The Guide is designed to offer brief descriptions of the services provided as well as contact information. The DCYF Division of Community Services and Behavioral Health maintains and updates the Guide on a continual basis. 7 GROUP HOME/STAFF SECURE TREATMENT- CHILDREN & ADOLESCENTS A Staff Secure facility is a licensed as community-based group home. The staff secure treatment programs provide a six (6) to nine (9) month residence for a maximum of eight (8) children or adolescents. These community-based residential programs may provide certified in-house educational services to prepare youth to enter public schools including enrollment in alternative educational programs according to a child s individual education plan (IEP). The staff-secure programs provide a comprehensive clinical and behavior assessment with a behavior management system and a treatment program that includes individual, group and family therapy, milieu therapy, and recreational, Vocational and community service opportunities. Staffing shift rations are a minimum of 3 staff to eight children and up to 4 to 8 during daytime awake hours. Overnight staffing rations are a minimum of 1 to 4. Each program provides a fulltime master s-level clinician, and provides direct or accesses psychiatric and psychological consulting services. Clients in this program may remain for a year or longer until they are ready to move to a less restrictive setting appropriate to treatment and developmental needs. 17 GROUP HOME/RESIDENTIAL COUNSELING/INTENSIVE THERAPEUTIC Residential Counseling Center s provide a graduated level of residential treatment for residents. It is designed to be a six (6) month of stay although residents may stay up to one (1) year. The Residential Center s provide residential treatment services on a graduated basis, for youth who are transitioning from psychiatric hospitalization, on the path to hospitalization or in need of more restrictive treatment environment than their current placement. The services include on-site group, individual and family counseling, medication maintenance, psychiatric evaluations and case management. There is a high staff to resident ratio. 18 SUPERVISED LIVING SERVICES Supervised apartment programs help to transition adolescents ages 16 and older to independent living. In-house supervision is provided twenty-four (24) hours per day with sleep-in staff. Youth are routinely allowed unsupervised time in the community to attend school, jobs, and for recreational and social activities. Supervised apartment programs provide services of a master s level clinician for clinical oversight, service planning and emergency interventions. These programs provide a standardized assessment and curriculum for life skills instruction. 32 FAMILY VISITATION SERVICES Family Visitation Services work to prepare families for reunification and permanency by assisting parents to safely visit their children in a homelike environment. Visitation services will provide parenting assistance, supervision, transportation and other identified resources. Families will have multiple system involvement and have had children removed due to abuse, neglect, delinquency, or challenging behaviors often resulting in significant trauma histories. Services can include families with youth who are detained at the Rhode Island Training School or in residential care. Families will be provided services based on an individualized family assessment which is based on a family developmental perspective which is trauma informed and evidence based. Family Visitation services are provided in the home, community, schools or other settings in which the family requires assistance. It is preferable to provide services in the family s natural environment to allow the family to learn to practice skills in the natural settings. However, if safety concerns or other restrictions are present, the program will provide supervised, safe and confidential meeting settings for visits outside of the home. 41 WAYWARD DISOBEDIENT/ARTICLE 23 Programs work with Police Departments to ensure that the provisions of policy are followed. Agencies shall accept referrals from parents of children who have requested the filing of a wayward by virtue of disobedient behavior petition with their local police department. Upon receipt of the referral on a standardized form (DCYF 197) the agency shall schedule an intake appointment within one week. Based on the outcome of services the agency shall either close the case at the conclusion of services or return the DCYF form 197 to the parents noting their recommendations for court action or for future service delivery. If the family has engaged in recent service delivery, the agency shall use the previous treatment history in accordance with DCYF policy.
