18 Case Study How Social Media Played a Role in an FAA test of a proposed change to piston-powered IFR departure procedures at Santa Monica Airport The complex nature of SMO Airspace

19 Case Continuation LAX and SMO are closely located about 5 miles apart. The proximity of both airports require close sequencing of IFR departures to ensure that the 3-mile separation criteria is maintained LAX runways are aligned 250 degrees while the SMO runway is aligned 210 degrees - creating a 40 degree convergence angle In 2009, the FAA Conducted a test of a proposed change to the IFR departure procedures for piston-powered aircraft to reduce delays at both SMO and LAX

20 Case Continuation The procedure turned piston IFR departures to a heading of 250 degrees immediately after departure - putting aircraft over areas of Santa Monica that did not routinely experience aircraft over-flights. During the 180 day test period, an average of seven (7) piston-powered aircraft per day flew the 250 degree IFR departure During the test, Airport staff received & processed 7,162 phone calls/ s, which totaled 41,892 individual aircraft operational complaints/ comments.

21 Case Continuation Why did this happen?? What caused this tremendous response from the public? To fully understand this phenomenon, we have to look at the effect of public outreach and the interaction between the neighborhood organizations using social media primarily and the use of list-servers.

Why isn t Santa Monica documenting that this is in fact occurring and contesting that the FAA is implementing this without doing a environmental impact study? Why is the official party line that the 250 turn has been defeated, when your findings show that in fact the FAA is directing 8-12 IFR flights per day to fly the 250 turn? I really look forward to hearing your response on this.
