1 GUIDANCE FOR PLANNING APPLICATIONS: RECYCLING & NON RECYCLING PROVISION FOR NEW DEVELOPMENTS WITHIN THE LONDON BOROUGH OF HOUNSLOW FOR RESIDENTIAL & COMMERCIAL SITES This document aims to inform developers and architects of Waste and Recycling Service requirements in the London Borough of Hounslow. It is a guidance document only and London Borough of Hounslow reserves the right to make changes or alterations to any recommendations prior to the condition being approved. 3 Relevant Legislation The London Borough of Hounslow (LBH) has a statutory duty under the Environmental Protection Act 1990 to remove domestic residual waste from domestic properties and, if requested, make provisions for the collection of commercial waste. The Council may also, under Section 46 of the Act, specify the type and number of receptacles to be used and where they should be placed in order to ensure compatibility with council collection methods and to facilitate collections. Since the introduction of the Household Waste and Recycling Act 2003 Local Authorities are also expected to remove recyclable materials from the kerbside. This covers the collection of at least two types of recyclable waste together or individually separated from the rest of the household waste. The EU Landfill Directive has also set demanding targets to reduce the amount of biodegradable municipal waste landfilled. These are highlighted below. Contractual arrangements and collection frequency The current waste and recycling contract is carried out by SITA UK. This contract runs from SITA UK is contractually obliged to supply the London Borough of Hounslow a weekly collection for all services. All new developments must allow accommodation for sufficient waste and recycling facilities for this frequency of collection. Requests for more frequent collections will not be considered

4 Planning Permission Waste and Recycling Facilities should be designed as an integral part of the development. These should be shown on the plans submitted for planning permission in accordance to guidance within this document. For larger developments, a condition may be imposed which would require the submission of detailed design prior to commencement of development. On Completion of the Development The developer is required to purchase the recommended waste and recycling containers for the development. Waste and recycling facilities must be purchased and installed simultaneously. It should be noted that between 6-8 weeks should be allowed for purchase and delivery. Once delivery has taken place it is the responsibility of the developer or managing agent to notify the London Borough of Hounslow s Waste and Recycling Services of the required collection commencement date. The developer must contact the Principal Waste and Recycling Officer to commence collections and allow 4 weeks notice. In a new development the developer and managing agent are expected to take responsibility for managing the process of initial occupation. Bins stores must be regularly cleaned and checked. Bulky items blocking access to the bins must be removed privately. If the site has a gate key, fob or code, it will need to be supplied, to provide access

6 Residual waste Black plastic bin liner or similar Weekly collection Residents are responsible for providing their own residual waste bags, and must ensure they are sealed and placed out in the correct location for collection. An 80 litre bin (maximum) can be purchased by the resident or developer. The Council does not provide these containers. All containers should be placed at the front boundary of the property by 7.00am, on the correct collection day to be emptied. The developer or managing agent must ensure that, prior to occupation, kerbside recycling containers are ordered and distributed to the property Waste and Recycling Services must be informed of occupation of the property at least four weeks in advance. Houses of Multiple Occupancy and Flat developments up to six units: Houses of Multiple Occupancy and Flats up to six units may use the kerbside waste and recycling services. Each application will be assessed on a case-by-case basis depending on the layout of the proposed development. There is a preference to avoid multiple properties using a single location for collection of kerbside services

7 Flat developments of more than six units: Mini Estate Frames: A mini frame is used for 6-12 properties. A set of 5 x 140 litre bins locked down in a small steel frame with paving slabs at the base to secure it in place. Mini Estate Frame 140 litres - 685mm depth x 2850mm width x 1450mm height Weekly collection Paper, tins/ cans/ aerosols, clear glass, green glass and brown glass In practice the frame is split into a triple frame and a double frame. The triple frame is 1750mm in width, and the double frame is 1100mm in width. The entire frame will cost (including frames, bins, padlocks, paving slabs, signage and delivery) per complete set

