1 EXPRESSION OF INTEREST White Rose Extension Project (WREP) EOI / Prequalification Drag Chains EOI Mustang Canada, Inc is seeking prequalification responses from interested companies for provision of the Drag Chains for use on the Husky Energy White Rose Extension Project. Husky Energy is currently in the planning stages for this development which, subject to final company, partner and regulatory approvals, would include construction of a Wellhead Platform (WHP). Interested companies must be qualified to conduct the work scope as outlined in the prequalification questionnaire. Respondents are required to demonstrate their capabilities and experience via a formal response to this EOI/Prequalification advertisement. Respondents should provide a history of operations in the North Atlantic (or equivalent climate). Further details on Husky Energy and its Operating Environment are outlined below. Husky Energy strongly supports providing opportunities to Canadian, in particular Newfoundland and Labrador companies and individuals, on a commercially competitive basis. Husky Energy is the operator of the White Rose field and has several exploration prospects in the central part of the Jeanne d Arc Basin. Discovered in 1984, the White Rose offshore oil field is located in 120 m of water, 350 km east of St. John's, Newfoundland and Labrador, Canada. The field consists of both oil and gas pools, including the South White Rose oil pool. The oil pool covers approximately 40 km 2 and contains an estimated million barrels of recoverable oil. 2 A new WHP will be situated approximately 7 km west of the existing SeaRose Floating, Production, Storage, Offloading (FPSO) vessel. Operating Environment Husky Energy s lease holdings on the Grand Banks are situated in one of the harshest ocean environments in the world: During the winter season (December - March), winds can reach 90 to100 knots offshore. Fog from April to August can reduce visibility and impact crew changes by helicopter. Combined significant wave heights can reach 12.5 meters during the winter season. Surface water temperatures range from near 0 C to 22 C. Air temperatures range from C to +25 C. Surface ocean currents up to 90 cm/sec have been measured. Mean surface currents range from 5 to 19 cm/sec. Sea ice, up to 100 centimeters thick, may reach the area from February to April, two to three years out of every ten. Icebergs pass through the area from March to July. General Requirements The selected company will be required to design, fabricate and test the equipment in compliance with Mustang Canada Inc. and Husky Energy requirements. Scope of Work 1.0 Drag Chains a) All electrical junction boxes and mounting hardware required for connecting the Drag Chains heat tracing via service loops shall be included. b) The Drag Chains shall be installed to transfer fluids and accommodating electrical power, instrumentation and telecommunications cables between the DSM and the DES, and the DES and skid base. The design shall ensure that any offshore installation and hook-up is kept to an absolute minimum. The Vendor shall provide a comprehensive scope of any offshore work related to the Drag Chains together with a description and program for the work. Page 2 of 13
3 c) The Two (2) Drag Chains complete with hose packages shall be designed to service a well pattern of 20 well slots arranged (5 x 4). There will be five well positions running in a North - South direction at 2.5m (8.2ft) centers and four well positions running in an East - West direction at 2.5m (8.2ft) centers. d) Each Drag Chain unit shall consist of a chain type flexible link assemblies which has two separate compartments to constrain and support flexible fluid transporting hoses having varying diameters and pressure ratings and constrain and support electrical power, instrument and telecommunications cables to connect the topsides Drilling Support Module (DSM) to the Drilling Equipment Set (DES). e) Each drag chain shall have 100% capacity redundancy for both the hoses and cables. f) The Drag Chains shall be designed for a minimum travel speed of 0.2 m/min (8 in/ min). g) All materials of moving parts (links, pins, rollers etc.) shall be selected for durability and minimum maintenance. Any moving parts which require routine greasing must be supplied with appropriate grease fittings that are easily accessible. h) Space limitations between modules on the topsides require the Drag Chain width and working height to be kept to an absolute minimum. Vendor shall advise with their bid the smallest operational envelope that is consistent with efficient and trouble free use of their Drag Chain Design. i) Drag Chain terminations shall comprise of a manifold clamp that will retain the hose reaction forces and provide a suitable connecting base for securing to the fixed anchors or towing arms of the modules being serviced. j) Any framework or secondary structure, necessary for support, transportation, or maintenance of the Drag Chains are to be included in the Vendors bid. k) Separation bars located on Drag Chains may cause wear and abrasion on hoses and cables. Appropriate measures should be taken to prevent premature failure of hoses and cable failure via design and or material selection. l) Transition into and out of Drag Chains may cause wear and abrasion on hoses and cables. Appropriate measures should be taken to prevent premature failure of hoses and cable failure via design and or material selection. 1.1 Connections between the Drag Chains a) Fluid and power services within the Drag chains shall be arranged to provide a system that does not require crossing of pipes, hoses or cables as they transit from the North - South to the East -West drag chains. 4 b) Junction boxes suitably rated and sized shall be included for terminating heat tracing connections at an accessible location. All internal terminations shall be identified - tagged with a project specific tag number. 1.2 Drag Chain Maintenance a) Vendor shall advise with their bid the location, dimensions, or position of any platforms, walkways or work stations necessary to service, inspect, maintain or change out individual hoses. b) Replacement of HP hoses will occur on an annual basis, Vendor shall provide details as to procedure for removal and replacement of all HP hoses. 