Introduction More and more Belgian civil services and organizations are obliging companies to submit and sign their tender electronically. The e-procurement service is looking for good alternatives to handle foreign digital signatures in the e-tendering application. The EU-DSS is a suitable solution for this. 2 What do you need? You need a valid qualified certificate which allows you to place electronic signatures that meet the prerequisites of the Belgian legislation on electronic signatures in public procurement (cfr. Law on public procurement and certain contracts for works, supplies and services of 15 June 2006). A recent version of Java needs to be installed on the computer that is used, at least version 6 update 26.

2 3 How is the test carried out? Generate/open the submission report Scroll to the bottom of the page. Click Sign with own token or software (Image 1) A new window opens (Image 2) Click Download submission report Save the file submission_report.xml" to the directory of your choice. Save your work and close all programs, except for the windows of e-tendering. Insert the card into the card reader or the USB stick in the USB port (or use the certifcate medium as recommended by your provider) Open a new window Go to Image 1: Sign with own token and software Image 2: a new window opens 2 / 12

4 For Windows users Choose MS CAPI (Image 5) Choose Next Image 5: Choose MS CAPI (only for Windows users) Choose PKCS#11 (for all users) For users of other platforms Choose PKCS#11 (Image 5) Click Next Choose Library path (Image 6) Search the DLL-library of your certificate. Ask the certificate provider for advice when doing this! He can tell you where the DLL-library is located. 5 Select your signing certificate from the list. (Image 7) Click Next Click Choose destination file (Image 8) Select the directory in which you want the signed submission report (file "submission_report-signed.xml") to be saved. 6 Enter your PIN code/ password. (Image 9) Image 9: Enter your PIN code/ password (this image may be different depending on the browse being used) If the signing process was successful, a success message is displayed (Image 10) Close this window and return to the e-tendering window Upload signature from proprietary software (see Image 2) Click Browse under point 3 Select the signed submission report submission_report_signed.xml that you saved in the previous step. Click Send A message is displayed to confirm that the upload was successful. Image 10: end of signing This message may contain error messages. You may ignore these, as the public officer will check the validity of the digital 6 / 12

8 4 Troubleshooting PROBLEM The card cannot be detected (image 9) SOLUTION Click Cancel as long as the window does not disappear. Once this window has been disappeared, the card will be recognized. If this doesn t happen, restart the browser Restart the test from the beginning (cfr. How is the test carried out? ) Please mention in your feedback after how many attempts the card was detected. Image 12: Smartcard cannot be detected I select MS CAPI, but this doesn t seem to be working. Close the browser Restart the test from the beginning (cfr. How is the test carried out? ) Follow the steps for users of other platforms (p. 3) and this time select PKCS#11. Ask advice to your certificate provider. The computer blocks If the problem is limited to your browser, close it (all open windows). Restart the test from the beginning (cfr. How is the test carried out? ) 8 / 12

10 5 If you want feedback Mail your results to with: In attachment the submission_report-signed.xml file that you have just saved. In the text body: o Technical specifications the OS used (Windows XP, Windows 7, OS X Mountain Lion, ) the browser used + version (Internet Explorer, Google Chrome, Safari, Firefox, ) the java engine used + version the certificate used + the organization s website the country the contact details of the person who performed the test.
