1 SECTION CHLORINATION SYSTEM PART 1 - GENERAL 1.1. SCOPE OF WORK A. Under this item the Contractor shall furnish and install a sodium hypochlorite solution metering system complete with all accessories and ready to operate as shown on the drawings and/or as directed by the Engineer. As well, the Contractor shall furnish one (1) complete standby metering pump to be turned over to the owner and be kept in inventory for backup purposes. Solution tank and metering pump shall be installed on a spill containment pallet SUBMITTALS A. Furnish shop drawings for each component of the complete installation in accordance with Section OPERATING CONDITIONS A. The design operating requirement shall have capability to disinfect potable water flowing at 1,000 gallons per minute with 1 mg per liter chlorine using 12.5% sodium hypochlorite. PART 2 - PRODUCT 2.1. METERING PUMPS: The pumps shall be programmable electronic metering pumps with microprocessor control, clear liquid crystal display and four key tactile keypad. A. Housing: Corrosion resistant NEMA 4X of glass fiber reinforced polypropylene, o-ring sealed. B. Operational Modes Stroke Frequency: 1. Manual mode can be selected and will allow a manual stroke rate adjustment from 1 stroke per hour to 100 strokes per minute. 2. External mode allows for operation on pulse divide, pulse multiply (batch accumulate) or a 4-20 madc input. C. Manual Stroke Length Adjustment: Stroke length may be manually adjusted between 20 and 100 percent. D. Pump shall accept a shut-down contact for metering pump stop when an external dry contact (flow meter low flow contact) opens. E. Characteristics: 3.8 liters per hour maximum feed rate, 150 psi injection pressure, 120 VAC power, with liquid end suitable for 12.5% sodium hypochlorite. F. Model: LMI AA951490HI. G. Accessories: 1. Four function valve plus auto prime, Part No , 50 feet 1/4 OD PE tubing gallon polyethylene solution tank and cover, Model Corporation stop and injection nozzle ¾ NPT bronze corporation stop, CPVC nozzle Model Four pin cable, Part Number for control panel low flow contact to stop metering pump. 5. Two conductor cables with eight pin connector, Part Number 33807, for 4-20ma signal from control panel to pump SPILL CONTAINMENT PALLET A. Pallet shall be polyethylene, 66-gallon containment measuring 51 x x with grating cover and ¾ drain plug. Eagle Model EM1620, or equal. CHLORINATION SYSTEM

2 PART 3 - EXECUTION 3.1. INSTALLATION A. The chlorination system shall be installed in accordance with the manufacturer's instructions and as shown on the drawings. B. Chlorine solution tubing, piping, fittings and equipment, including injection point fittings and pipe, in contact with chlorine solution shall be of materials rated to be resistant to corrosion from chlorine solutions. C. Provide the services of a factory trained representative to certify the installation is installed and operating according to design and instruct the operator in proper operation of the system. Calibrate pump to provide 100 strokes per minute at 1,000 gallon per minute outflow. Low flow contact to stop pump when flow is into tank and when outflow is less than 20 gallons per minute. 3 SECTION TELEMETRY PANEL AND SCADA UPGRADES PART 1 - GENERAL 1.1. SUMMARY OF WORK A. New Remote Telemetry Unit (RTU) for the new water storage tank located on country route 36. B. Upgrades to the existing Wonderware SCADA system screens EXISTING SYSTEM OVERVIEW A. Water is pumped from the existing Louisville Water Treatment Plant into the distribution system which currently consist of two water storage tanks, Kingsley Road and Wilson Hill. Pump on/off operation is determined by operator adjustable tank level setpoints. The operator can also determine which tank to use for on/off operation. Water level from the remote tanks are received at the water plant utilizing spread spectrum radio communications between the sites NEW SYSTEM OVERVIEW A. A new water storage tank on County Route 36 is being constructed and added to the water distribution system. The new tank shall communicate with the existing telemetry system as specified herein SUBMITTALS/ACCEPTABLE MANUFACTURERS A. The system integrator shall, for review, provide to the contractor, for submission to the engineer, five (5) sets of the following documentation: 1. Written Sequence of Control System Operation 2. Electrical and Mechanical Schematic Drawings 3. Bill of Materials 4. Vendor Data Sheets 5. Control System Warranty (see below) B. The system integrator shall be General Controls Systems, Green Island, NY 12183, No other supplier shall be excepted OPERATIONS AND MAINTENANCE DOCUMENTATION A. The system integrator shall provide to the contractor, Four (4) sets of the following Operations and Maintenance documentation; all documentation shall be neatly bound in 3-ring binders. 1. Final Written Sequence of Control System Operation. 2. As-Installed Electrical and Mechanical Schematic Drawings. 3. Bill of Materials. 4. Vendor Operation, Maintenance and troubleshooting documentation. 5. PLC and OIU program printouts. 6. Back-up Copies of As-installed PLC and OIU programs on CD WARRANTY A. The system Integrator shall provide with the above submittals, a written parts and labor warranty against system failure for twelve (12) months from system startup, not to exceed eighteen (18) months from date of shipment from their factory. This warranty period will, with the exception of human negligence or acts of nature such as lightning, floods, wind etc., provide for repair of any and all defects of workmanship, as well as repair or replacement of any defective or failed components, at the project site, and at no cost to others. 