The San Diego Bay plays a crucial role in the social, economic, and environmental vibrancy of the city. It acts as a passageway to the ocean for transportation, provides a place for people to socialize and the abundance of shops and restaurants contributes to the city s economy. In 1962, the San Diego Port was established to manage these valuable assets. Then, in 2008, the Green Port Policy was established in order to increase the sustainability, business and development of the port. The Green Port Program was designed to support and carry out these goals. The program has six areas of focus and a corresponding goal for each area. These focus areas include energy, waste management, sustainable development, water, air, and sustainable business practises. The respective goals for these areas all centre on reducing waste and pollution in Port operations, in order to maximize the economic benefits that can be gained from the San Diego Bay. The Green Port yearly evaluates its goals to ensure they are successfully and/or efficiently applied. The overall point of the Green Port Program is to expand on and create new environmental initiatives for the San Diego Port in order to continue its immense contribution to the city of San Diego. In order to achieve this, more than 250 new teachers have been hired in primary schools throughout the city and the planning and funding has gone through to build new schools. In San Diego county about 11.9% of the population has less than a high school diploma only. This number is less than the average for the state of California, which is about 17.3% and is about the same as the national average, which is 11%. 86% of people in San Diego have at least a high school diploma. 41.3% of workers in San Diego aged 25 and up have at least a Bachelor s degree and over 183,000 people have a college education. San Diego has 8 community colleges throughout the city as well as other private vocational schools. San Diego has 5 highly respected universities including the University of San Diego, which has been ranked as the 7th best public university in the United States in the 2001 edition of merica s Best Colleges guidebook by US News & World Report. 5.7% of GDP is spent on education in the United States, which is higher than the OECD average of 5.6%. 36% of workers in the San Diego MS work in the Creative Class. Richard Florida has ranked the San Diego MS as number 4 on his Creativity Index. Therefore, although the percentage of individuals in the Creative Class is not very high, according to Richard Florida, it has high creative and economic potential. San Diego has a high rate of residents with a high school degree and a high rate of workers with a post-secondary degree. Furthermore, it is home to five highly respected universities as well as 8 community colleges. 3

4 TECHNOLOGY SCORECRD Technology Score Justification Patents Innovation - San Diego was ranked as the 6th most inventive city in the United Sates by the Wall Street Journal with 1,382 patents filed in San Diego has a high rank as an inventive city; a high number of patents filed each year and many highly respected educational research institutes, such as the University of California, San Diego. ccording to Innovation Cities mericas Index, San Diego was ranked 28th out of all US cities and 99th on a global scale. Job Growth Creative Class Share High-Tech Index Sustainability/ Green Economy B - Currently in San Diego the unemployment rate is at 10.2%, which is higher than the national average of 9.1%. However, the recent job growth rate in San Diego is 0.13%, which is higher than the national rate of -0.12%. 36% of workers in the San Diego MS are part of the Creative Class. San Diego is currently ranked 7th on the high-tech index. Furthermore, San Diego has one of the highest concentrations of high-tech companies in the country and has the third highest number of biotech companies. The green economy in San Diego has flourished in recent years. Jobs in San Diego s environmental industry have increased faster than in any other city in the United States. In 1995, the number of jobs in the green economy in San Diego was 12,400 and it has increased to 20,500 in Jobs in this industry include biofuel developers, energy conservation consultants, clean-building designers, and many more. CleanTECH San Diego is a non-profit company that makes it easier for clean technology businesses to start in San Diego. These will increase both San Diego s economy and levels of environmental sustainability. San Diego continues to build up their green economy and will one day be a hub for clean technology and jobs in the environmental industry. 4

5 Technology Score Justification Entrepreneurship - In 2000, San Diego had the third highest rate of entrepreneurship in the United States. This placed it below Los ngeles but higher than Silicon Valley, New York, Washington and Boston. Furthermore, San Diego provides all sorts of centres where entrepreneurs can seek help in starting up their business. CleanTECH is an example of a help centre as its purpose is to help start up businesses in the clean technology industry. Overall score for technology - San Diego is an innovative city with a high number of patents and a large concentration of high-tech companies, as well as a rising green economy. lthough job growth has slowed in recent years due to the global financial crisis, the existing tech infrastructure and high concentration of Creative Class workers will ensure the region rebounds quickly and continues to be a leading tech centre in the U.S. 5

6 TOLERNCE SCORECRD Tolerance Score Justification Diversity B+ It's location near the Mexican border results in considerable immigration, both legal and illegal, from Northern Mexico. However, since 2008, rates of immigration have declined. Ethnic breakdown of San Diego population: 49.80% White, 30.21% Hispanic, 10.65% sian, 5.22% Black, 4.14% Other. Immigration B In 2010, 23.1% of San Diego s population was foreign born. However, due to loss of jobs in both San Diego and California in general this number is beginning to decline. Since San Diego is located in southern California, near the Mexican border, it sees a lot of Mexican immigrants, both legal and illegal. Furthermore, there is an ongoing problem with illegal Mexican immigrants in US cities that border Mexico, such as San Diego. Visible Minority - Latinos are the largest visible minority in the city, making up approximately 30.2% of the population. Integration The International Rescue Committee (IRC) is an organization in San Diego that assists refugees and immigrants with integrating into society by helping them find a job and become self-sufficient. In 2001, the IRC was awarded the E Pluribus Unum Prize for exceptional immigration integration initiatives by the Migration Policy Institute (MPI), which highlights San Diego s exemplary integration efforts. Multiculturalism C+ Multicultural affirmation in the United States is weak. There is little presence of multiculturalism in the school curriculum in most states; however, California is one of the exceptions that does incorporate multiculturalism into their curriculum. Gay and Lesbian Population - San Diego ranks 9th on the list of merica s Top 20 Gayest Cities, below San Francisco and Boston, but above New York and Los ngeles. Since the 1970s, the Hillcrest area has been known as San Diego s premier LGBTQ community. In its early days it acted as a refuge to the LGBTQ population of San Diego, but nowadays the Hillcrest community is not only a place for gays and lesbians but for everyone. Furthermore, the gay community has spread to surrounding areas such as Mission Hills, Normal Heights and North Park. In addition, The Center is a community center for the LGBTQ population in San Diego to seek guidance and assistance on issues ranging from health to family matters and more. 6

