15 Van der Heijden, 15 of 22 Short biography Dr Jeroen van der Heijden Dr Jeroen van der Heijden (1977) is Senior Research Fellow at the ANU s Regulatory Institutions Network (RegNet), and Associate Professor at the University of Amsterdam s Law School. He received his PhD in Public Administration (highest honours) in 2009, and his MSc in Architecture (high distinction) in 2002, both from the Delft University of Technology, the Netherlands. Since completing his PhD, he has undertaken roles in both teaching and research at the above mentioned universities as well as at the University of Washington, Department of Political Science (United States); the University of Oxford, Department of Politics and International Relations (United Kingdom); and the Sri Venkateswara University, Centre for Southeast Asian and Pacific Studies (India). Later in 2014, he will spend close to three months combined as a Visiting Associate at the London School of Economics, LSE Cities; and the University of East Anglia, Tyndall Centre for Climate Change Studies (both United Kingdom). Jeroen works at the intersections of regulation and governance, policy change, and urban development and transformation. His research aims to improve local, national and international outcomes of urban governance on some of the most pressing challenges of our time: climate change, energy and water use, and a growing and increasingly urbanising world population. Through his work he seeks to inform ongoing academic debates on these challenges, as well as to provide hands-on lessons to policy makers and practitioners on how to govern urban sustainability and resilience on a day to day basis. In 2014, he was awarded one of the most prestigious Australian research awards for early career researchers for the period , being the Australian Research Council s DECRA (A$360,000). In 2011, he was awarded a highly competitive Dutch research awards for early career researchers for the period , being the Dutch Organisation for Scientific Research VENI award ($350,000). He will commence his DECRA in In carrying out his VENI research project he has been studying over 60 voluntary programmes for increased urban sustainability and resilience in Australia, India, Malaysia, the Netherlands, the United States and Singapore. The research builds on interviews with over 200 key-stakeholders belonging to these voluntary programmes. Jeroen has a track record of outstanding publications. Since 2008, he has published 30+ articles in peer-reviewed journals, four academic books, a number of academic book chapters, and a wide range of publications for a policy and practitioner audience. He maintains an urban sustainability and resilience blog ( and a related website on which I regularly discusses my research findings ( His academic work has appeared in journals such as Regulation and Governance, Law and Policy, the Journal of Environmental Policy and Planning, and Environmental Politics. His latest book appeared October 2014 with Edward Elgar Publishers: Governance for Urban Sustainability and Resilience. In addition, he is currently working on two other book manuscripts: Sustainable, Resilient and Carbon Neutral Australian Cities (prospective publisher: ANU Press) and Voluntary Programs for Green Buildings (prospective publishers: Cambridge University Press). Jeroen s work has been positively received by the academic and policy community. Since 2009 citations to his work have been steadily rising (current h-index is 9; current i10-index is 9). His
16 Van der Heijden, 16 of 22 publications have resulted in a range of invitations to speak at policy and practitioner conferences, including an invitation from the United Nations to present as one of 120 selected international experts on urban sustainability and resilience at the Urban Futures Conference in Graz, Austria, in November He enjoys teaching, and consider this an important aspect of being an academic. At Delft University of Technology he has taught and coordinated a series of under-graduate and graduate courses in public administration and political science, with a particular focus on regulation, governance and policy. At ANU, he developed the flagship RegNet course, Law and Regulation (LAWS8034), as part of the ANU College of Law LLM programme. Jeroen has taught and convened this course three times to date, to consistently strong positive feedback from participating Masters and PhD students. In October 2014 his sustained and proven education track record was recognised by the UK based Higher Education Academy (HEA), and Dr Van der Heijden is now a Fellow of the HEA. Jeroen is currently supervisor to six PhD students. In his current and past positions Dr Van der Heijden has been an active member of staff. Among others, he has been a member of the RegNet Governance Group and the RegNet Education Committee. He has served on numerous appointments committees within RegNet, as well as the ANU College of Asia and Pacific (within which RegNet is situated), and he has willingly taken on the role of Acting Centre Director when senior colleagues were absent. He is also the inaugural editor of the electronic RegNet Research Paper journal (distributed through SSRN the Social Science Research Network), and is currently working with Professor Drahos and Professor Veronica Taylor on a RegNet e-textbook on regulation that brings together a series of chapters by close to 40 leading regulatory scholars in the field. Dr Jeroen van der Heijden is a citizen of the Netherlands, but has been living happily in Australia for over four years now. He enjoys exploring the Australian bush, has taken up a keen interest in photographing Australia s big skies and gum-trees during the golden hours, and he still feels lucky by the prospect of all the adventures to be had on this astonishing continent.
