4 1.0 Introduction This report describes the anticipated construction programme for the development and describes the nature of the activities to be undertaken. It identifies, the environmental considerations associated with these activities and outlines appropriate measures that might be implemented for their mitigation. This assessment has been made using the experience of the Applicant and its professional advisers based on the typical construction methods and contracting strategies that can be reasonably anticipated for a phased development of this type 2.0 Construction Programme and Phasing The development phasing for the Springfield Scheme has always been underpinned by the specific requirements of the operational hospital. The primary objective is to retain the provision of mental health treatment for the surrounding community throughout the duration of the construction programme. The potential conflicts between the volume of vehicular traffic and segregation of pedestrians is also crucial to the safe operation of both the hospital; and the development parcels. The current Springfield Estate plan is show in Figure 1 above; this is the base position from which the phasing programme has been developed. In order to structure the phasing of the construction works, the Trust and the development team have ensured that each ward / department has been reviewed and a robust Operational Business Case prepared and approved. This highlighted all aspects of how and in what conditions the wards/ departments work and a prioritisation for moving was developed. The construction and subsequent occupation of the new mental health facilities and the residential components have always been driven by the need to keep the hospital fully operational during the construction. The following order of priorities were identified: 1. The design procurement and construction the new mental health facilities. 2. The ability to then relocate the wards / departments into new facilities. 3. The ability to relocate wards / department into vacated facilities. 4. The ability to demolish the vacated buildings. 5. The construction of further new mental health facilities. 6. Relocate wards into new facilities. 7. The construction of the residential component on plots vacated and enabled for development. The sequence was then tested against the flow of people and traffic onto the estate for both the hospital and the construction sites. The construction was then sequenced to minimise the daily disruption to the local neighbourhood, in part, by reducing the overall construction period. The phasing programme also took account of the need to minimise disruption from ongoing construction to the completed parcels (both hospital and residential). The Trust plans to utilise the newly completed and operational Wandsworth Recovery Centre (WRC) and the existing empty space around the estate, to free up the vast majority of new health development parcels and approximately half the residential parcels. Outside the WRC most of the initial relocation will be into the heritage buildings; this is due to: 1. Available accommodation and the right standard for the NHS Departments (non-clinical). The current standard of some of the areas being utilised is poor. 2. Design / planning durations for the Heritage parcels take longer than the vacated plots. Page No: 4 of 22

5 The construction of the replacement mental health buildings allows for a migration strategy that accommodates the release of all the remaining development parcels including the heritage parcels. Construction for the Springfield Development will be delivered over a six and a half year time span. The target date for commencement of the works on site is uarter 3 of 2012; this first key activity will be the main infrastructure and enabling works. Following procurement of the delivery teams the project is triggered by the vacation of properties by the NHS. The delivery of excellent new Health facilities for Springfield is the key driver for the construction programme. We have further refined the delivery sequence to maintain the day to day operational requirements of the hospital. The potential conflict between the volume of vehicular traffic and segregation of pedestrians has also been a crucial programme consideration. At each stage of the development some or all of the following activities will be required:- Survey / recording and subsequent conversion and / or demolition of existing buildings. Archaeological works Ecological surveys Service infrastructure works e.g. re-routing and reinforcement of the utility networks. Widening and improvement of the estate road network. Site clearance and enabling works, including earthworks to create a suitable development platform, and remediation, if required. Sub-structure works i.e. foundations. Construction of the superstructure, envelope and building fit-out. External works such as car parking and landscaping. The proposed summary construction programme () is included within this report and all sequencing / phasing commentary is based on this document. Appendix 1 contains Programme Study Rev which demonstrates the proposed construction sequence and logic in more detail. Page No: 5 of 22