8 Estate Frame: An estate frame is used for properties. A set of 5 x 240/360 litre bins locked down in a steel frame with paving slabs at the base to secure it in place. Estate Frame 240/360 litres mm x width 1000mm x depth 1400mm x height Weekly collection Paper, tins/ cans/ aerosols, clear glass, green glass and brown glass In practice the frame is split into a triple frame and a double frame. The triple frame is 2200mm in width, and the double frame is 1500mm in width. The entire frame will cost (including frames, bins, padlocks, paving slabs, signage and delivery) per complete set. The footprint is identical for both 240 litre and 360 litre bins as the same frame is used. In most cases 360 litre bins will be used. There is flexibility in the use of mini frames and larger frame in cases of limited space or low numbers of properties. Please consult with Waste and Recycling Services for further advice

9 Cardboard and Plastic Recycling: Cardboard and mixed plastic packaging (plastic bottles, tubs, pots and trays) facilities. Cardboard 1100 litres 1300mm width x 1000mm depth x 1400mm height. Plastics 1100 litres 1300mm width x 1000mm depth x 1400mm height. Weekly collection Weekly collection Cardboard Mixed plastic packaging waste, including plastic bottles, plastic tubs, plastic pots, plastic trays, carrier bags The cost is per bin, including signage and delivery litre bins for further materials (Paper, Glass and Tins/Cans): On some larger developments 1100 litre bins for paper, glass and tins will be required as well as plastic and cardboard. These are standard sized 1100 litre bins, 1300mm width x 1000mm depth x 1400mm height. Please consult with Waste and Recycling Services for further details

10 Residual Waste: The London Borough of Hounslow recommends steel 1100 residual waste bins. Residual Waste 1100 litres mm width x 1000mm depth x 1400mm height. Weekly collection Non-Recyclables The cost is per bin, including signage and delivery. Each bedroom will produce on average 1 bag of residual waste each week. Each 1100 litre bin will hold 15 bags of residual waste. The number of 1100 litre bins is calculated using the following formula. Total number of bedrooms 15 = Total number of 1100 litre bins for the development Example 30 bedrooms 15 = 2 x 1100 litre bins required The current recommendation is for residual waste bins made of steel, as opposed to plastic. The advantages are increased fire resistance, increased endurance, they are easily repaired and therefore better value for money in the long term. Signage for Household Waste Only can be ordered for free from the Waste and Recycling Services once the bins are in place

11 Internal Storage for Flats Facilities Store and Sort Sacks Store and Sort sacks are available to all householders to help them store and transport their recycling to the recycling area. Householders can request a sack directly from the Council by ing recycling@hounslow.gov.uk, or calling Alternatively arrangements can be made with the developer for a bulk delivery to be made to a site office or other appropriate location

12 Requirements for the positioning of facilities for flat developments Location Facilities must be readily accessible by both residents and the collection crews with adequate space, ventilation (if internal) and lighting. Facilities should be designed so that bins can be pulled easily and safely to the vehicle for collection, including dropped kerbs where required. This should avoid slopes and narrow access. There is a 10 metre maximum pull distance for bins, from the bin store to the vehicle collection point. The ground surface must be smooth, with a minimum width of 1.9 metres. The locked bin store door should use a code or Fire Brigade Key. Clear signage must be provided to make it easy for residents to differentiate which bins are for recycling. This combats misuse of the recycling bins which cannot be tolerated. A separate area for bulky waste (i.e. fridges, mattresses) is recommended so that bulky waste does not block the bins. Bulky waste should be disposed using the chargeable council bulky waste services, or a private contractor. A bin store must be large enough for the bins to sit next to each other, not behind each other. Residents will not take responsibility for rotating bins. The height of the bin store must be sufficient for the residual waste bin lids to be opened. If bins are to be placed outside, these should be against a solid wall with direct access onto a footpath. The estate frame system can be placed onto grass, gravel or soil, however, a solid footing is preferred. However, 1100 litre bins must be placed on solid ground. Obscuring bin stores for aesthetic reasons is ideal. Signage should allow residents to identify with bin store is for their flats and locate the bin store if it is obscured from view. Close proximity to living quarters need to be avoided, as well as, placing facilities beneath any area that could either act as a means of entry, cause a noise nuisance or be a potential fire hazard, i.e., placing a site against a garden fence or beneath the eaves of a low house or low tree. Similarly

