3 ABOUT THIS INDUSTRY BRIEFING The first tunnel boring machine (TBM) will be in the ground before the end of 2018 on Stage 2 of Sydney Metro, bringing world class metro rail under Sydney Harbour and the Sydney central business district (CBD). The NSW Government has announced the locations of Sydney s new world class metro railway stations and that investigations will begin into potentially extending metro rail from Bankstown to Liverpool. The formal planning process for the Sydney Metro City & Southwest (the Project) has begun, including: a State Significant Infrastructure Application lodged confirming the metro route new metro stations confirmed for Crows Nest, Victoria Cross (North Sydney), Barangaroo, Martin Place, Pitt St (near Park Street) and new underground platforms at Central a potential extension of metro rail to Liverpool, which could cut travel times to the CBD by up to 15 minutes and reduce crowding on the existing T1 Western Line and T2 South Line. The NSW Government is considering a metro station at either Waterloo or The University of Sydney. The Sydney Metro City & Southwest project team has been established within Transport for NSW. Transport for NSW plays the lead role in the planning, development and delivery of major transport infrastructure in NSW. This document provides a general overview of the nature and scope of Sydney Metro City & Southwest and the role that industry can play in helping to deliver the Project. It also outlines an initial timeline for the next stages of the Project, including procurement. As further environmental assessments and detailed engineering studies are completed, and additional input from industry is received and considered, actual construction methodologies and procurement timeframes will be confirmed. 4 PROJECT SNAPSHOT Sydney Metro is Australia s largest public transport project. It will transform Sydney, delivering more trains and faster services for customers across the network. As a new stand-alone railway network, Sydney Metro is the solution to clearing the city s public transport bottlenecks and will deliver a quality of rail service never before seen in Australia. In conjunction with major upgrades to the T1 Western Line, Sydney Metro will deliver the capacity to increase the number of trains entering the CBD across the entire Sydney railway system from 120 to about 200 in the busiest hour of the day. This means the railway network across greater Sydney will have room for an extra 100,000 train customers an hour in the peak. The fully automated, state-of-the-art Sydney Metro network will have the capacity to operate 30 trains an hour through the CBD in each direction a train every two minutes each way. Already Sydney Metro Northwest (formerly known as North West Rail Link), between Rouse Hill and Chatswood, is well under construction with over half of the tunnelling now completed. Sydney Metro Northwest will open in the first half of 2019 and deliver fast, safe and frequent services between Rouse Hill and Chatswood. From Chatswood, Sydney Metro City & Southwest will extend metro rail between Chatswood and Bankstown, including a new crossing beneath Sydney Harbour, new railway stations in the lower North Shore and CBD, and the upgrade and conversion of the current line between Sydenham and Bankstown. 5 ABOUT SYDNEY METRO CITY & SOUTHWEST Sydney Metro City & Southwest has two proposed core components: 1. Chatswood to Sydenham New 15 kilometre twin tunnels from Chatswood, under Sydney Harbour through Sydney s CBD to Sydenham. 2. Sydenham to Bankstown upgrade Proposed upgrade and conversion of the existing 13.5 kilometre railway from Sydenham Station to Bankstown Station to metro standards. 6 CHATSWOOD TO SYDENHAM Key features The Chatswood to Sydenham component of the Project includes the construction and operation of a new metro rail line from Chatswood, under Sydney Harbour through Sydney s CBD to Sydenham. The Project will deliver six new metro stations, at: Crows Nest Victoria Cross (North Sydney) Barangaroo Martin Place Pitt Street Central Station (new underground platforms). An optional station may be delivered at Waterloo or The University of Sydney. This upgrade would address one of Sydney s biggest rail bottlenecks. After the conversion, metro trains from Bankstown would run at least every four minutes in the peak, or 15 trains an hour. The Sydney Metro City & Southwest network would be fully segregated from existing Sydney Trains railway tracks between Sydenham and The upgrade between Sydenham and Bankstown would include works within the corridor and station upgrades. 8 KEY CHANGES TO THE PROJECT FOLLOWING CONSULTATION Sydney Metro City & Southwest undertook consultation along the Project corridor to give community, business and key stakeholders an opportunity to help shape the Project. Around 800 people attended eight information sessions held along the Project alignment between Chatswood and Bankstown, with the Project team receiving more than 1,500 submissions during the consultation period. As a result of this feedback and further work by the Project team, stations are now proposed at Crows Nest and Barangaroo. The NSW Government is considering a metro station at either The University of Sydney or Waterloo. Wiley Park Punchbowl Bankstown Barangaroo Station Crows Nest Station Based on investigations to date and stakeholder and community feedback, the preferred metro station location is Crows Nest. This has now been included as part of the Project s scope. The majority of submissions received supported a station at Crows Nest to provide much needed public transport relief. As a result of the overwhelmingly positive response to a proposed underground station at Barangaroo, NSW Premier Mike Baird and the Minister for Transport and Infrastructure Andrew Constance announced in June 2015 that a station would be built in the precinct. A metro station at Barangaroo means Sydney s world-class metro rail system can be