4 Who should read this guide? Does your organisation hold or organise events with members of the public attending? Does your organisation allow visitors to attend an event by vehicle? Includes all temporary and permanent events where any numbers of people require access to an event or arrive at an event by vehicle? Are you a director or manager responsible for access to any event by public road? If you answered yes to either question, this capability statement will advise you how AA DriveTech can reduce any vehicle queue into your event, provide cashless payment methods of entering the event and give you management information about all aspects of your visitor profile. What is in this guide? This document: Explains the business case for ANPR and web based event management. Presents our products and service portfolio. Introduces the AA DriveTech team and how you can contact us. Page 4 of 11
5 Why invest in ANPR and web event management? Ensuring that all visitors to your event or show have a pleasurable customer experience is paramount. Making your customers wait in a long queue to pay for entry to your event is not the best way to start their day s experience. Queuing vehicles on a public carriageway are also dangerous and not beneficial to the environment and at very least are a nuisance to all the surrounding neighbours and travelling public. Fast efficient access into and out of your event site is crucial. Communication with your visitor right up to the point of entry with up to the minute information is essential. Providing route information in the case of any incident helps to avoid unwanted delays and potential turn rounds. This also applies to exit route information thus avoiding the log jam of customers leaving the event. Known attendance numbers in advance of any event is a practical advantage and allows planning for all resources such as staffing, car park size, catering etc. Having a large percentage of your visitors paying in advance has major cost benefits drastically reducing theft, cash collection costs and potential over or under staffing on the day. Weather disruption to visitor numbers on the day is also minimised (pre pays usually turn up). The whole customer experience; from simple pre payment via a web portal or mobile phone app, to no queue access to site, all enhances the customers enjoyment of the event. The management information supplied to you the organiser by the use of this technology is absolutely invaluable. Statistics are available from where your visitors came from, how long they stayed, how effective your advertising was and socio economic information as well as reconciliation on numbers and costs. This all makes for a highly efficient and well managed event. 6 Introduction We are part of the AA, a name known throughout the driving world and synonymous with the history of motoring. A champion of responsible driving and a pioneer of products and services that have met drivers needs for over 100 years, the AA s world-class products and services are trusted by approximately 15 million customers, two thirds of the UK s top 50 fleets and 40% of Small to Medium Enterprise (SME) fleets. ANPR Event Management Technology ANPR is becoming increasingly employed in the UK for private management of any vehicle based activity. This is due to very highly efficient cameras and algorithm software being capable of recognition rates constantly in the very high 98% and the cost of these cameras reducing drastically. The use of the Driver Vehicle Licensing Authority (DVLA) database in Swansea is becoming easier and more commercialised, making vehicle data available for private purposes. All be it with relevant controls and restrictions in place by the DVLA and the Information Commissioners Office controlling the Data Protection Act. This use of ANPR and DVLA data predominates in the parking industry with the British Parking Association (BPA) and the Approved Operator Schemes (AOS) now being enshrined in legislation such as the Freedom Bill 2012 which outlawed the use of car clamping and allowed the use of DVLA data to trace a registered keeper of a vehicle for a private breach of contract of a car park. This technology however can and is utilised for online payment for access not only to a car park but also for an event. Page 6 of 11
7 A typical ANPR event process is as follows:- An event is to be held such as Badminton Horse trials, Royal Ascot, Silverstone etc The event is advertised as being bookable online. The online site takes the booking information and payment for entry to the event. The booking takes the critical vehicle registration number (termed vehicle registration mark) (VRM)s All the VRMs are collated and placed into one electronic file; this can simply be an XLS or CSV file. This is what is referred to as the whitelist. Essentially any number on the whitelist is a pass or is not flagged as requiring attention. The whitelist is installed on a server or local pc. The event is run and vehicles entering the event are captured by the ANPR cameras. The VRM is recognised and compared with the whitelist. Assuming the VRM is on the list no action is taken. If the VRM is not on the list this then becomes a blacklist vehicle or vehicle of interest (VOI). The event or car park will then have a defined policy of action to be taken against vehicle keepers that are on the blacklist. This can be a simple flag to staff of the event to attach a ticket to the windscreen. This ticket can be a simple reminder to pay at a later date or it can be a penalty ticket of some description. There is no need to have an aggressive policy towards blacklist vehicles. On the web site it may give up to 7 days to pay, it may simply be a written warning and to ensure they pay next time. It usually enables payment to be collected either by reminding the driver or by allowing time. If payment fails (over 98% pay) then a penalty ticket can be issued if required. This needs an AOS and BPA registered operator with a paper or digital link to the DVLA. This technology enables the vehicle aspect of the event to be controlled separately to the human aspect. In other words the people can show a ticket or pass as having paid at a turnstile or entrance, but the vehicles have been dealt with. Page 7 of 11

9 How we help We use our knowledge, experience and skill to help our customers identify and implement the very best practical technology solution to aid the smooth running of their event No Car Queues No Cash Handling Known Number of Vehicles Attending Known Value of Attendance Lower Staff Costs The vehicles can enter the event site quickly without the need to pay for entry or parking. This results in no vehicles queuing on the carriageway which is much safer and less of an obstruction to other motorists. There is also more client satisfaction at not queuing. There is no need to collect cash at the point of entry to the event. Cash handling is very expensive and has issues with fraud and theft. No change is required. No ticket machines to empty or breakdown. The event organiser knows in advance how many vehicles will be attending. This aids resource and planning to accommodate the known number of vehicles. This again aids safety and reduces delays. The value of vehicles that have paid in advance on line is a great benefit. The pre paid vehicle is much more likely to attend if the weather is bad or there are other issues. Pay on the day tickets are subject to many conditions. This increases attendance. Vehicle numbers are known and therefore staffing can be accurately resourced stopping over manning of events and no staffs are required to take car park or entry payments. Page 9 of 11