13 facilities should not be placed so far from the point of entry that residents choose to place their waste in a more convenient location. Bin stores should be kept away from car parking spaces. Full bins are heavy and can be unwieldy; pulling them between two parked cars is to be avoided. Residual waste and recycling should be placed together for ease of use by residents. The full range of recycling must be available in each bin store. Where co-location is not possible, the recycling facilities should be placed close to the logical direction that residents would take to exit the development. Recycling should be more convenient than disposing of residual waste. Vehicle Access Waste and Recycling Services provided by the London Borough of Hounslow, use a range of vehicles. Where a vehicle is required to enter a site a vehicle movement plan is required. All vehicles are rear steering; this means that the vehicle movement plan should allow clearance of all walls and bollards on the site with this in consideration. BS 5906:2005 recommends a minimum street width of 5m for waste collection vehicles. However, Manual for Streets recognises that smaller general widths are likely to be acceptable, for example where on-street parking is discouraged. There is a preference to drive forwards into and out of any site. Where this is not possible, a plan should be made to reverse into the site and drive out forwards. The Highway Code ( ) requires that large vehicles do not reverse onto a main road. Consideration should always be given to the swing needed to gain access onto a site. If the road is narrow and cars park on one side, it is inevitable that the vehicle truck will not be able to swing in to gain the access. The vehicle movement plan should bring the rear of the vehicle to within 10 meters of the bin store, with sufficient clearance to operate the lifting mechanism. The plan should allow sufficient time to stop without causing an unnecessary obstruction. 14 Future considerations At the planning stage for a new development the introduction of a collection of kitchen waste from flats should be considered. Food waste collection from flat developments is currently a national focus of recycling development. A provision for the collection of food waste will need to be made, with space set aside to house more containers. As the recycling service expands the number of materials that can be collected there should be less need for the capacity for normal domestic residual waste. A space 1.5m by 1.5m should be allowed per 50 properties

15 Commercial Premises The London Borough of Hounslow does not operate services for business premises directly. SITA UK operates waste and recycling collection services on behalf of the Council. Please see for more details. Taken from Adept s Making space for Waste (ADEPT) Operators of commercial premises are required by law to enter into a commercial waste agreement with a registered waste carrier for the disposal of their waste. The provision of space for recyclable material in commercial developments is likely to result in lower commercial waste collection charges, as well as providing a practical demonstration of the occupant s concern for environmental issues. ADEPT 2010 Commercial containers (wheeled bins and compactor skips) must be stored within the external or internal space of commercial premises. Ideally this will take place within the building itself. However, where adequate screening of views from public areas and any over-looking sensitive uses (e.g. residential properties on higher floors) has been provided, storage in private yards will be acceptable. Such screening should consist of a fence or other boundary treatment to a minimum 1.8m in height or that of the highest container as stored and seen from sensitive public vantage points. Loading of commercial containers should take place within the private yard of the commercial premises. However, subject to no major disturbance to access for other vehicles and no need to reversing onto the public highway (for instance to reverse onto a skip for loading), it may be acceptable for the collection vehicle itself to remain outside but immediately adjoining the yard in public areas, with containers being loaded from the yard edge. This will avoid the need for large areas of space (redundant for other purposes) within the yard. Commercial occupiers are likely to be less constrained in their choice of collection vehicles than residents. The size and type of vehicles used by different firms to collect a given commercial waste stream may vary widely, offering a greater potential to fit the collection vehicle to the public realm, rather than vice versa. Different occupiers are likely to have varied waste collection needs. This will make it difficult for developers to foresee the particular vehicle types and sizes that will serve a given premises and thus to identify the most appropriate access route. In commercial, industrial and retail developments the bin provision and storage requirements will need to reflect the collection frequency and specific requirements of the selected contractors

16 London Borough of Hounslow recommendations for commercial premises; Collections Recycling should be prioritised. Collections should be designed to minimise spillage of waste. Storage Commercial and Domestic mixed use developments must have a clear separation of facilities, including appropriate signage. There is a strong preference for commercial waste to be contained in bins, bagged waste should be collected daily. Bin stores should have drainage to ensure that any liquid from commercial waste does not end up to the public highway. Bins should be kept off the public highway and screened. Storage facilities should be kept clean, maintained and managed
