY BASED ON CLOSE RELATIONSHIP WITH THE MFD Project challenges: Normative gap : no standards applicable for improving and bringing major infrastructures up to safety standards Public concerns raised on safety and security issues Extensive media coverage in 2011 regarding the Mount-Royal tunnel safety and security. Key of success : A pragmatic approach based on a common language development between AMT and MFD used to build the project foundation PAGE 14

16 RENO-TUNNEL PROGRAM PROGRAM SCOPE DEVELOPMENT CHALLENGES The pragmatic approach allowed : A better understanding of the stakeholders concerns and operation modes To promote a climate of trust and respect A recognition of the skills and knowledge of all stakeholders To promote a creative space to resolve ethical issues and break deadlocks To resolve ethical questions : balance between public safety, developing AMT operations, project funding and continuity of operations. 17 RENO-TUNNEL PROGRAM LESSONS LEARNED The pragmatic approach can help to built a close and strong relationship between stakeholders A climate of trust and collaboration helps to keep the focus on problems solving, even in a context of public and political turmoil In a context of aging infrastructures and scarce resources around Europe and North America, the pragmatic approach based on a common language helps to find innovative, responsible, reasonable and socially acceptable solutions for all the stakeholders.
