1 EUKTS Summit Knowledge Transfer: recognition of a profession Delivering of accreditation and certification system Brussels 14 December 2011
2 The recently published European Innovation Union Scoreboard reveals that there is still a significant Innovation Gap between Europe and the USA, the world s innovation leader. Notably, Europe has no significant deficits in public R&D expenditure nor in patents filed. However, USA is doing much better in exploiting its intellectual capital, thus outperforming Europe in license and patent revenues by far. When it comes to closing the Innovation gap, Europe s knowledge transfer (KT) system needs to be recognized as a major policy-consideration. The former Scientific and Technical Research Committee (CREST) has identified knowledge transfer as a structural weakness, particularly in relation to human capital. In particular, CREST expert groups have specified the lack of KT-skilled people, registered KT-profession, of a KT career-path, of standardized trainings and finally the lack of KT certification with Europe-wide recognition. On the advice of these expert groups, DG Research has called on Members States to focus on bottom-up initiatives necessary to overcome those human deficits. As a first step, a European consortium consisting of major KT profession associations, training providers and innovation policy-makers has established a model-curriculum for the KT profession (CERT-TTT-M project PF6 OMC-NET, ). Stimulated by broad interest in Europe (and beyond), the second step is the FP7-funded European Knowledge Transfer Society EuKTS, which provides the institutional framework for certification, accreditation and harmonization of data collection on KT field. 5 Peter Droell is in charge of Innovation Policy Development in the European Commission's Research and Innovation Department. In this capacity, he oversees the implementation of the "Innovation Union", the European Innovation strategy he has co-authored while being in charge of innovation policy in the Commission's Enterprise and Industry Department. His previous positions in the European Commission include financial control of the Joint Research Centre, enforcement of EU environmental legislation, accession negotiations with Poland and coordination of the environment negotiations with all accession countries. He was a Cabinet member of Enlargement Commissioner Günter Verheugen and Head of Cabinet of the Science and Research Commissioner Janez Potočnik. Peter is a lawyer by training with a doctorate degree in German constitutional law and European law. Before joining the European Commission in 1991, Peter worked as a lawyer in a German law firm. Silvano Bertini is head of the Unit of Economic Development Policies, Industrial Research and Technology Innovation, in the Emilia-Romagna Region, primarily involved in developing and implementing the regional strategy for research, knowledge and innovation. After a degree in Political Science Economics at the University of Bologna and a Master in Management of Economy and Enterprises, he has developed core competencies as researcher and consultant in the fields of economics, industrial politics, SMEs, regional development. Paola Valandro is project manager at ASTER S.Cons.p.a., the regional consortium of universities, research centres and enterprise associations of Emilia-Romagna (Italy). She develops services and tools for human resources in the industrial research and KTT technology transfer field. Pat Frain is serving his second term as Chair of ProTon Europe. Until last August he was Director of NovaUCD, the innovation and technology transfer centre at University College Dublin. He is also a Fellow and a Member of the Board of the Institute of Knowledge Transfer. Ivan Dvorak is principal advisor on knowledge and technology transfer of the Charles University in Prague and also a co-owner of the small innovation agency ILA s.r.o. He reads lectures on innovation management at the Charles University in Prague, College of Economics and Management and Management Center Innsbruck. He is also chairman of the Czech national KTO association AKTOP and member of the Board of ProTon Europe. Kristel Allewijn is legal advisor at IWT. She has thorough knowledge about regulations and IPR practices in matters of technological innovation and technology transfer. She is responsible for the funding contracts of the different types of collective research and for the follow-up of collaboration actions amongst TTOs and between TTOs and other intermediate actors in matters of innovation. Georg Buchtela has more than 15 years broad experience in the field of knowledge transfer. His work included program design and support of policy measures regarding the use of IP, he worked for several Austrian ministries and is strongly connected to the activities of the Austrian National Contact Point for IP. He has been involved in several European projects dealing with IP and has been actively involved in several EU expert and policy groups, chaired successfully the metrics sub group of the knowledge transfer group. Currently Georg Buchtela holds the position of the managing director of ofi (Österreichisches Forschungsinstitut für Chemie und Technik).
6 Dwight C. Olson, CLP, is a Principal of Deposix USA, V3Data, and Director of licensing for EXEN Holdings. Mr. Olson is a past President of the Certified Licensing Professionals, Inc. and currently serves the CLP as the chair of the CLP/EUKTS working committee. Dwight, a former President of the Licensing Executives Society (LES) USA and Canada, serves as chairman of LESI endowment committee and chairman of the IP valuation committee. Claar-Els van Delft started her career at ASTP in 2000 and is currently General Manager of Europe s largest practitioners driven Association of Science and Technology Transfer Professionals. Among her initiatives Claar-els co-founded the Alliance of Technology Transfer Professionals (ATTP), a worldwide collaboration of five founding TT associations with the aim to provide a global standard of professional achievement and the opportunity for people to become a Recognised Technology Transfer Professional. Frédéric Caillaud has been running Licensing & Business Developments Departments in the Pharmaceutical field for 7 years and in the Cosmetic field (L Oréal) for 14 years. Member of the LES France for 20 years, Past president of LES France, he is an adviser of the French Ministry of Industry and manage a committee in charge of making recommendations to facilitate Open innovation in France. He has been and is regularly giving lectures about the trends in technology transfer in the US, in Europe and in Asia. He is regularly teaching Technology transfer for executives. Antoine Dintrich is a General Manager of IEEPI and a specialist of training schemes specialized on economical aspects of IP: technology transfer, Licensing, evaluation on patent and trademark, patent folio management, and patent litigation. He is particularly focusing on training needs of both business and research worlds and on disseminating IP awareness to these targets. He is in close contact with international professional associations like LES and EPI and with the Key European institutions. Riccardo Pietrabissa is Full Professor of Industrial Bioengineering at Politecnico di Milano. In 2001 he established the Politecnico di Milano patent service and, from 2003 to 2006, he was Rector s deputy for Technology Transfer. From 2005 to 2010 he was Vice Rector for Lecco Campus of Politecnico di Milano. He is President of Netval, the Italian Network for the valorization of university research. Jeremy Philpott works at the European Patent Academy (European Patent Office - EPO), based in Munich. Since 2006 he has led the Innovation Support Unit, which promotes and supports patent-related IP training to industry and SME audiences, principally through training events for business advisors and technology transfer officers. This Unit organises several big seminars every year on patent strategy and IP management, as well as running numerous smaller workshops and arranging for EPO experts to speak at many more events run by partner institutions or at trade conferences. Laure van Oudheusden is the General Manager of the business group Corporate Technologies within Philips Intellectual Property & Standards. She is a member of the executive management team of IP&S. Before this role, Laure was the General Manager of the Philips IP&S office in France from 2006 until She is a qualified European and French patent attorney and owns a Master's Degree at "Institut Supérieur d'electronique de Paris" with a major in Telecommunications.
