2 Making European Criminal Justice work Assessments and Perspectives one year after the Lisbon Treaty Purpose When the Lisbon Treaty came into force on 1 December 2009, it brought into question the entire face of European criminal justice. As such, the relationship between national autonomy and European unity has experienced fundamental changes. Through this conference, we aim to assess these changes by analysing the prominent issues which have surfaced since the advent of the Lisbon Treaty. Further, we will introduce the various perspectives which shed light on the impact the Lisbon Treaty has had and its continual role on European criminal justice. Manner The expert panel will comprise of academics, leading practitioners and policymakers, who will enrich discussion by offering a diverse range of standpoints. Program Committee This program was formed with the assistance of the following experts and policymakers in European criminal law: Mrs. Michèle Coninsx, Mr. Hans Nilsson, Mr. Daniel Flore, Ms. Marlèn Dane and Mr. Dietrich Neumann. ICLN and its partners are highly grateful for their time and efforts. 5 The Belgian Presidency of the Council of the European Union European Judicial Network The European Judicial Network (EJN) From January 2010 to June 2011, Spain, Belgium and Hungary are exercising the Presidency of the Council of the European Union. Thus, they have drafted an 18 month common programme, which takes into account the many changes taken under the Lisbon Treaty. The Belgian Presidency intends to contribute to all the challenges the European Union is facing through collective action by establishing intensive dialogue with the institutions and Member States. The Belgian Presidency also strives for better tangibility and accessibility of the European Project for its citizens. In doing so, the Belgian Presidency has organised a series of meetings with citizens and civil society such as consultancy bodies, social partners, NGOs. The EJN is an operational network of national contact points for the facilitation of judicial co-operation, by means of providing legal and practical information to local authorities and support with requests for assistance. The network was created in June 1998 by Joint Action 428/JHA to fight serious crime in a decentralized, flexible and horizontal way. In December 2008 the Council Decision 976/JHA entered into force, which reinforced the legal status of the EJN, while keeping its 1998 spirit. The EJN is composed of judges, prosecutors, and representatives of the Ministries of Justice of the EU Member States as well as of EU candidate and third countries. The Secretariat, based in The Hague, is the managerial body of the EJN. The International Criminal Law Network (ICLN) ICLN was established in 2002 by Science Alliance with the support of the Dutch Ministries of Defence and Foreign Affairs and the Municipality of The Hague. ICLN aims to facilitate professional and social interaction on a worldwide scale between academics, policymakers and legal professionals in the area of international criminal law. ICLN organises Annual Conferences, Several Lectures per year, the ICC Trial Competition and regional training workshops. These events keep on attracting thousands of visitors from all over the world. Upcoming in April 2010: ICLN ICC Trial Competition, The Hague EUROJUST Eurojust is a judicial co-operation body created to help provide safety within the area of freedom, security and justice. It was established in February 2002 by the Council of the European Union, to improve the fight against serious crimes. It thus aims to facilitate the optimal co-ordination of action for investigations and prosecutions covering the territory of more than one Member State with full respect for fundamental rights and freedom. Eurojust is composed of 27 National Members, one from each EU Member State. These are senior judges, prosecutors or police officers of equivalent competence, who together form the College of Eurojust. 6 Date, Venue & Language This event will take place on Tuesday, December 7th, The meeting will be held in the Koninklijke Schouwburg, Korte Voorhout 3, 2511 CW, The Hague. The conference, as well as the documentation, will be in English. Registration Procedure All persons who wish to participate in the conference must register in advance. Participants are requested to register on the ICLN website ( A confirmation and an invoice will consequently be sent. Registrations can only be made for the complete conference program. Upon registration participants must indicate their preference with regard to the break-out sessions. Registration The registration fee for participation to the conference is 250,- for ICLN members. The registration fee for non- ICLN members is 295,-. I.A.P. Members enjoy the discounted rate of 275,-. The fee includes admittance to the conference, the reception as well as extended conference documentation, lunches and refreshments (all amounts excluding 19% VAT). Conditions of registration and payment This registration form constitutes a legally binding agreement, which obliges persons who register to pay the stated amounts and the non-refundable administration fee of 95,-. Payment must be made to ICLN and received by ICLN in full, prior to the event. Non-full payment of the required fees deems a registration invalid. ICLN cannot be held responsible for the non-arrival of registration information or payment. If you have not received a confirmation of your registration within 14 days after making the registration, please contact the secretariat on +31(0) CHEQUES WILL NOT BE ACCEPTED. Cancellations and non-attendance Cancellations will only be accepted if submitted in writing before the 12th of November. In this case the obligation to pay is lifted, and if payment has already been made the money will be refunded, albeit minus an administrative charge of 95,- (excl. 19% VAT). Cancellations made after the 12th of November or non-attendance of the event- for whatever reason- DO NOT revoke the obligation to pay the registration fee, and thus no refunds will be made. However, ICLN welcomes substitute delegates if the secretariat is notified prior to the conference. Visa Participants requiring a visa to visit the Netherlands, we advise you to arrange your visa at least five weeks prior to departure. ICLN does not arrange visas.