7 Tolerance Score Justification Religious Diversity B+ Openness - Breakdown of the largest religious groups in San Diego County: 26.1% Roman Catholic, 2.5% Jewish, 1.6% Mormon, 1% Southern Baptist Convention, 0.9% Presbyterian, 0.6% Evangelical Lutheran, and 0.3% Muslim. Due to its prominent visible minorities, its large and expanding gay and lesbian population, and impressive integration initiatives, San Diego can be viewed as a city open to diversity. Civil Rights ll residents of the United States live under the Constitution, which protects all civil rights and allows citizens to live in freedom. Bohemians B+ San Diego has the 15th largest bohemian population with 15,626 bohemians, behind cities such as San Francisco and New York but ahead of Phoenix and Denver. Ray Street and North Park make up the arts and culture district of San Diego. Overall score for tolerance - San Diego is a relatively open city due to their acceptance of visible minorities, large LGBTQ community and exceptional integration efforts. 7

The San Diego symphony is over 100 years old and has been named one of the leading symphonies in the United States. The San Diego opera has been ranked as one of the top 10 operas in the United States by Opera merican and is very well known among the international opera community. Museums B+ San Diego has 47 museums that are dedicated to history, art, science, and space exploration. However, the city s museums are not as internationally known as many museums in other global cities. Entertainment and Nightlife - The Gaslamp quarter in the downtown core is the city s nightlife and entertainment centre. In addition to its famous bars, restaurants, and shopping, the quarter hosts major festivals like St. Patrick s Day and Mardi Gras. lthough the Gaslamp Quarter is an exciting place to be at night in San Diego, the nightlife of the area is not as extravagant compared to other global cities such as New York. Crime Rate - ccording to the US Census Bureau, San Diego has the 22nd lowest crime rate out of 100 large metropolitan cities in the United States. Furthermore, between 1990 and 2008, the MS saw a 60.6% decrease in property crimes. Recreation Facilities Neighbourhoods San Diego s many attractions include the world famous San Diego Zoo and Wild nimal Park, Sea World, LEGOLND and Balboa Park, which is the largest urban cultural park in the United States. It is situated on 70 miles of beach along the Pacific Ocean. San Diego also has two professional sports teams: the San Diego Padres, are a major league baseball team, and the San Diego Chargers, the National Football League. San Diego is the 2nd largest city in California and the 6th largest in the United States and has many neighborhoods catering to families, artists, and young adults. For example, Clairemont is a residential community in the northern part of the city with large parks and is perfect for families. Pacific Beach, Mission Beach and Mission Bay are neighborhoods situated on the beach that tend to attract the younger party generation. There is a neighborhood for everyone in San Diego. 8

9 menities and Quality of Place Score Justification Scenes - Ray Street in North Park is considered to be the centre of the arts and culture scene in San Diego. Ray Street is a little one-way street lined with shops and galleries and is home to the largest and longest running arts and culture event, Night. The rest of North Park contains historically rich homes and commercial buildings, which attract the bohemian population in San Diego. The Hillcrest area of the city is known as the LGBTQ neighborhood. Public Transit Bike Paths Civic Capital (NGOs, Non-Profits) B N/ Public transit in San Diego consists of the San Diego Trolley System, which consists of 53.5 miles of light rail, and the Metropolitan Transit System, which operates 29 bus routes. In 2006, Bicycling Magazine named San Diego as the top cycling city in merica with a population of over 1 million. Built Form Investment - Much of San Diego s history is reflected in the architecture throughout the city. In areas such as Old Town and Mission San Diego de lcala, buildings built by the Spanish missionaries still stand. Furthermore, the Gaslamp District is a historical part of the city, housing buildings form the late 19th century. Even modern buildings in the area have been built to retain the historical feel of this district. Infrastructure (Utilities, Roads, etc.) Overall score for amenities and quality of place - San Diego has 4 major interstate freeways and six state highways throughout the city and was ranked 5th out of 20 metropolitan areas in the United States for best average daily round-trip travel time. The mean travel time to work is 22 minutes, which ranks San Diego as 17th out of 122 cities in California. The San Diego International irport has daily flights to 158 cities and serves an average of 36,500 passengers. San Diego has excellent recreation facilities, a world renowned opera and symphony, different neighborhoods to satisfy different types of people and efficient infrastructure. However, its public transit system and museums are lacking compared to other world cities. 9
