1 Summary f the main changes t the IMDG Cde in the Amendment update The next update t the IMDG Cde (Amendment 37-14) will be published by the Internatinal Maritime Organisatin twards the end f this year. Cmpliance is ptinal frm 1 January 2015 and mandatry n 1 January Headlines A summary f the key changes is as fllws: There is a new sectin setting ut cnditins when specified types f lamp are exempt frm the IMDG Cde s prvisins. There is a new paragraph referencing the Internatinal Cnventin fr Safe Cntainers, 1972, as amended. Thrughut the new Amendment there are updates t prvisins cncerning class 7 primarily t reflect the changes t the IAEA "Regulatins fr the Safe Transprt f Radiactive Material, 2012 Editin, IAEA Safety Standards Series N. SSR 6, IAEA, Vienna (2012). There are several changes t the classificatin prvisins in Part 2, including changes t PSNs fr several class entries. Fr marine pllutants there is a new which prvides cnditinal exemptins frm the majrity f the IMDG Cde s prvisins. There are numerus updates t the Dangerus Gds List (DGL) in 3.2 including the additin f 20 new UN Numbers frm UN 3507 t UN Clumn 16 f the DGL is nw split int clumns 16a and 16b and stwage and segregatin requirements are nw cded, stwage and handling cdes in 16a; segregatin cdes in 16b. There are many revisins t the packing instructins, including thse fr IBCs and large packagings and a number f new packing instructins: P208, P505, P805, P908, P909, LP903, LP904. Clarificatins n the design and dimensins f varius package marks, labels and placards have been prvided including the marine pllutant and limited quantity markings. There are a few changes t dcumentatin requirements in Chapter 5.4 e.g. clarificatin f the requirements fr marine pllutant endrsements. There are several changes t Part 6 f the Cde, particularly t the prvisins fr packagings fr class 7 (chapter 6.4) and pressure receptacles, aersl dispensers and gas cartridges (chapter 6.2). In chapter 6.6, large salvage packagings are added. There are numerus changes t Part 7 t reflect the new clumns 16a and 16b in the DGL. There are new explanatry ntes in 7.1.5, and respectively fr the stwage (SW), handling (H) and segregatin cdes (SG) nw appearing in clumns 16a and 16b. There is a new segregatin requirement in Flammable gases (class 2.1) and flammable liquids (class 3) must nw be separated frm substances which, in cntact with water, emit flammable gases (class 4.3). This reflects the changes adpted fr these classes in the DGL. 2 Detail Here we highlight significant changes in mre detail lking at each Part f the IMDG Cde in turn: Part 1 General Prvisins, Definitins and Training There is a new sectin which sets ut cnditins fr when lamps are nt subject t the IMDG Cde s prvisins; the cnditins relate t the type f lamp, quantity f dangerus gds, packing arrangements etc. There is a new cvering the Internatinal Cnventin fr Safe Cntainers, 1972, as amended, which deals with the testing, inspectin, apprval and maintenance f cntainers. This reprduces regulatins 1 and 2 f Annex 1 t this Cnventin which cvers safety apprval plates and cntainer maintenance and examinatins. Definitins in 1.2 are revised: there are amendments t several existing definitins and new definitins fr large salvage packaging, management system, neutrn radiatin detectr, and radiatin detectin system. There are several changes t the general prvisins cncerning class 7 in chapter 1.5. These prvisins are nw based n IAEA "Regulatins fr the Safe Transprt f Radiactive Material, 2012 Editin, IAEA Safety Standards Series N. SSR 6, IAEA, Vienna (2012). Part 2 Classificatin In radiactive materials f class 7 are n lnger deemed t be pssible marine pllutants. Fr explsives in chapter 2.1 there is a minr change t the intrductry nte. Chapter 2.2 (gases) includes new entries fr adsrbed gases with new UN numbers (UN 3510 t UN 3518) being added accrdingly. Fr class 3 (flammable liquids) the assignment f packing grup fr viscus liquids as cvered in and is updated. There are amendments t the classificatin prcedures fr slid substances f class 5.1 ( ) and the methds fr assigning packing grups t such substances ( ). In chapter 2.6 there are amendments t the exemptins prvided fr specified infectius substances. In chapter 2.7 there are numerus amendments t the classificatin prvisins fr class 7 (radiactive material). In chapter 2.9 there is an amendment t Nte 2 which cnfirms that the criteria fr envirnmentally hazardus substances (aquatic envirnment) apply t all hazard classes, except fr class 7. There are changes t prper shipping names fr a number f class 9 items. Fr example, UN 3268 nw nly has ne entry, SAFETY DEVICES, electrically initiated. The lithium batteries sectin in has been amended. In chapter 2.10, has been amended t clarify that the absence f the letter P in clumn 4 f the DGL des nt preclude the substance frm being classified as a marine pllutant. There is a new paragraph in chapter 2.10 which exempts marine pllutants frm the IMDG Cde s prvisins when packed in single r cmbinatin packagings f 5 L r 5 KG r less meeting specified packing requirements. The exemptin des nt apply t substances meeting the criteria f any ther hazard class. Part 3 - Dangerus Gds List (DGL), Special Prvisins and Exemptins The structure f the DGL has been amended t accmmdate new clumns 16a and 16b. Clumn 16a prvides stwage and handling cdes, whereas clumn 16b cntains segregatin cdes. Sectin has been updated t reflect this. There are numerus changes t dangerus gds