6 3.0 Infrastructure Works The site-wide infrastructure installation commences from the onset of construction and is critical to the provision of new primary services networks and diversions together with improved estate roads all of which are required to support the new Springfield Estate. More importantly these works are essential to ensuring the existing Trust buildings are able to remain operational throughout the construction programme. 3.1 New Services Network The procurement of a suitable partner to assist in the design and provision of the new infrastructure will be undertaken from Day 1. Using this approach provides the necessary period required for the design and procurement of the major CHP plant and equipment, including primary transformers & switchgear, 33kv and 11kv cabling and CHP Engines which in turn enables the commissioning of residential blocks C, P, and the new hospital buildings J5, J4 in the first quarter This programme (?) will be facilitated, in part, by the introduction of a new CHP services network which will need to be designed, procured, installed and commissioned in collaboration with an appropriate Energy Supply company (ESCo). The CHP service will be designed and installed as a ring main to give the following benefits: Provides the Combined Heat and Power (CHP) requirements for the complete development at an early stage. Enables the future buildings to be connected to the ring main to suit their delivery programme and phased completion. Ensures that the existing hospital buildings remain operational on the existing services network. To support the programme and parallel to the activities above, will be the procurement of a multiservice contractor responsible for the delivery and installation of the primary infrastructure network. This contractor will be responsible for the following package of works: Installation of the primary services below ground infrastructure. Installation of 33kv / 11kv distribution ducts. Road build up to suit the main ring route. Preparation of the plant rooms for the installation of the CHP / primary substation plant by the ESCo. Carry out and manage site wide road diversions for the estates and construction traffic. Carry out hard and soft landscaping to suit parcel completion Install services distribution infrastructure off the main ring for future phasing. Page No: 6 of 22

7 3.2 Road & Services Diversions Reconfiguration of the site necessitates extensive changes to the existing road network and diversion of existing services to be made. These changes and diversions will support both the temporary and permanent conditions and be designed to minimise any impact on the operation of the hospital. Prior to carrying out service diversions, investigations need to be carried out to establish the nature and extent of existing site services. The investigation period includes a desktop study which collates all information available from the statutory service providers and those existing within the hospital records. The desktop study will assess the quality of the information available and conclude what further specific site investigations may be required to complete the overall service diversion strategy. These on-site investigations may include CAT scans, trial holes and slit trenches in key areas of the site. Once the desktop study and surveys are complete the services diversion strategy can be concluded by the Asset Management Company (AMC) and the services diversion contractor procured. Early road diversions will be required to enable various parcels of construction to commence; for example on the roads around parcels L and M and adjacent to mental health buildings J1-J7. The Multiservice contractor will manage the road diversions and ensure access to existing hospital buildings is not compromised. Detailed traffic management plans will be developed by the contractor (for approval by the project team and estate management) to address the following: Temporary road signage and access routes throughout the construction programme; Designated and dedicated pedestrian routes throughout the development works; Hoarding positions to segregate the works; and Temporary traffic signals as required. 4.0 Enabling Works & Demolition Works Prior to demolition of any buildings, various enabling works will be carried out in and around the site, and within the existing buildings and structures. These works include ecological, environmental and archaeological activities which will need sensitive management which will include: Asbestos Surveys and Removal under licence. (Control of Asbestos Regulations 2006); Habitat Surveys to indentify the extent of protected species using the site or existing Buildings; Archaeological Investigations and Building Surveys; and Ground contamination and remediation if required, pre & post demolition phase. 8 4.1 Asbestos Surveys & Removal The full extent of asbestos (hazardous Waste) in occupied buildings is difficult to establish due to the lack of access and potential risk and disruption to the occupiers. Full Type 3 MDHS100 Asbestos Surveys can be undertaken only once the buildings are vacated. These type of surveys are used to locate and describe, as far as reasonably practicable, all asbestos containing materials in the building prior to demolition or major alteration. The inspection will involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. This typically involves breaking open ceilings floors, partitions and internal boxing. It can also mean removing part of roof coverings that would affect the integrity of the roof. Where these works are proposed to the two listed buildings further consent may be required depending on the extent of the interventions. A full sampling programme will identify possible asbestos-containing materials and estimates of the volume and surface area of asbestos containing materials are made. Once the survey and recording process is complete, a licensed asbestos contractor will be procured to carry out the removal and disposal of the asbestos to licensed landfill sites under a consignment note issued by the Environment Agency. 4.2 Habitat Surveys Many animal and plant species are protected under Schedules 5 or 8 of the Wildlife & Countryside Act, or Annex II to the EU Habitats Directive. The penalties for reckless or deliberate interference with these species are severe and are often held to apply to the decision-makers in development companies. Even quite ordinary urban sites often support slow-worms, great crested newts, or bats. The consultant team have undertaken a number of surveys and these are described in the Environmental Statement contained in the planning application. It is anticipated that further studies and surveys will be required and these will be picked up during consultation with the relevant bodies. Any constraints associated with the results of these surveys will be considered and factored into the construction methodology. 