17 Van der Heijden, 17 of 22 Philosophy of teaching and learning Dr Jeroen van der Heijden Over the years, I have been fortunate to have been lectured, supervised and mentored by and have been working together with inspiring teachers. My role models have shown me that class size or level should not be a constraining factor to create an environment to critically engage with knowledge. They have strongly influenced me in my approach to teaching: I seek to catch my students interest by linking theories, concepts and knowledge to contemporary situations, to my own experiences and those of my students. I try, as much as possible, to put knowledge into context so that its relevance becomes apparent. I like to think of myself as a scholar-teacher; someone who facilitates learning and who learns with his students, rather than someone who delivers information. At Delft University of Technology (TUD) and the Australian National University (ANU), I have taught five socio-legal courses at both undergraduate and graduate levels for multiple years (since 2009; see further my CV). I have fully developed one of these (LAWS8034, Law and Regulation) at the ANU and have been very active in the ongoing development of the courses I taught at TUD. As course convenor for two courses I have worked with a team of educators. In addition, at the Dutch NCOI University of Applied Sciences I have been developing the Master of Environmental Sciences since In developing, convening, and teaching courses I am conscious of students different learning styles and differences in learning opportunities. I do so by relating theoretical concepts to videoclips, newspaper or other articles in the popular media, by inviting practitioners or policymakers to present their real-world experiences about a theoretical concept that is topic of a class, or by role playing games or other creative activities. I believe that this balance of visual, auditory and kinaesthetic serves a variety of students and is effective in engaging students with the courses that I teach. In teaching socio-legal scholarship, public administration and political science I seek to emphasise the value of critical scholarship. As future professionals, academics or public servants my students need not only understand the present state of law and society, but also how they would like it to be and how they may contribute to that normative state of affairs. This requires ongoing engagement with academic and policy debates by the students, but also an ability to clearly and logically express their ideas and arguments. I seek to support my students in learning how they can most effectively communicate their ideas through various in-class oral presentations, small-group discussions, and collaborative and individually written essays. Again this suite of communication strategies seeks to serve various learning styles, and may help students to understand what strategy suits them best and what strategies they wish to modify. In classes I aim to be flexible and responsive in order to create a learning environment that suits my particular class or audience. To give an example, in one of my classes (SPM2210, at Delft University of Technology, see CV) my students found it difficult to understand the difference between Crozier and Lipsky s theorizing on street level bureaucrats. To explain the difference I played a very strict and formal Crozier-style teacher in the first half of a class, and a very supportive and informal Lipskystyle teacher in the second half of the class. The students preferred the Lipsky-style teacher, but realised they would learn more from a Crozier-style one. In conclusion, I valuate and enjoy teaching. It provides me with a context in which I can help people to shape their worldviews, whilst they help me to rethink and shape my own.

Student evaluations Law and Regulation Course, LAWS8034, College of Law, Australian National University, 2012, 2013 and 2014 Please note, this is a four day intensive Course (26 contact hours in four days over the course of two weeks). The Course s main means of assessment is a research essay, which makes up 90 per cent of the overall mark. The Course is part of the ANU College of Law LLM program. I have developed this Course in 2012 and have been teaching and convening it since. In 2014, students evaluated their learning experience with a 4.5 out of 5.0 in the official ANU student evaluation (SELT). Some qualitative insights from 2014 s students are: o Question 1: Overall, how well does Jeroen teach? Good - Despite covering a lot of material, his teaching style allowed for a good base-level understanding of theory and strategy. Number of guest lectures did limit the amount of traditional teaching time however, but don't view this is a negative given the intensive nature of contact hours. Overall his teaching skills were excellent and he was engaging with the class. From the use of visual aids to the group discussions the course content was delivered very well. He also made it clear that he was contactable outside of class for any assistance that was required outside of the class set times. Jeroen is an excellent teacher; he is well prepared; the material he provides to students is logical and well set out; he has an easy to understand style and responds well to the questions of students. Very well. I found his lectures to be very informative and entertaining. Fantastic. I appreciate his engaging style, success in conveying a great deal of information in a digestible form, good use of materials (usually use of power points is abysmal but not here!), inviting relevant guest speakers and engaging the class in discussion.
