Box 608 Ridgefield, WA Attn: Kirk Johnson, Finance Director Tim Shell Public Works Director (360) Overview The City of Ridgefield is requesting quotes from qualified vendors for a LAN based security camera/video Management System (VMS) and Intrusion Detection System (IDS) system that can eventually be expanded throughout the City. Initially the VMS will only include one security camera at the City's Overlook Park. The IDS will be installed in City Hall to monitor wireless intrusion detection sensors throughout the building. While limited in scope, both the VMS & IDS is expected to eventually be expanded city-wide. The City currently does not have an Access Control System (ACS), but may in the future. Accordingly, the VMS & IDS selected will be Network based and offer an upgrade path toward future integration with leading Access Control Systems. After review of current and available security technologies, the specifications and plans for such a VMS & IDS system have been incorporated herein. Supporting Infrastructure Ridgefield's City Hall is located at 230 Pioneer St, Ridgefield, WA and its Police Department bldg is at 116 N Main Ave, Ridgefield, WA The City currently has fiber LAN connectivity between its Police Dept and City Hall. Overlook Park is located at the SW corner of Main & Pioneer St in downtown Ridgefield. Because there is no City LAN connectivity with Overlook Park, a wireless LAN will be required to provide connectivity between the new security camera scheduled for Overlook Park and the Police Dept LAN. The VMS will include a security video recording appliance to record video from the security camera to be installed at Overlook Park. This appliance will be located in the Data Center at the City Hall. The VMS will include three (3) web clients for workstations provided by the City. The VMS will also support mobile applications with IPhone & Droid smart phones. 1

2 Due to the historical nature of the City Hall bldg, an Intrusion Detection System (IDS) with wireless motion detectors will be utilized to avoid cable runs to sensors. The IDS will be monitored by a control panel with Ethernet connectivity & a software option to allow the system to be eventually monitored & programmed remotely. Note: The City will provide required LAN connections at City Hall &the Police Dept. Preferred Products Preferred products are indicated herein, however product substitutions of equal or better functionality for the City s purposes will be considered. Product substitutions (if any) must be submitted to the City for approval along with the equipment specifications or brochures at least 10 days before the quotation due date to allow the City time to review product substitutions for potential approval. 1. Video Management System (VMS): The VMS software & video recording appliance shall be the Milestone Husky M10 video appliance (or preapproved equal) configured for 8 IP cameras and 4GB RAM, 1TB of Storage, and 3 years of software support. The VMS will include three (3) web clients for camera viewing and will be configured on City provided workstations. The VMS will also support a mobile app for IPhone & Droid smart phones. The VMS will also have an Application Programming Interface (API) with all leading Access Control Systems (ACS). 2. Overlook Park Security Camera: The Park security camera shall be the Arecont AV12176DN-NL (or preapproved equal) with four 3MP imagers, WDR, Day/Night, outdoor dome, and will have (3) 2.8mm lenses wide area lenses & (1) 8mm lens to view Park Structures with greater magnification. An Altronix ReServ4WP outdoor power supply (or preapproved equal) will be mounted near the camera to power both the camera and the wireless LAN transmitter. 3. Overlook Park Wireless LAN Transmission System: The wireless LAN for the Overlook Park security camera will be Comnet Wireless NWK1 Kit (or preapproved equal). 4. City Hall Intrusion Detection System (IDS): City Hall IDS will be a Bosch/Inovonics wireless system (or preapproved equal) consisting of a Bosch B3512 Intrusion Control Panel, B915 Keypad, B820-SD12 Interface Module integrated with a Inovonics EN4200 wireless receiver and six (6) Inovonics EN 1260 wireless wall mount motion detectors. The IDS will have an on-board Ethernet port for IP alarm communication and optional software for future remote programming, Scope of Work 1. Overlook Park Security Camera System: A single dome camera with four (4) 3MP imagers will be installed on the existing outdoor light pole structure on the NE corner of Overlook Park as indicated on the attached aerial site plan photo. A Wireless LAN transmitter antenna will be installed adjacent to the camera to relay the security camera video stream to a receiver antenna (mounted on the Police Department Bldg) that will be connected to the City LAN. The video recording appliance will be placed inside the Data Center at City Hall. Both the camera & wireless LAN system shall be installed with adequate lightning surge protection. 2