4.3 Archaeological Investigations Initial discussions will be held with the Greater London Archaeology Advisory Service (GLAAS)to agree the Written Scheme of Investigation (WSI) for a programme of archaeological works prior to submission to the Local Planning Authority for approval. The Sites and Monuments Records (SMR) will be used as the core data through which GLAAS are able to base their advice and subsequent reports. The Archaeology chapter of the Environmental Statement provides the desk-based assessment of the site s archaeological potential. Once approval is granted by the relevant authority the WSI will be used as the basis to procure a registered Archaeological consultant / contractor for recording and carrying out of further investigations required pre and post demolition of the existing buildings throughout the site. 9 The Principal Stages for handling archaeology in the planning process, in line with the Government's Planning Policy Statement 5 (PPS5) are: Pre-Determination: Desk-based assessment (completed a part of the ES) Post-Determination: Field Evaluation Preservation in situ Preservation by record (excavation) Public dissemination of results 4.4 Listed Building and Curtilage Listed Building Recording A programme of recording of the listed and curtilage listed buildings on-site prior to conversion or demolition will be required. The level and method of recording will be agreed with English Heritage and Wandsworth s Conservation Officer. 4.5 Ground Remediation The geotechnical site investigation reports and bore-hole investigations will take place in the second quarter of 2012 and will be used to identify the extent of ground contamination and soil remediation required to the existing site and the new construction areas. Areas beneath existing ground bearing slabs will not be assessed for contamination until demolition and removal of the slabs is complete. This process will need to be managed in accordance with the recommendations of the consultants earthworks specification document, which will include the process for testing, disposal and removal to the satisfaction of the Environmental Agency. (Please refer to Infrastructure report for further details) 4.6 Demolition The appointed demolition contractor will be required to provide a method statement for carrying out demolition of existing structures. The methodology will be dictated by the type of construction and other influencing factors, such as the location of adjacent buildings and noise and dust generation. The scope of the demolition works include: The disconnections and removal of all mains service connections. Grubbing up all existing redundant and isolated existing services under the Site, including but not limited to electrical cables, other infrastructure cabling, gas mains, water mains, abandoned sewers and drainage. Removal and filling of soft spots, old cellars, existing basements and voids etc. Removal of all obstructions, old piled foundations and piling, redundant services and drains. Disposal of all surplus excavated waste materials arising from site, allow for disposal at appropriate licensed landfill site where material is contaminated. Where appropriate we will clean up materials and re-use on site to minimise traffic movements. Where appropriate, the demolition material or the arisings will be re-utilised on site by crushing and used for filling voids, adjusting and raising existing levels and as hardcore. It is intended that London Stock bricks will also be re-used. Page No: 9 of 22

12 5.0 Construction Traffic and Access to the Site In recent years the delivery of complex construction sites has become more efficient and better managed. A prime example of this, where big beneficial strides have been made, is in the employment of a construction logistics company to co-ordinate and direct the site wide migration of traffic, people and materials. Therefore it is The Trust s intention to employ a specialist Construction Logistics company to independently manage the construction deliveries regime and liaise with The Trust in respect of its day to day operation. The key parameters for site deliveries are discussed below and section 6.0 of this report specifies the role the logistics contractor will play. The contracting strategy for the procurement and management of each of the parcels will have an effect on the manner in which the overall development is delivered. The assessment in this report has taken the pragmatic view that some of the works on adjacent land parcels might be grouped together into one contract in order to realise efficiency in organisation and administration. The assumptions of which land parcels have been grouped together to form construction sites is shown on the Site Logistics Plan contained in section 4.0 of this report. The Hospital and Construction sites are accessed by the main traffic routes below:- A214 (Trinity Road) A24 (Balham High Street / Upper Tooting Road) A217 (Garratt Lane) All of these routes are heavily trafficked trunk roads serving south west London. The two access points into the site are from Burntwood Lane (B229) to the west and Glenburnie Road to the east. Glenburnie Road, (which has a traffic calming system) can be entered either directly from Trinity Road or via the extensive network of side streets from Upper Tooting Road, Trinity Road or Burntwood Lane. Glenburnie Road. Burntwood Lane has the larger and more open aspect of the two and is considered the more suitable approach for the majority of construction vehicles entering and leaving the development. Glenburnie Road could act as an alternative entry to the development if circumstances dictated the need to disperse some of the traffic away from Burntwood Lane. One way in which this could be implemented would be by allocating the Glenburnie Road entrance as the primary access route to certain parcels and Burntwood Lane route to the remainder. The parcel / entrance allocation could be amended over time as the development needs and local conditions change, however the aim would remain that the greater proportion of traffic uses the Burntwood Lane approach. 