19 Van der Heijden, 19 of 22 o o o Question 2: What works well in Jeroen's teaching? Structure of the course was its major strength - regulation literature was not particularly easy to digest, so breaking up content through guest lectures and role playing discussions worked well. However, see comments at Q3. Also, excellent power points [note: I use the presentation program Prezi, not Power Point] and real life scenarios through media clips was a good way to see practical application of discussed materials He uses visual aids that are relevant to establish the foundation of the theory he is going to teach. This then establishes the practical concept that then enforces the theory that is explained. He all uses examples that apply for both private and public sector workers to enforce the theories that he is teaching. I found that coming from a non-legal background based in the private sector that the examples used were excellent at enforcing the key points. His responsiveness to students questions and ability to listen and provide an informative response as well as give guidance to open up learning in new and unthought of areas. The powerpoint presentation that Jeroen used was really great - the right amount of information. I also enjoyed the videos he presented - they broke up the more theoretical aspects of the course really well. An excellent balance between delivery of the material we need to know with opportunities for questions and discussions. Also good to link class discussions back to the materials, so it helped to understanding that and wasn't just student observations. Good selection of course readings. Question 3: What does not work well in Jeroen's teaching? I wouldn't have minded a bit more thematic allocation of guest presentations, so there was a direct flow through from the literature presented in the morning, to a guest lecture, to interactive practice. Afternoons that were dedicated towards reg[ulatory] theory in practice (Veronica Taylor's presentation and the role play) with robust class interaction was more useful than the longer guest lectures. Due to the fact that PhD students were in with Masters students, at certain points during the classes the implied knowledge on Regulation theories appeared to be higher of all the students than it possibly was. Sometimes responding to all students questions did delay the class and we did not cover all material in same detail. However, I do not think this is a negative as sometimes more time was required for some material than others. It depends on the students at the time. I thought Jeroen's course was focussed a little too much on teaching the ResNet [sic] students. It was still interesting but I guess I expected a little more of a legal focus as it was marketed to me in this way. I also expected an hour for lunch which might seem excessive but given how tired everyone was after lunch it might have been useful to get energy levels up. [no comments] Question 4: What would you advise Jeroen to change or improve in his teaching? Some more group work may have been useful to learn more from each other, in lieu of the online forum discussion. The feedback around opportunity for improvement is to attempt to keep in mind the varying basis knowledge of the student group has with regards to Regulation theories. 20 Van der Heijden, 20 of 22 Arrange for regular breaks for students during sessions as it is hard to concentrate for long periods of time without a break. I benefit a lot from small group exercises as I am often too shy and intimidated to speak out in front of a larger group. I think more of this kind of learning would have been an improvement for me but understand that for the majority of the class the open, large group discussions were useful. I really had to rack my brain to think of anything. I would have liked to hear more about your own research. Perhaps a greater use of practical examples over literature as a way into the subject, purely just to make things a little different over 4 big days. o Question 5: Do you have any comments about Jeroen in the role of Course Convenor? No further comments - an excellent and interesting course. Overall an excellent Course Convenor. I think he would be an excellent convenor and students would learn a lot from his courses. Jeroen seems to be very well organised and provided timely advice on all aspects of the course. I feel that I am well aware of what is expected of me and that feedback will be provided to me in a timely and comprehensive manner. Really appreciated having the materials provided online, accessible for questions during class and over , very clear about assessment expectations and outcomes. In 2013, students evaluated their learning experience with a 4.3 out of 5.0, well above the 3.8 College average for the semester in which I taught the Course. She has kindly evaluated the Course in an on 4 July 2014: o Thanks again for a really interesting course and I hope you have recovered from what would have been a very intensive period of teaching, preparation and marking. I liked the first day of the course the best the one in which we focussed on high level theory. However, I completely acknowledge that as an academic I am naturally more drawn to theory while some of the other students