combined with the city s new global business hub. It is proposed that the line would provide a direct link with a new station to be located one stop away in the Martin Place financial centre. Project scope A key change resulting from early community consultation was the refinement of the Project scope to include tunnelling from Chatswood. Earlier Project plans had proposed that above-ground works would be required along a 3 kilometre section of the existing railway corridor between Chatswood Station and St Leonards. This would have involved above ground impacts including at Artarmon Station and potentially required residential property acquisition. As a result of design refinements and stakeholder and community feedback, the Project is now proposing to build tunnels from Chatswood through to Sydenham minimising above ground work between Chatswood and St Leonards. These changes result in a positive outcome for the community during construction and ensure the Blue Gum vegetation at Artarmon Reserve is protected and Artarmon Station is not disrupted. It is now proposed that the two components are: 1. Chatswood to Sydenham New 15 kilometre twin tunnels from Chatswood, under Sydney Harbour through Sydney s CBD to Sydenham. 2. Sydenham to Bankstown upgrade Proposed upgrade and conversion of the existing 13.5 kilometre railway from Sydenham Station to Bankstown Station to metro standards. Other station location option Artarmon Industrial Area The Project team considered a new metro station in the Artarmon Industrial Area. However, a station at this location will not proceed because of limited support from major stakeholders to change the area s industrial zoning and the possibility that the station site, near the Gore Hill Freeway, could add to car congestion in the area. 14 Artist s impression of Barangaroo Station
9 INDUSTRY FEEDBACK TO DATE In June 2015 more than 360 representatives from over 180 companies attended an industry briefing which was opened by the Hon. Andrew Constance, Minister for Transport and Infrastructure. During the first round of industry engagement, the project team met with over 40 local and international companies and received over 60 written submissions. Consultation has covered all aspects of the Project, potential delivery scenarios and major work elements, including: turn key delivery tunnelling stations systems civil rolling stock financing property development operations and maintenance. The project team has used feedback from the market sounding process to inform development of the Reference Delivery Strategy. In summary, this feedback included: a high level of interest in the Project at all levels while turn key delivery may provide time and interface risk advantages, the Project is too large to be competitively procured under a single contract package the Project scale is challenging. The maximum contract package recommended varied by market sector but for competitive bidding was generally in the order of: $4-5 billion for a major civil package (such as tunnelling and station excavation) in a joint venture with individual contractor capability of up to $2 billion $3-4 billion for private sector financing (assuming 2 3 bidders each raising committed finance) for a major Public Private Partnership (PPP) contract before consideration of a State capital contribution $ million for a systems package the current private finance market is buoyant with a strong appetite and liquidity across lenders and investors. Pricing for private finance has also improved unless the Project is to be delivered in stages, work packages should match capacity and capability and should be based around market sectors and disciplines significant interest in over-site and station precinct property development within the CBD and elsewhere along the alignment. 10 DELIVERY STRATEGY AND MARKET SOUNDING The first round of detailed industry engagement was undertaken in the first half of 2015, resulting in the development of a Reference Delivery Strategy (see page 20) for the packaging and procurement of major contracts for the Project. 12 DETAILED MARKET SOUNDING The project team is now commencing a process of further detailed market sounding to validate the Reference Delivery Strategy. The aim is engage with, and obtain meaningful input from across key market sectors. The team will seek feedback on the reference contract packaging approach and discuss with potential bidders the proposed approach to delivering the various works packages. While not part of any formal procurement process, the market sounding will be conducted in a structured manner. Industry input is being sought across a range of relevant issues, including: lessons learnt from other relevant and comparable projects both locally and internationally contract scope, packaging, size, sequencing, timing and duration market conditions and constraints key technical, constructability and risk allocation issues. Given the nature of the Project, the market sounding process is targeting a sample of industry leaders in each of the key Project elements. Participation in this engagement process will be selective and is entirely voluntary. Participation or non-participation in the process will have no impact on any entity s ability to participate in future formal procurement processes. 13 PROJECT TIMELINE The next round of market sounding and industry consultation will be held from late December 2015 through to February Subject to government approval of the Business Case, major contract procurement is expected to commence in the second quarter of Organisational structure and governance The Sydney Metro City & Southwest Project is being developed by the Sydney Metro Delivery Offce. The Sydney Metro City & Southwest Program Executive Committee reports via Mr Staples to the Secretary, Transport for NSW. A Project Development Director leads the City & Southwest Project team, is a member of the Program Executive Committee and reports to Mr Staples.