4 1.7. QUALITY ASSURANCE A. The Equipment, controls and accessories covered in this specification section constitute a completely integrated system, designed, constructed and tested by one Systems Integrator, accountable for it's operation and performance. The Systems Integrator named herein has been selected based their ability to engineer, design and manufacture systems of the type herein specified. In addition, they posses a New York State based, factory trained, service staff experienced in routine and emergency service of equipment of the type herein specified. B. Control panels shall be fabricated with the following features as a minimum: 1. All sub panel wiring shall be run in plastic wire duct sized with 50% spare space, AC and DC wiring shall be run in separate wire ducts. 2. All power supplies shall be sized for an additional 50% spare ampacity over expected load. Each power supply shall include an AC input fuse and independent output fuses for each device requiring DC power. 3. All field terminations shall be made on compression type terminal blocks labeled according to wire number, separate terminal strips shall be provided for AC and DC signals. A minimum of 20% spare terminals shall be provided. 4. Wiring to door mounted components shall be neatly bundled wiring harnesses protected by plastic spiral wire wrap when crossing door hinge. Wiring harnesses shall have adequate stress loops and be fastened at both sides of hinge crossing. 5. All wiring shall be wire numbered at both ends with plastic Brady type labels. 6. All nameplates shall be engraved on lamacoid material providing black lettering on a white background. Lettering shall be no smaller than 3/32 of an inch in height. 7. Twenty percent spare mounting space is required for future modifications. C. The System Integrator shall be U.L. approved for manufacturing systems in compliance with UL 508. Each assembly and subassembly of the system shall be listed and labeled as U.L. approved. D. The Systems Integrator shall be General Controls Systems, Green Island, NY 12183, PART 2 - PRODUCTS 2.1. COUNTY ROUTE 36 WATER STORAGE TANK A. The county route 36 water storage tank panel shall receive a 4-20madc signal proportional to tank water level. B. The level shall be transmitted to the water treatment plant utilizing spread spectrum radio communication. C. Upgrades, as required, to the existing Phoenix Contact radio equipment shall be performed under this contract. D. All accessories shall be provided for a complete installation, such as, antenna, mounting hardware, coaxial cable, surge protectors and other related equipment. E. A Transient Voltage Surge Suppressor (TVSS) shall be provided for the incoming 120VAC/1Ph/60Hz supply. The TVSS shall provide line-to-line, line to neutral and line to ground protection. F. Lightning protection shall be provided on all instrumentation remotely wired to the control panels. G. Coaxial cable shall be of sufficient length to be routed from chlorination building to the top of the new tank. TELEMETRY PANEL AND SCADA UPGRADES

5 2.2. SCADA SYSTEM AND DATA ACQUISITION UPGRADES A. The systems integrator shall be responsible for updating the existing Wonderware SCADA system. B. Screen Development the systems integrator shall develop the following screens 1. County Route 36 Level and set points 2. Alarms and historical data. C. Animations full animations of the following shall be provided on each screen: 1. Tank Levels D. Trending provide historical data collection and trending displays for the following: 1. Country Route 36Tank level E. Screen development shall be accomplished based on final approval of submitted shop drawings indicating each screen and associated sub-screens. Integrator shall work directly with the engineer and water plant operators when developing the Wonderware screens PARTS A. All telemetry panel components and devices shall be consistent with the components originally supplied by General controls under previous contracts. B. One pressure transmitter for the County Route 36 site shall be provided by the system integrator. The pressure transmitter shall be consistent with the existing ABB, 600T series transmitter. PART 3 - EXECUTION 3.1. INSTALLATION A. The contractor shall install equipment at locations indicated on the drawings. B. The contractor shall provide all necessary cable, conduits, and fittings as required. All wiring shall be in conduit or sealtite START-UP SERVICE A. The system integrator shall provide the services of a qualified service technician/engineer to perform the following service duties. The technician/engineer shall be a direct employee of the Systems Integrator. B. Provide startup services to inspect the equipment installation and provide final calibration and programming of the system. If additional time is required to facilitate start-up, it shall be at no additional cost to the Owner. C. Provide instruction to facility personnel, in the operation, proper maintenance, trouble shooting and repair of the equipment. D. Following completion of the above service, the Systems Integrator shall provide an affidavit to the facility, certifying that the system is installed and operating in accordance with the contract documents.
