The new code addresses the relationship between built structures and public space and is a leap forward in the development of built form in urban planning for the metro area. In comparing the project to legendary merican architect Daniel Burnham s famous Plan for Chicago from the 1900s, the Mayor s words were quite ambitious, however Miami 21 has been turning heads across the country. In January 2011, the project received a National Planning Excellence ward from The merican Planning ssociation. The re-designed zoning code will address Miami s rapid growth over recent decades and will transform the management of economic Image Source: development, transportation, historic preservation as well as parks and recreational spaces. It replaces the previous land-use-based zoning code to provide efficiency of urban development by diminishing the need for zoning amendments and speeding up permitting processes.

Census results showed that 82.4% of residents age 25 and older have a High School diploma. While this statistic is quite strong in an international context, it does not measure up well against the benchmark cities in the United States (see Boston, San Francisco). Census results showed that 28.7% of residents age 25 and older have a Bachelor s degree or higher. While Miami-Fort Lauderdale-Pompano Beach hosts a number of choices for college education, the area faces a perception among its young population that they must leave the city for college & prospective careers. Miami-Fort Lauderdale-Pompano Beach (MFP) scores well in this category both for the number of universities in the city (six), and the quality of its top institution (Miami University ranks in the top 30 research universities in the US). Census results showed that public spending on elementary education was $9,100 per pupil annually. This statistic is relatively poor in its national context (e.g. New York spends an average of $20,000 per pupil) and highlights an area of weakness and concern for the MS. MFP ranks 65th across all US MSs in the Creativity Index. While the city s creative share is good, it does not measure up to its North merican peers. redeeming factor in the overall talent score was the quality of research being conducted at Miami s top universities. part from this, MFP has considerable room for improvement in this area. Its investment in education is well below its weight class in the context of merican cities. The results of this neglect in investment can be found in the metro s shortcomings in educational attainment at both the secondary and post-secondary levels. This is a fundamental gap in the development of a Creative Economy for the metro area. 3
4 TECHNOLOGY SCORECRD Technology Score Justification Patents ccording to the US Patent and Trademark Office, between 2006 and 2010, residents of MFP secured 4111 patents, which put the metro at 22nd out of 361 MSs in the United States. Innovation B- Job Growth B+ Creative Class Share C+ Miami shows a regression in its penchant for innovation (-2.48% 10 year average patent growth). Without growth in this area, the M s creative capital suffers and its economy risks falling out of touch with opportunities found in new industries. MFP s average job growth between was 1.3%. Between March 2011 and 2012, job growth was 1.5% which was also the average growth rate in the U.S. MFP s Creative Class share is 30.4% of the total working class, ranking 139th among US MSs. High-Tech Index Sustainability/ Green Economy Entrepreneurship Overall score for technology B B+ B- MFP s high tech score ranks 101st among US MSs in the Creativity Index. The region had the 19th largest clean economy of the 100 largest US metros in 2010 (24,194 jobs), however the intensity (1.1% of all metro jobs) and growth rate (3% since 2003) of green jobs relative to the overall labour market was below US averages (93rd and 69th respectively). Using measurements from the Kauffman Index of Entrepreneurial ctivity (which measure the percentage of nonbusiness-owning adults who start businesses with more than fifteen hours per week) MFP receives a high grade for entrepreneurship. The MS scored an average of 0.54% (540 out of every 100,000 people with new businesses each year), placing it 5th out of the top 15 MSs in the US in 2010 and 2nd overall between MFP shows evidence of strong entrepreneurial activity, however both its high-tech and innovative capacities are areas of weakness, and restrictions to the development of its Creative Economy. 4
5 TOLERNCE SCORECRD Tolerance Score Justification Diversity Immigration Miami s levels of immigration (3rd in the US) make it one of the more diverse cities in the country in terms of culture and religion. It was ranked as the 10th most diverse city in merica in 2011 by CNBC, thanks to strong diasporas of Cuban, Spanish, Italian, Jewish and Greek immigrants. MFP ranks third in the US in terms of new permanent residents, receiving 15% (69,420) of all immigrants to the country in Of the regions total population, 36.5% is foreign born many from Cuba or Haiti. Visible Minority + Integration B+ Multiculturalism - In 2010, MFP s population was 41.6% Hispanic/Latino, 22.1% Black/frican-merican and 2.8% sian. The proportion of visible minorities in the metro area is one of the highest in the United States. Using a combination of Brown University s merican Communities Project and US Census information, MFP was found to have moderate to high levels of segregation among its ethnic groups in terms of place of residence (concentration of an ethnic community versus dispersion across the MS). On the other hand, MFP showed evidence of economic integration with 11.4% of firms in the MS owned by Black/frican merican citizens and 60.5% of firms owned by Hispanic citizens. While there is no solid evidence of multicultural policy at the federal level, the state of Florida has adopted multicultural principals into its school curriculum most notably via language-based programs geared towards both assisting LEP students in learning English and requiring Englishspeaking students be exposed to secondary languages. Perhaps evidence of the success of this strategy the University of Miami is ranked #1 in terms of Cultural Diversity and Interaction among US colleges/universities. Gay and Lesbian Population MFP reports 8 same-sex couples per 1000 households and a low number of hate crimes (1.1 incidents per 100,000 people) ranking as merica s fourth most tolerant city in an index by the Daily Beast. The community also has strong representation through organizations such as the Miami- Dade Gay & Lesbian Chamber of Commerce. Religious Diversity - Information from the ssociation of Religion Data rchives shows MFP s cross-section of religious traditions to be fairly diverse. The two largest followings dominate the scene; they are the Catholic community (48%) and Evangelical Protestant (30%). To give a sense of the difference, the Muslim and Jewish communities make up 2.5% and 4.1%, of religious adherents in the region respectively. 5