3 Note: City of Ridgefield will provide and install an extension on top of the designated Park light pole for mounting the camera &wireless LAN antenna. The City will also provide a 110v power connection for Contractor's camera power supply adjacent to the camera. The City will provide a high-lift at the Park & Police Dept if needed by the Contractor for mounting the security camera & wireless LAN equipment. Contractor will be responsible for all low voltage power supplies, system cabling,& mounting. 2. Police Department Building: The Contractor will mount the wireless LAN receiver antenna on the Police Building at a location determined by the City. The Contractor will also provide all required cabling from the LAN to the receiver antenna and for the wireless LAN system's low voltage power supply. Should roof or wall penetrations be required, those will be provided by Contractor with proper sealant according to local & State Bldg Code requirements. The City will provide the 110v power connection for the Contractor's low voltage power supply which will be mounted inside the Police Dept at a location designated by the City. The City will provide all required LAN connections. 3. City Hall Intrusion Detection System: The City Hall Intrusion Detection system will consist of a system controller & keypad to arm/disarm the system, plus four (4) battery powered wall mounted motion detectors each with a minimum range of 50ft. The Controller, Keypad, & wireless sensors will be mounted at locations designated by the City. The City will provide a 110v power connection for the Contractor's IDS low voltage power supply. The IDS will have a backup battery capable of providing backup power for a minimum of 24 hrs. This may require multiple backup batteries. This IDS shall be compatible with modules that send events to selected public switched telephone network (PSTN), IP network, or cellular network destinations. The Contractor will configure the IDS to relay alarms to an Alarm Central Station designated by the City for 24/7 IDS alarm monitoring. The City requires an IP Network connection with the Alarm Central Station for its primary alarm communication, with a dial-up module connected to a non-dedicated POTS line for secondary alarm communications. 4. System Configuration & Testing: The Contractor will provide all programming & testing for the VMS & IDS necessary for system acceptance by the City. General Instructions This section presents the technical specifications for the provision and installation of the VMS and IDS systems. These specifications are to be reviewed in conjunction with the security drawings provided at the mandatory prebid meeting. 1. Contractor to provide and install all materials and products per manufacturer s specifications. UL certified equipment will be utilized where applicable. Where test standards exist, all materials and products furnished by the contractor for construction shall be listed by a national recognized testing agency to meet the requirements of State of Washington Electrical Code. All material, products, and components furnished by the contractor shall be manufactured, assembled, installed, and tested in accordance with the current industry standards. 3

4 2. All equipment and materials shall be provided by the security contractor unless noted otherwise. 3. Equipment/Items provided by the City: a. Telecommunication ground bus bar (TGB) if needed. b. Desktop Workstations (PCs or thin clients) c. High-Lift for mounting equipment at the Park & Police Dept. d. 110v power terminations e. LAN connections 4. Product Samples/Cut sheets - Contractor shall submit to the City s Project Manager for approval all specification sheets of equipment to be installed. 5. Project Plan - Contractor shall brief the City s Project Manager on a project plan, which will include all tasks required to successfully complete the project, with responsibility, due date, and expected time frames required to complete each task, based on the current schedule. This plan shall coordinate the contractor s required tasks with the City s scheduling requirements. 6. Project As-built Drawings - Contractor is required to provide final As-built drawings to the City s Project Manager which document all the components installed connected with this bid. As CAD drawings are not available for either City Hall or the Police buildings, a "PDF sketch/drawing" will be provided by the installing contractor denoting final device/equipment placement. Warranty Requirements All security management systems and components shall be provided with an explicit manufacturer warranty of at least one year for hardware. The VMS shall have a minimum of a 3-year software support agreement. Contractor shall warrant and maintain, remedy and/or replace any work, materials, equipment or components, which develop defects within one year from the date of final acceptance and certification. The contractor shall pass along to the City any additional warranties offered by the manufacturers, at no additional costs to the City, should said warranties extend beyond the one-year period specified herein. 4

5 Contractor Responsibilities. 1. Project Management - Contractor shall provide a project manager throughout the course of the installation to provide coordination of work, to work with the City, and provide technical information when requested. This person shall be responsible for quality control during installation and testing. 2. Work Standards - All work shall be accomplished in strict conformity with all applicable building codes, laws and ordinances. 3. Permits, License, and Inspection Fees - Contractor must be licensed to perform work at the City s sites, and shall prepare and submit to all authorities having jurisdiction, all applications and working drawings as required. Contractor shall obtain all necessary permits and certificates of compliance or approval and deliver these to the City, paying all necessary fees in each instance. 4. New Equipment -All equipment furnished by the contractor shall be new, unused, and currently in regular production. 5. All electrical equipment components and cameras shall be listed by a national recognized testing agency to meet the requirements of State of Washington Electrical Code. 6. Any items omitted from this RFQ that are clearly necessary for the operation of such equipment, although not directly specified or called for in these specifications, shall be considered a portion of equipment to be provided by the Contractor. 7. No alcoholic beverages, illegal drugs, illegal activities, etc. will be permitted on City premises. 8. When requested by City, Contractor shall remove from the premises any of its employees or subcontractors who are abusive, harassing, or insubordinate to the City, their employees, agents, consultants, Contractors, or are suspect for the use of drugs and/or alcohol. 9. Trash Removal - Contractor shall maintain a clean work site of debris such as pallets, cable scraps, packaging, etc. These items shall be removed daily. 5