14 The number of delivery vehicles required to service the development throughout the duration of the project has been calculated and tabulated in the histogram included overleaf. This shows two peaks in deliveries coinciding with the busiest periods of construction, the first in 2014, reducing through 2015 and rising again to a similar peak at the end of We have calculated that the peak in 2014 will be between 40 to 45 vehicle movements per day. The 2017 peak will be significantly less at 22 to 27 daily movements. The number of vehicles needs to be reviewed in order to understand the comparative impact. Arup s measured survey of traffic on Burntwood Lane identified an average of around 11,500 vehicles per day (7am to 7pm). Of this between the peak hours of 7.45am to 8.45am 53 vehicles were HGVs. The Arup traffic study set out in the Transport Impact Assessment submitted in support of the planning application. Mitigation measures could include:- Signposting the access to the development from the major trunk roads by directing vehicles along designated routes. Managing deliveries to avoid periods during the school run. Forming a separate construction vehicle access off Burntwood Lane into a dedicated security / logistics marshalling space. This minimises the need for vehicles to stop or queue outside the site boundary. An area is identified on the Site Logistics plan enclosed elsewhere in this report. The temporary site access road would be designed with a better sweep into and out of the site than the existing junction which would improve traffic flows on and off the site and thereby enhance safety. Employing a security and logistics company to operate the site entrance with responsibility for monitoring the public highway and facilitate the entry and exit of vehicles from the site. They would also aggregate loads from different suppliers to improve effectiveness Site labour levels have also been assessed in order to ascertain the likely impact caused by staff and operatives transport to site. Site labour levels are calculated to peak at 600 operatives which coincides with the construction peaks described earlier. Although the site is served well by tube and bus services inevitably there will be a proportion of the site operatives and management wanting to travel to work by minibus or car. The Traffic Impact Assessment has made allowance for this and as a proportion of the overall traffic using the local roads this would represent a small percentage of the demand on the local infrastructure. Construction worker parking on neighbouring streets will not be permitted. Temporary car parking spaces for construction staff and operatives may be required and these will be located within the development and would be in addition to that required by he Trust. Provision will also be made for secure bicycle parking to encourage use by the construction workforce. Throughout the development the G1 bus route will be maintained and the new/improved bus services to be implemented will increase the proportion of construction workers using public transport in the later phases of the development. 19 6.0 Site Setup and Logistics A range of separate construction contracts will be awarded to suit the release of the individual parcels dependent on similar location, similar programme or similar design or typology. Consequently at the peak of construction there will be a number of concurrent projects in progress, each with its own principal contractor. This can lead to issues whereby each construction contractor vies for delivery slots. This will be overcome by appointing an independent specialist logistics company responsible for controlling and managing traffic flows to and from site and integrating this with The Trust s daily operational traffic requirements. The logistics contractor will be responsible for ensuring the activities of the overall development are co-ordinated with common areas proactively managed to ensure good neighbourliness and the continued smooth running of hospital services together with interfacing with the public, police and local authority. Once several projects are running concurrently the co-ordination of deliveries will be a major element in ensuring the smooth running of the project. Some of the measures that will be adopted to achieve this are:- Engagement of a single organisation responsible for implementing management systems to oversee security and logistics. Each parcel s principal contractor booking deliveries through a central system to avoid congestion at the main site entrance this will be imp[lamented using web based systems already in existence. Creating temporary construction vehicle entry and exit lanes from Burntwood Lane into a holding area; where the vehicles are checked off against the booking system and accepted or rejected. Firstly, this enables vehicles to pull in immediately off the public highway thus avoiding vehicle queues in Burntwood Lane. Secondly, by marshalling vehicles in the holding area they are only allowed to leave once the contractor has confirmed its entrance is clear and ready to receive the vehicle. Finally drivers will be clearly briefed and directed as to which parcel to go to. The logistics team will police estate roads, ensuring that they remain