1 New Household Waste Recycling Centre (HWRC) contract FAQ s Why have you changed the opening hours of the facility? The changes in opening hours have been the decision of the County, not FCC environment. The revised opening hours are as a result of vehicle counters being introduced on site, which revealed that use of the sites between 8am and 9am was low. This means all our HWRCs will open one hour later in the morning. During these financially difficult times we have had to make difficult decisions to ensure that we protect and maintain our services. Changing the opening hours had helped us do this. What are the new opening hours? The opening hours of the sites are to change to 9am to 6pm from 1st April to 30th September and 9am to 5pm from 1st October to 31st March. Setting winter and summer opening month s is similar to other authorities and helps us to protect and maintain our services. Sites are open seven days a week apart from on 25 th, 26 th December and 1 st January. Trade facilities are open Monday to Friday. Where can I now take my things that can be used again and what will happen to them? An improved reuse service is also going to be phased in over the coming months from April 2012 July This will include a shop at the High Heavens, High Wycombe site (due to open week commencing 30 th April) and Aston Clinton, near Aylesbury site (open). Materials suitable for reuse will be collected from the county s recycling centres and sold at these two shops by South Bucks Hospice. Why have you changed the reuse service? We have changed the reuse service at our sites to ensure that a more efficient reuse service can be provided to residents. By removing reuse services from the smaller HWRCs it will also allow us to improve the layouts of those sites, making it easier for customers using the sites and has allowed FCC environment (rebranded previously known as Waste Recycling Group WRG)) to work closely in partnership with South Bucks Hospice,. The new service will see unwanted but saleable items which are donated at recycling centres sold at either of two new re use shops at Aston Clinton and High Heavens recycling centres. The funds raised from the sale of these items will support South Bucks Hospice to build and run a new hospice. The new hospice will be located at Totteridge, North of High Wycombe.

2 Residents can take a wide range of items such as clothes, cycles, electrical items, furniture, CDs and DVDs, tools and gardening equipment to be sold and reused. Items donated at the other eight recycling centres will be transported to the nearer of the two recycling centre re use shops in Buckinghamshire. FCC Environment has a contractual arrangement with South Bucks Hospice to operate on these sites with all proceeds from the sale of re use items going to the charity. Buckinghamshire County will not be sharing any income from the sale of reuse items. The project has been supported by WRAP who provided funding to carry out background research and data and assisted in development of the partnership between FCC and SBH. The changes introduced will also be similar to best practice changes occurring nationally. I am a trader and use to buy reuse items direct from sites, where can I now buy reuse items? This contract will deliver an anticipated saving of between 2.1m and 3.2m* over 7 years for Buckinghamshire taxpayers. The contract is anticipated to be worth up to 22m** and will provide us with the flexibility to provide service levels and costs which are affordable during these difficult financial times and in the future as well. * The new Contract has resulted in an anticipated saving of circa 30% from the current approved budget. The contract will be subject to variables such as waste arisings, contract indexation, day work rates etc. ** Over the term of the contract including any possible extension the value of the Contract is anticipated to be up to 22m. No, there is no link between FCC environment being appointed preferred bidder for the Energy from Waste contract and being awarded the contract for the Household Waste Recycling Centre. Two very separate procurement processes were carried out and FCC environment were able to put forward the most competitive bid which would help the council deliver a saving.

3 What happened to staff working under the current contract? Where appropriate staff working under the previous contract had the choice to transfer under TUPE arrangements. Some staff did choose not to transfer. Will the site be open during this transfer period? Yes, our ten household waste recycling centres are going to remain open during the mobilisation period, although some areas of the sites may need to close temporarily in order to get new containers and vehicles in. If this does happen, we will give users advance notice and site staff will be on hand to help. Is there any change to trade facilities? There are no changes to service. Price changes will be as they have been under the current contract. Where will FCC environment be sending my waste that I take to the recycling centre? You mentioned the vehicle monitoring counters you have on site, how long have these been on site and can I see this data? The locations of the counters do change; these have been in place across a selection of sites over the last 12 months. We can provide this data if requested.

6 Will the reduced opening hours not result in more people fly tipping their waste outside the HWRC gates? We have a strict fly tipping prosecution policy in place which means if waste is left outside the HWRC gates, offenders will be prosecuted.
