1 TCIL/61/12/IT/ /12/2014 Expression of Interest for Identifying Partner for development and Integration of IT enabled Software Services Introduction TCIL intends to empanel Software OEM bidders to implement IT, HIS and ITES solution at various locations throughout India. TCIL invites applications for Expression of Interest (EoI) from experienced, capable and financially stable Bidder s to provide the entire solution on Turnkey basis. Bidder s having the required capabilities and willing to work on back to back terms and conditions may apply for this EOI. This invitation for EoI should not be constructed as Tender/Request for Proposal (RFP) in any form and would not be binding on the TCIL in any manner whatsoever. Scope of Work The Scope of work primarily involves but not limited to following. The detailed scope of work will be elaborated in the Request for Proposal (RFP) document: I. Supply and commissioning of platform-independent, web-enabled, scalable software package for pay bill management integrated with biometric capturing Aadhar authentication, pension module and TDS software along with supply of biometric attendance devices. II. Medical record management system with digitization of the medical records and capable of generating of various reports as required by end user for quick retrieval of records as per the requirement of users. III. Supply and implementation of web based software, commercial off-theshelf (COTS ready) having following modules: IV. a. File Tracking System b. Dynamic Customer Interface Module c. Customer Communication Module d. Asset Tracking and Management Module e. Stock Management Module f. Contract Management Module g. Facility for NOTTO registration h. Various Data Analytical Reports as required by the end users department Providing man power for managing the above services based on requirement. Other services as may deem fit as required by the end user department.

Of India Enterprise ISP 9 Bidder should have successfully executed web based software and services Project worth 1 Cr in last 4 years in India 10 Bidder should not be declared blacklisted / ineligible to participate for bidding during last five financial years by any State/Central Govt. or PSU due to unsatisfactory performance, breach of general or specific instructions, corrupt / fraudulent or any other unethical business practices 11 Company must have ISO certification of 9001 & ISO for the last two years without any discontinuity 12 Bidder must have a functional office (Delhi/NCR region) for the last two years 13 Bidder must submit last three financial years Audited Balance Sheets 14 Bidder should submit a bank solvency certificate for Rs 2 Cr issued by the their banker on or after EOI publishing date 15 Confirm whether you own the software 16 Confirm whether you own the IPR rights for the software 17 Confirm whether you use Open Source Software. Preference will be given for the Bidders using Open Source Software 18 Consortium/Joint Venture/Joint Bidding is Not Allowed 19 Bidder Should have at least 250 employees as on the date of 30/11/2014 on their rolls. (b) Undertaking (on Letterhead) to submit bid security and any other Bank Guarantee (BG/DD from any Nationalized Bank) to TCIL Undertaking to get required certificate & support (warranty & postwarranty) for software in the name of TCIL from the OEM as per customer tender requirement. Undertaking to obtain relevant Statutory licenses for operational activities. 12 Authorization letter to submit the EoI on behalf of the bidder issued on or after the EoI issue date. 13 Willingness to sign MoU/Teaming Agreement with TCIL for addressing the customer tender as per customer s terms and conditions 14 Clause by clause compliance of EoI terms with references to supporting documents. 15 Bank Solvency Certificate for Rs 2 Cr on or after the date of EOI publishing date 16 Manpower details available with bidder indicating the break-up of skill set. 17 Employee count statement signed by HR manager for India and Delhi (NCR) separately 18 Brief Project Approach and Methodology Yes/No If Yes, Ref Document Note 1. 5 2. The process of inviting Expression of Interest shall not imply any contractual obligation whatsoever. TCIL reserves the right not to proceed with the Project without assigning any reason thereof.