clean and clear and oversee the public highway being proactive to any abnormal needs, such as cleanliness, unexpected queues and access of emergency vehicles. The logistics team are the single point of contact for communication with the hospital, other occupiers, local authority and residents. Within the development, each site will be hoarded off to demarcate and secure its perimeter. The security and logistics arrangements for each site will be the responsibility of its principal contractor. Within the development, the roads will be shared by construction vehicles and public. Traffic management plans will be implemented and updated regularly as site demands change and to ensure the segregation of pedestrians and vehicles. Each parcel s principal contractor will be responsible for providing wheel washing facilities to ensure that mud and dirt is not carried onto the estate roads and subsequently onto the public highways. If necessary, wheel wash facilities will also be provided at the site exits and road sweeping equipment will be provided to maintain both the estate roads and public highway as needed. The logistics team will enforce speed limits on the estate roads. Each parcel s principal contractor will be responsible for removing its own waste. As the details of each parcel are developed, the principal contractor will be encouraged to maximise recycling, consider waste segregation and minimise waste generation. Page No: 16 of 22

20 The quantity of material taken off site will be minimised by, for example, crushing and grading hard demolition arisings for use as hardcore and generally finished ground levels will be designed to balance fill by using arisings. In recent years trials in the use of consolidation centres have been under way to try to bring about change in the way construction logistics are tackled and generally these initiatives have had the support of Transport for London (TfL). There remains a rapid change within the industry with an emphasis on sustainable development and initiatives to evaluate the benefits of consolidation centres have been carried out in partnership with TfL. The outcomes of these studies have identified benefits on a number of major projects within the City of London but there remain unanswered questions about the cost, efficiency improvements and other practical considerations. It is not clear that the benefits should be repeated for Springfield, given the location of the site, the volume of construction in progress at any one time, and the location of a suitable consolidation facility. However, innovation in this field continues and this matter will be kept under review for the future. The assessment in favour of consolidation centres would address, among other matters, the following:- What proportion of the materials for delivery to site could be handled via a consolidation centre? For example many of the raw materials required cannot be consolidated, such as ready mixed concrete, structural steelwork, reinforcing steel and brick deliveries. Of the materials that could be consolidated, what efficiencies might be achieved, e.g. how many vehicle deliveries to site would be saved? The industry has yet to be able to provide accurate data to substantiate some of the claims being made currently. How is the cost of a consolidation centre funded? Where can the consolidation centre be located? There are currently two centres operation; one in Silvertown, East London and the other at Heathrow. The location of a consolidation centre is an important consideration, not least of which because of the increased traffic volumes it creates. Evidence that there is a viable business case for consolidation. Every principal contractor will be required to register with the Considerate Constructors Scheme. They, and all sub contractors involved, will be required to comply with the requirements of the Scheme. The code commits those contractors in the Scheme to be considerate and good neighbours, as well as clean, respectful, safe, environmentally conscious, responsible and accountable. The Scheme is independently audited by the Considerate Constructors Scheme and points are awarded depending upon the level of compliance. 24 7.0 Description of the works and construction methods Please refer to Environmental Statement Chapter 5 Demolition and proposed development. 8.0 Environmental Considerations During Construction The legal responsibilities for each principal contractor are well defined in Law, however a schedule of roles and responsibilities will be developed for inclusion in contract documentation to eliminate ambiguity at the interfaces of the parcels and in common areas. The main environmental issues arising during construction have been identified below and above in section 4. These will be developed further into detailed Environmental Management Plans for each site. 8.1 Site Working Hours Prescribed hours of work will be agreed with the local authority. It is anticipated that the normal working hours will be 8.00am to 6.00pm Monday to Friday and 8.00am to 1.30pm on Saturday. Work outside agreed hours will be subject to prior agreement with the Hospital and the Local Authority as appropriate. 