2 OBJECTIVES OF 7 TH EUROASIAN ENTREPRENEURSHIP AND MANAGEMENT NETWORK CONFERENCE The current conference is the 7 th in a series launched in Earlier conferences have been held in Amsterdam, New Delhi, Pune and Bangalore. The current conference is a 2-day event with each day having its own theme focus and specific objectives. Day 1: 21 st October, 2008 Theme: Technology Sourcing Strategies for Export Competitiveness Specific objectives To focus on capacity building to facilitate technology sourcing skills in industry, academic and R&D institutions and policy makers. Also we will: a. Examine the modes, trends and practices in technology sourcing b. Explore trends in Technology transfers c. Explore the avenues for financing Technology Sourcing d. Examine the role of ICT and Information networks in technology sourcing To explore opportunities and discuss issues and challenges in developing and managing collaborations and Partnerships To examine issues and challenges and come up with actionable insights for enhancing technology intensive exports from India Day 2: 22 nd October 2008 Theme: HR Capacity Building in Entrepreneurship and Innovation Management in India To review and discuss the status of education and training in Entrepreneurship and innovation management in India (EIM) To identify the EIM needs in India To discuss best practice and trends in EIM education and training To discuss the status of European and Indian industrial needs for education and Training To identify the institutions and areas for collaborations and partnerships between Europe and India, in EIM To prepare an action plan for promoting collaborations and partnerships in EIM education, training and research between Europe and India. 2

3 21 st October 2008 Theme: Technology Sourcing Strategies for Export Competitiveness Introduction Indian industry has been largely import intensive in technologies, know-how, turnkey projects, sophisticated capital goods (plant & machinery) etc. The products and services range from low to high technology intensive areas, and also generally adopted reverseengineering coupled with localised innovations. However, the needs and strategies for technology sourcing have undergone a sea change after 1991, specially in recent years where Indian industry has not only withstood the challenges in globalizing economy, but has grown and expanded to global scales across the board. This growth has been generally based on entrepreneurship and restructuring of business strategies and operations for competitiveness and growth. The strategies are mostly based on organizational efficiency, quality improvement, cost reduction, financial and management modelling, economy of scales, and aggressive marketing, etc. The government policies and FDI flows have fuelled this growth. The increased R&D expenditures, foreign partnerships, networking, and an outward futuristic looking attitude have catalysed the technological and innovative capacities in many sectors such as pharmaceuticals, engineering, auto components, and chemicals. The Indian industry is now maturing and preparing itself to ride the high value chain in technology intensive manufacturing and services, and therefore, has to look for technology souring strategies and collaborations for future growth and sustainability. Accordingly we will focus our attention on Day 1 to the theme of Technology Sourcing Strategies for Export Competitiveness. Large enterprises may have resources and capabilities to develop competitive technology strategies, while SMEs are constrained, and are therefore facing difficulties in restructuring their business operations in ever liberalizing economy. Technology, innovations, and skills development are usually capital intensive operations with risk. Therefore, it is necessary that SMEs are guided and supported by the government, in developing skills and capabilities for evolving technology strategies for their sustainable growth and competitiveness. Nurturing entrepreneurship and innovation capabilities is important for SMEs too. It is acknowledged that there is a wide gap in technological capabilities in several sectors in Indian industry compared to those in advanced countries. Europe is a major technological and industrial partner for India. At the same time, India offers several comparative advantages for European businesses and industry. The 1 st day of the conference is essentially aimed at enhancing capacity building and skills up gradation for developing strategies. We will discuss current trends and issues involved in technology sourcing, particularly for SMEs. A key focus area will be on developing foreign technological alliances and partnerships, and identifying appropriate suppliers for plant & machinery where technologies are often sourced in embedded form. Technology sourcing in various forms provides large business opportunities for all the parties concerned. We will focus on Food processing, auto component, and IT industries. 3

6 22 nd October 2008 Theme: HR Capacity Building in Entrepreneurship and Innovation Management in India Introduction Entrepreneurship and innovation, closely related to each other, are main driving forces for growth and competitiveness of businesses in the globalizing world. There is a need to examine the existing support mechanisms in the context of emerging needs of industry and society under the new world trade rules and systems. Most of the developed countries have gained experiences and built capabilities over a period of time, to nurture and promote entrepreneurship and innovation management in industry. A recent Confederation of Indian Industry (CII) survey of chief executives in India indicated that majority of them have placed innovation as one of the top three priorities in their corporate strategies but have concerns about the availability of human resources with the appropriate skills and the returns on investment in innovation. However, as the manufacturing sector matures and Indian industry rides the value chain for growth and competitiveness, Indian industry appears to be prepared to take more risk through larger investments in R&D and technology, and strategising innovation management practices. Entrepreneurship development has been recognized as an important academic and training activity in India, and a large number of institutions and programmes are aimed at fostering and nurturing entrepreneurship including Science & Technology based enterprises. However, there appears to be a need to remodel and strengthen the existing institutional mechanisms through modernizing academic courses, teaching standards, and facilities etc., so as to develop more successful entrepreneurs and professionals with employable skills in industry. Similarly, innovation management education in India is yet to catch up in technical and management institutions though some of the leading institutions such as IIMs and IITs have introduced innovation management related courses selectively. There appears to be a vast potential and scope in innovation management and entrepreneurship education and training relevant to industry in India. Education is a priority sector for India now, specially higher and professional education for meeting industrial and societal needs. The S&T Policy 2003, National Knowledge commission, and national manufacturing competitiveness council etc have recommended the measures and strategies for effective and employable HR capacity building programmes in academia and industry. The 2 nd day of the conference essentially focus on examining best practice and needs of the educational and training systems in relation to Innovation Management and Entrepreneurship in Europe and in India. We will focus on exploring the emerging needs and opportunities in India how existing activities can be strengthened and supported using collaborative arrangements and partnerships with Europe and other countries in Asia. 6
