The Government of Nepal invites Expressions of Interest (EOI) for the purpose of short listing the qualified, eligible and experienced domestic Consultants/Consulting Firm(s) for a) Citizenship Management System with Data Migration. b) e-attendance System. 2. Consulting Firms experienced in the above works and willing to provide the services are hereby invited to submit their 'Expressions of Interest (EOI)'. The EOI shall be submitted in a sealed envelope and must reach the MOHA no later than the 12:00 hours on the 16 th day of first publication of this notice. 3. In case the day of submission of the EOI falls on a public holiday, the EOI shall be submitted on the following working day. Only those short listed Consultants/Consulting Firms(s) shall be invited to submit the 'Request for Proposal (RFP)' for the mentioned job. The firm(s) shall include in their Expressions of Interest following information in measurable terms and any other information that they may feel will support their application. a. Financial Capacity and Annual Turnover of last 5 years b. General Experience of the Firm(s) c. Work Experience in Similar Works d. Manpower Resources e. Infrastructure and Technical Competency f. If two or more or companies are to be provided consultancy services as a group, organizations or a joint venture, the name, address, profile of such firms or company and the name of lead firm or company. 4. The experiences of Government of Nepal's projects or GoN owned institutions only to be counted in General and similar works and the firm/s shall produce certified evidences of completion of the job from concerned agencies of Government of Nepal. 5. A Firm is permitted to submit one EOI either single or in a joint venture, failing which such Firm shall be not be short listed. The Ministry reserves the right to shortlist or not to shortlist any or all of the Firms without assigning any reasons whatsoever. General Information Purpose of inviting the EOI: INFORMATION TO THE CONSULTING FIRM The main purpose shall short-list suitable consulting firm to design, develop and implement e-attendance System card. Minimum eligibility of the firm: Established Company, Firm or Institution having: At least 3 (three) years of experience in the field of e-attendance Software Development, e-attendance device & RFID card in Nepal. Deadline for submission of EOI: Number of copies to be submitted: 16 th day from the first date of publication of the Invitation notice for EOI One Joint Venture: Duration: Information from the Client: A firm may apply to be short-listed alone or in joint venture with other firms. However once short-listed, JV partners are unchangeable. The work shall be completed within 90 (Ninety) days from the date of signing of the contract. The shortlist shall be published on the Client s notice board, at the web-site: within a week from the last date of submission of the EOI. The Client shall mail the short-list to each of the firms/jv submitting the EOI and initiate the process of RFP without waiting for the receipt from the firms that they have received the short-list. 2. General Mandatory Requirement Company Registration with Company Registrar Office, VAT Registration, PAN Registration Tax Payment of Fiscal Year 2069/70 Firm registration should be of 3 years or more after the first successful assignment. Firm should have done implemented of e-attendance System at least 5 government offices in Nepal. Firm should have done at least one project having value more than NRs. 1.5 million in last 3 years. Firm should have done Software (Application) development project having database system. Firm should be registered for Information Technology Solution/Software Development The average transaction of the firm should be at least NRs 15,00,

Background: Electronic Attendance has become very useful software which has been installed and implemented to some of the government sectors, among them MoHA has also implemented this software since the fiscal years of 2068/069 to till this date successfully. Due to some of the features of this software, attendance system of MoHA has become more systematic, reliable and transparent. Similarly, the software has facilitated to manage the attendance record of employee properly in MoHA. Furthermore, the report of attendance can be generated daily, monthly, and even yearly through this software which is really fruitful. MoHA is using web based E-Attendance system for attendance of all the staffs. The attendance users can view their attendance details, apply for leave and can generate different types of report as required. MOHA is planning to implement e-attendance software to all the offices under it, therefore, during this fiscal year MOHA is going to install e-attendance system in 15 District Administration Offices (DAO). 4. Objectives: The objectives of implementing e-attendance software in the DAOs are as follows: Storing all DAO's employee attendance and leave management record centrally. Distributing RFID card for all attendance users. Keeping a standard system for e-attendance in MOHA and all the offices under it. Managing employee personnel information centrally. Unifying the e-attendance software in MOHA and offices under it. Generating user based e-attendance reports. 5. Scope of work The company should be responsible to supply, deliver, and to install e-attendance devices in the mentioned district. The company should also responsible for the necessary wiring between devices and local computers. The company should provide detailed training about user registration and system operation in respective districts by coordinating with MoHA. E-Attendance system should have the following features: Web Based Application.