entries t reflect updates t packing prvisins, marine pllutant status, special prvisins and the additin f cdes in clumns 16a and 16b t replace the previus phrases. There are 20 new UN Numbers as fllws: UN URANIUM HEXAFLUORIDE, RADIOACTIVE MATERIAL, EXCEPTED PACKAGE, less than 0.1 kg per package, nn-fissile r fissile-excepted UN 3508 CAPACITOR, ASYMMETRIC (with an energy strage capacity greater than 0.3Wh) UN 3509 PACKAGING DISCARDED,EMPTY, UNCLEANED UN 3510 ADSORBED GAS, FLAMMABLE, N.O.S. Any uncleaned, empty packaging still has t be declared and handled accrding t the substance it previusly cntained. In chapter 3.3 there are numerus changes t special prvisins. Several are amended, a few are deleted and 12 new nes added: 367, 368, 369, 370, 371, 372, 373, 376, 377, 968, 969, 970. In the limited quantities and excepted quantities chapters, 3.4 and 3.5 respectively, there are minr changes, mainly cncerned with the limited quantities and excepted quantities markings - with bth nw shwing dimensins. Appendix A, which prvides the list f generic and N.O.S. prper shipping names, has been updated t reflect the applicable new PSNs in the DGL. There are minr amendments t the glssary f terms in Appendix B and the changes in the DGL are reflected in the Alphabetical index. Part 4 - Packagings including IBC and Large Packagings There is a new which prvides fr the use f supplementary packagings within cmbinatin packages. There are many revisins t existing packing instructins, including thse fr IBCs and large packagings and a number f new packing instructins: P208, P505, P805, P908, P909, LP903, LP904. In there are several changes t the special packing prvisins fr class 7 (with class 7 nw being referred t as radiactive material ) Fr tanks there are a few amendments t the tank instructins and special tank prvisins. Part 5 - Cnsignment Prcedures In there is a new size requirement fr the marking f the wrd Overpack this is applicable frm 1 January The wrding in fr empty, uncleaned packagings r units has been revised. There are several amendments t sectin cncerning the general prvisins fr class 7 with several new paragraphs added. In the lettering f the SALVAGE marking n packages must be at least 12 mm high this is applicable frm 1 January In there are a few changes t the marking prvisins fr class 7; similarly, fr labelling there are changes in , and fr placarding in Fr marine pllutants the existing is nw replaced and refers t the exceptins nw mentined in Als, there is clarificatin f the dimensinal requirements fr the mark with a transitin thrugh t 31 December 2016 fr marks that dn t cmply. In the general prvisins fr labels have been amended t include a diagram t shw the label cnfiguratin with sme requirements nt applicable until 31 December Als, there is a new Nte under the specimen labels stating that similar labels with minr variatins used in ther mdes f transprt are acceptable and that sme f the symbls in the Cde shuld be replaced by thse used in the United Natins Recmmendatins. The differences in these are minr. There are revisins t the placarding requirements in : prtable tanks with a capacity f less than 3,000 litres must be placarded r labelled n tw ppsite sides. 4 There is als clarificatin n the dimensins fr the elevated temperature and marine pllutant marks in and respectively. There are revisins t dcumentatin requirements fr marine pllutants in which nw refers t the exceptins in If a marine pllutant is shipped in a single r inner packaging nt exceeding 5 L r 5 KG it n lnger needs t be described as such n the DGN There is an update t the requirement t identify dangerus gds transprted in bulk n the DGN in There are revisins t the dangerus gds manifest requirements aligning the Reslutin FAL.10(35), adpted n 16 January In the special prvisins in 5.5 there are varius changes in dcumentatin and fumigatin and clant/cnditining warning marks with bth nw shwing the required dimensins. Part 6 - Cnstructin and testing f packagings There are minr changes t the general prvisins in There are several amendments t chapter 6.2 cncerning pressure receptacles, aersl dispensers and gas cartridges including the adptin f updated ISO standards. There is a new cncerned with the marking f bundles f cylinders. There are numerus updates and revisins in chapter 6.4 pertaining t class 7 radiactive materials. In the minimum dimensinal requirements fr the IBC stacking lad symbl are clarified. There is a change in , and a new t reflect the additin f salvage large packagings. Similar t IBCs, the requirements fr the stacking lad symbl are clarified. Part 7 - prvisins cncerning transprt peratins There are numerus reference changes thrughut this Part t reflect the new clumns 16a and 16b in the DGL The stwage requirements fr class 7 are amended in There are new explanatry ntes in 7.1.5, and respectively fr the stwage (SW), handling (H) and segregatin cdes (SG) nw appearing in clumns 16a and 16b. There is a new cncerning the replacement f refrigerant gases. IMDG Cde Supplement There are n significant changes currently planned fr the Supplement ther than adding the new UN Numbers in this Amendment t the spillage and fire schedules as apprpriate. Hwever, ne thing t nte is that the IMO/ ILO/ UN ECE Guidelines fr Packing f Carg Transprt Units (CTUs) will be replaced by a new Cde f Practice. The Cde is currently underging apprval and shuld be finalised after Nvember It is nt yet knwn whether the IMDG Supplement will be updated with this new Cde when Amendment is released.