8.2 Site Procedures (i) Site Security Each parcel principal contractor will be responsible for maintaining the security of its own parcel boundary, and operating its own system to control entry of personnel onto site. Unauthorised access to the site will be prevented by providing hoardings around each site. During working hours, access gates will be kept closed except when vehicles are accessing or leaving the site. Site entrances and exits will be clearly marked. Outside of working hours the parcels will be secured. (ii) Traffic Management and Pedestrian Access One of the key requirements of this project is to coordinate the construction works so that public access is maintained and that The Trust s operations continue to function safely and smoothly. The Trust have already developed and implemented a Travel Plan for the site which will be extended for the project. The responsibility for ensuring the co-ordinating the activities of all of the parcels and their effect on the common areas will be undertaken by a single organisation appointed by the Trust. The estate wide Traffic Management Plan will be maintained to coordinate how the overall network of roads and footpaths will operate at each phase of the development. This will ensure the efficient and safe movement of vehicles and pedestrians and that pedestrian walkways within the estate are kept clear at all times. It will also ensure that ramps and signs are provided and that footpaths are wide enough for wheelchair access. Pedestrians who are mobility impaired or who have sight or hearing difficulties will still be able to gain access to public footpaths and pavements adjacent to the site. Each parcel principal contractor will be required to prepare its own Traffic Management Plan for approval which will then be integrated into the overall estate wide Traffic Management Plan. 25 An information board will be provided on the hoardings which details the relevant contact details for key site personnel, as well as providing information related to the development works. Road signs/names should be able to be clearly seen, or where a sign or name is obstructed, a replacement will be erected. Where the design of the building on the parcel requires that scaffolding fans or the like are required to protect members of the public then such measures will be undertaken by the parcel principal contractor. (iii) Site Facilities Each parcel principal contractor will be responsible for providing its own canteen and welfare facilities for the site operatives. In line with the requirements of the Considerate Constructors Scheme, a high level of site welfare facilities should be maintained. Toilets should be screened and the site should be cleaned on a regular basis, especially around canteens and toilets. The use of radios will not be permitted All site facilities will be contained within the curtilage of the site area, including skip storage. If for any reason, it is necessary to load and unload outwith the individual parcel boundary, this will be agreed in advance with the central logistics co-ordinator. All deliveries/ dispatches are restricted to the same working hours as the construction works. (iv) Site Floodlighting Flood-lighting in areas adjacent to sensitive receptors (i.e. nearby residential properties, residential care home and hospital wards), will generally be limited to the working hours identified in Section 6.1. Where light glare may cause a nuisance, light shielding will be considered. Site lighting will be kept to a minimum, whenever possible, taking into account the needs for site health and safety and security. Hoardings will be lit from half an hour after sunset to half an hour before sunrise 8.3 Noise, Vibration, Dust and Emissions During the detailed design phase, full assessments of the potential impacts of the construction works on air quality and noise and vibration will be prepared. The measures that could be adopted to mitigate the nuisance are:- Choice of methodologies to minimise generation of noise, vibration and dust, for example the use of cutting rather than breaking in order to reduce the transfer of vibration. Setting of 'Action Levels' for noise and vibration. Routine monitoring of noise, vibration and dust at the site boundary and sensitive receptors. Use of hoardings for as long as practicable to provide acoustic screening. Requirement for engines to be switched off on-site when not in use, use of quieter plant, regular plant maintenance, screening of plant (if appropriate). Spraying of areas with water to dampen down dust when conditions dictate. Effective wheel/body washing facilities to be provided and used as necessary. Use of a road sweeper whenever the need for road cleaning arises; Sheeting of vehicles carrying waste material off-site. Strictly prohibiting fires on site. Page No: 20 of 22

26 8.4 Waste Minimisation and Management Procedures will be developed to ensure compliance with statutory obligations and good practice requirements for waste management. Each Principal Contractor will be responsible for managing their own waste. Initiatives to reduce waste streams should be incorporated where possible and recycling and segregation of waste material on site will be encouraged. 8.5 Neighbour and Community Liaison A Construction Liaison Manager will be identified to address neighbour and community relationships during the development works. The Considerate Constructors Scheme highlights the importance of considering the needs of local people, businesses and visitors. Consultation should be carried out regularly, to ensure this is being achieved. Prior to commencement of each principal contractor s phase of work, where possible all neighbouring occupiers will be contacted by the liaison manager to explain the activities to be undertaken, the duration of the works and the working hours. The liaison manager will be introduced as the main point of contact. Communication with The Trust and neighbours can be enhanced by the use of newsletters, notice boards and websites. Each principal contractor will need to address the codes of conduct required from operatives and staff during the site induction. The principal contractor will ensure that these standards are being adhered to. Where relevant, neighbours will also be specifically informed about any abnormal work or road closures proposed. A complaints procedure should be implemented to log and respond to issues raised by neighbours, The Trust or a member of the public. Where possible, measures should be put in place to avoid recurrence of the complaint. Page No: 21 of 22