6 Tolerance Score Justification Openness Civil Rights MFPs score for openness is a product of its cultural landscape and openness to diversity in ethnicity, sexuality and language. Most importantly, MFP shows openness to integration of this diversity in economic and political affairs. The US was ranked 1st in the world in terms of civil liberties and political rights. ll US citizens are ensured quality rights through the constitution. Bohemians MFP ranks 33rd among US MSs in the Bohemian Index. Overall score for tolerance MFP is one of the most diverse MSs in the US This diversity is marked by a rich history of immigration and multiculturalism, and pushed forward by growing diversity and openness in religion and sexual preference. Miami s tolerance is reflected strongly in its neighbourhoods, economy and politics and feeds positively into the Creative Economy. 6
7 MENITIES ND QULITY OF PLCE SCORECRD menities and Quality of Place The SOBs (Symphony, Opera, Ballet) Score Justification MFP plays host to a wide array of fine arts venues, most notably the drienne rsht Center for the Performing rts, which is the second largest performing arts centre in the United States. It plays host to the Florida Grand Opera, Miami Symphony Orchestra, and the internationally acclaimed Miami City Ballet. The city has also invested in a number of new projects such as the New World Symphony Hall (designed by Frank Gehry). Museums - MFP has 36 museums listed on the city website spanning various forms of art, science, history and culture. The new Miami rt Museum is set to open in 2013 and is designed by internationally acclaimed Swiss firm Herzog and de Meuron. Entertainment and Nightlife Forbes magazine ranks Miami s nightlife 5th overall in the United States. The city has well known club scene, as well as four major sports franchises and draws a number of world class events in sports, music and fashion each year. Crime Rate C+ Recreation Facilities B+ MFP was ranked as the 3rd worst out of 71 large cities (500,000+ people) for violent crimes in the United States with 988 crimes per 100,000 people. Parks and recreation facilities in Miami-Dade County are responsible for nearly 10,000 jobs and in 2009 posted $780 million in private sector economic output (projected to grow to $1.0 billion by 2017). MFP s benchmark city zoning project, launched in 2005, includes a City of Miami Parks Master Plan, which promises to increase the quality and quantity of park space available in the metro area. Neighbourhoods Scenes MFP s neighbourhoods appear to have entrenched, functioning identities that give the M a strong grade in this area. With the Miami 21 master plan in place using a formbased zoning code, it is reasonable to assume the purpose and identity of these neighbourhoods will continue to be developed through both development and renewal-based projects. The grade is affected negatively by the poor quality of MFP s transit system (see below). Through its geography, cultural diversity, and strong investment into arts and entertainment, MFP has a number of developed scenes. Various ethnic enclaves have formed strong identities; most notably those found in Little Havana and Little Haiti. Investment into development/renewal projects have formed a strong scene in the Design District for arts, fashion and design. Public Transit B- Miami ranked 63rd out of US metros in terms of transit coverage and job access. Only 16% of jobs in the metro area are reachable via transit within a 90-minute period. 7

In a study done by The Southern Poverty Law Center, Florida was one of three states in the country to receive an for education about the civil rights movement. Thirty-five states received a grade of F. Miami s non-profit scene is headlined by the metro region s Civic Center, host to the nations second largest health-research complex which is centred around the not-for-profit Jackson Memorial Hospital, an internationally acclaimed teaching and research facility MFP was the first city in the US to adopt a form-based zoning code in its regional planning. This code lends to cohesiveness in urban development and renewal across the metro area. The Miami Beach rchitectural District (Miami rt Deco District) is a nationally designated historic district, protected by the Miami Design Preservation League. The area is made up of a concentration of 1930s buildings in South Miami representative of 20th century architecture and its contributions to the identity of the metropolitan area. Miami International irport and Port of Miami are global centres for both economic and civilian-based transportation. The continued expansion of both of these entities has the potential to turn the MS into a global shipping hub and an economic powerhouse in both the United States and the world. The city s current weakness is in its regional transportation infrastructure. Despite its high levels of violent crime in certain areas, MFP shows strong ambition as a global city in its urban planning and development. The city is investing heavily in projects that have the capacity to transform it from a tourist destination into a global business player, and its development of urban amenities and built form are a benchmark among US cities. 8