with a public service background would be more interested in application. I would perhaps suggest some heavier theory as well exploring where ideas adopted by regulatory theory could be related back to classic theorists (Durkheim, Foucault, Bentham etc). Shane Chalmers did this very well in his presentation. However, I acknowledge that I may be a bit of an anomaly in this respect. I really liked the fact that you invited both PhD students as well as established researchers and this is an idea that I hope to take up in the intensive course I will be teaching later in the year. I felt that the benefit of the PhD students is that they demonstrated, very clearly, the process of academic research (what is the problem, why is it important, what are my methods etc). I note that you specifically asked them to do this which worked really well because it is something that well established researchers are less transparent about perhaps because these things have become second nature to them. I enjoyed the range of guest lecturers and in particular what I appreciated is that there was a mix of people with commercial research interests as well as speakers who have more of a social justice/human rights focus. I would have liked more of the readings to have a social justice/human rights focus I felt that most of them had a business/commercial bent. The videos in class and the subsequent discussions were a very necessary tool for keeping us engaged during what were very intense days. On a practical level, I found sitting through 2 consecutive 2 hour days very difficult. I would have preferred to do Thursdays and Saturdays for example. It may also be a good idea to have a week off during the two sessions this would help with reading and digestion. I m sure you will get a lot of comments about this but the lunch breaks were too short. Of course, it is better to finish at 5 rather than 6pm but perhaps some sessions could be shortened just a little to allow a 45 minute break which is necessary when you have to eat and attend to and matters arising in your day job. Peer and PhD student evaluation of the training I provided for his guest lecture in the Law and Regulation Course, LAWS8034, College of Law, Australian National University, 2014 PhD students play an active role in the Law and Regulation Course. It is part of their training and they have to take the Course in their first year. In addition, I ask volunteers from our PhD cohort (those in their third or fourth year) to provide a short 45 minutes guest lecture. I support these PhD students in developing their lecture, and evaluate and discuss their lecture afterwards. Some snippets from their s may give some insight in how they experience this process:

PhD student evaluation Drafts R Us writing and review group, RegNet, Australian National University, Within RegNet I have launched a writing and review group for PhD students and early career academics, and I have been convening this group since In it we discuss each other s draft academic output (i.e., papers, articles, book chapters, books). Dr Robyn Holder was an active participant from 2011 to 2013, when she was working on her own PhD project. She has kindly evaluated the writing and review group in an on 16 June 2014: o I got a huge amount from drafts r' us. It was a terrific opportunity to hear how ECRs and fellow PhDs 'read' the structure, language and argument of an article/chapter. People saw different things and even this was helpful as it showed there was no one way to read one's work, or to present an argument. Obviously having others (clever, interested, sympathetic) do a reading of one's work in a reasonable amount of depth is like gold because no-one else will do it! It was best done before one was 'ironed onto' the text. If you submitted too late then you were too protective of your work and maybe couldn't see wood for trees. And the feedback and comment is just that. You still have the choice - is it relevant, or useful - to adopt or just to notice, think about and put aside. People won't necessarily comment on the detail of an argument but their comments tell you if your main point is coming across, or if something else is more interesting, or that this and this bit is confusing, or that something else is solid and clear. All of which is fabulous. Practicing doing this in a supportive crowd was terrific. And, to me, it is part of ethical scholarship that if one gets a good deed from others, then you return it! I didn't go to every one but tried to. Even when I knew nothing about someone's content it was always enormously useful listening to others' comments, and I found I could usually say something coherent. In terms of improvements I think the hour was good and people could stay back if needed. I think a coordinator is also useful. You, Kate and Natasha all provided really good feedback so having that quality early was a great model. I am not sure how it would work without that. In terms of encouraging others, you might want to think how it could be worked as part of each PhD cohort. That is, could it be used as a model for communal scholarship, and new PhDs are just told that it is expected. Then a cohort might eventually become self-managing while you (or someone) turned to the next cohort.