1.3 Individual Hose Design a) Due to minimum environmental temperatures, minus (-) 17 C (+1.4 F), all hoses carrying fluid services shall be have heat tracing to protect against this temperature differential. b) 2.0 All hoses shall be provided with minimum elongation and contraction characteristics and be compatible for use with the Drag Chain design. c) Hose terminations shall have connection method suitably rated for the pressure service specified. Vendor shall advise with their bid the type of connection to be used, clamped hub, flanged, screwed flange. 2.0 North / South Skidding Chain a) One Drag Chain (long travel) to cover for five well slots at 2.5m (8.2ft) centers requires 10m (23.8ft) of travel exclusive of 150mm (6in) allowed for over travel of the Skid-base at each end. b) The Drag chain base pan may be cantilever mounted on the East side of the Skid-base which supports the DES drilling module at an approximate height above the topside main deck of 4.9m (16ft). c) Due to the limited space between the DSM and the DES while drilling the farthest East row of well slots, the drag chain width is limited to a maximum overall dimension of 1500mm (59 inches). d) The upper track of the Drag Chain may be fixed to the DSM and form the anchor and initial supply position of topside generated drilling and utility fluids as well as power supply. The towing end and take off point connection to the Skid-base may be on the lower track of the Drag Chain. e) Remote actuated swing out rollers mounted on the West wall of the DSM may be required to support the upper track when the Drag Chain is in North of center travel position. Vendor shall advise the number of swing out support rollers required to accommodate his chain design and provide the required roller with their bid. Page 4 of 13

The towing end and delivery point of drilling and utility fluid as well as power supply to the DES shall be on the upper track of the Drag Chain, f) Due to the relatively short travel of the East-West drag chain swing out rollers will not be required to support the upper track when the DES is positioned over the farthest East wells. 10 Note: Cable spare capacity shall be 100% of indicated quantities 4.0 Package Scope of Supply The Vendor shall provide and itemize with their bid a scope of supply list that reflects the individual component parts which comprise the equipment scope for the Drag Chains to meet the requirements of this specification and the Data Sheets; typically required are Item, quantity, and component description per the following table: Item Ref Description No Drag Chain, North / South No Drag Chain, East / West 1) Compliance with all Mustang Canada Inc. and Husky Energy project specifications and requirements, except for mutually agreed deviations. Also, responsible for ensuring that Sub-vendors are capable of meeting all requirements and that they are supplied with the correct technical documentation and all relevant sections of the Purchase Order and all subsequent approved revisions of the relevant sections of the Requisition document. 2) Compliance with supplier / packager / manufacturer blueprints, drawings and specifications for all components that comprise the Drag Chains, thus ensuring that form, fit and function for interchangeable components, systems and sub-systems are not adversely affected. 3) Submission of a comprehensive monthly progress report and critical path schedules detailing all items in the critical path and their progress for each month. As well as participation in a monthly status conference call. 4) Participation in at least one clarification meeting prior to award at the Client s facility, a kickoff meeting after award at the packager s facility, a HAZOP meeting at the Client s facility, a design finalization meeting prior to design freeze at the Client s facility, a pre-inspection meeting at the packager s facility, a pre-fat meeting at the packager s facility, a control system PCS compatibility test at the packager s facility prior to FAT, and a post-fat punch list meeting at the packager s facility with followup via . Also participation in a pre-commissioning meeting, as well as assistance in installation, pre-commissioning, commissioning, start-up and site acceptance tests. Page 10 of 13
11 5) Submission of all general arrangement drawings, process & instrumentation drawings, electrical drawings, cable schedules, PCS (and F&G) modbus interface lists, cause & effect diagrams, inspection and test plans, weld procedures, torsional analyses, ISA instrument data sheets and other documents required to fully define and characterize the equipment being supplied and to enable Mustang Canada Inc. and Husky Energy to design the facility as well as install, inspect and maintain the equipment. 6) After drawings that have received final design approval for fabrication, the supplier shall then provide an as-shipped set of drawings to characterize the actual configuration of each package as it left the factory, an as-installed set of drawings to characterize the actual configuration of each package as it was installed and precommissioned in the topsides fabrication yard, and an as-built set of drawings to depict the actual configuration of each package after offshore commissioning. 7) Dual language (English / French) instructions for all equipment associated with fire suppression systems and for any submitted MSDS documents. 8) The supply of all electric motors, generators, instrumentation, electrical components, electrical systems and wiring with a CSA label and in accordance with all CSA requirements. 9) Compliance with Canadian and CNLOPB Regulatory requirements. 10) The supply of all special tools, capital spares, and start-up and commissioning spares as defined in the purchase order. Commissioning spares shall include spare cards and PLCs for any control systems. The supplier shall advise the Client when spares must be ordered so they can be manufactured with the main equipment. 11) Weighing of all equipment exceeding 5000 kg with load cells having and accuracy of +/-1% of the measured value. The plan center of gravity shall also be verified using this equipment. Skids & systems shall not be disassembled to avoid the weighing of equipment in this fashion. A weight data sheet shall be supplied for all equipment provided. The supplier shall quantify the weight of all skids and major components as early as possible in the proposal and design phases and shall offer weight reduction alternatives for consideration by the Client. 12) The application of all necessary resources to meet agreed equipment delivery dates, especially after schedule slippages, parts scrapping and other unanticipated schedule impacts. 13) Export boxing and long-term preservation for all equipment. 14) Operator training Page 11 of 13
