1 NATIONAL SOCIAL SECURITY FUND DE POINT CONSULTANTS LIMITED Notice of Expression of Interest for Provision of Consultancy services for Real Estate Marketing, Branding and Sale of Housing Units at Lubowa Housing Project Phase 1: Procurement Reference Number: NSSF/CONS/14-15/00056 (RE-ADVERTISED) 1. De Point Consultants Limited is a third party procurement agent of the National Social Security Fund (NSSF) on this procurement. We, therefore, act on behalf of NSSF in that capacity. 2. NSSF has allocated funds to be used for the acquisition of the consultancy services for Real Estate Marketing, Branding and Sale of Lubowa Housing Units. 3. De Point Consultants Limited now invites eligible consultants to submit sealed expressions of interest to undertake market research, develop a unique brand name(s), and a comprehensive marketing strategy for the Project, with detailed activities on how the branding, marketing and sales strategies will be implemented. The Consultant should indicate how they will develop and implement a comprehensive public relations (PR) strategy, undertake concept development, production and execution of all marketing campaigns including branding, advertising and other marketing materials for the Lubowa Housing Project-Phase The Lubowa Housing Project in Wakiso district is conceptualised to be self sustaining mixed-use housing development of approximately 2,740 housing units of various categories on a site of approximately 565 acres. Phase 1 of this project comprise an estimated 325 residential houses with associated infrastructure and retail facilities. 5. The method for this procurement will be by publishing a notice inviting expression of interest and developing a short list contained in the Government of Uganda s Public Procurement and Disposal of Public Assets Act, 2003 and the PPDA (Procurement of Consultancy services) Regulations, Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation. 7. The short listing criteria will include submission of the following information and duly certified true copies of original documents: a) Documents evidencing eligibility of the Consultant/Firm which shall include: i. A valid trading licence or its equivalent. ii. A signed statement by the authorised officer indicating that the Consultant/Firm does not have a conflict of interest in the subject of the procurement. iii. All firms registered and trading in Uganda should also submit NSSF clearance certificate indicating that the firms paid Social Security Contributions up to 31 st July, iv. An annual income tax clearance certificate for the financial year 2013 or 2014; or an original transactional income tax clearance certificate for this Expression of Interest. The original transactional income tax clearance

2 certificate should be addressed to National Social Security Fund. v. The firm shall be required to submit a complete set of certified copies of audited financial accounts for the years 2011, 2012 and Including: statement of comprehensive income, statement of financial situation, statement of changes in equity, statement of cash flows and notes to the financial statements. vi. A signed statement by the authorised representative that the firm is not insolvent, in receivership, bankrupt, being would up or subject of legal proceeding. vii. A signed statement by the authorised officer that the firm and its directors are not suspended from participating in public procurement. viii. Original registered power of attorney of the authorised representative of the firm. For firms outside Uganda, the registered power of attorney shall also be notarised. ix. A copy of valid passport for the authorised representative. x. A recommendation from a registered association of real estate management or marketers in the Consultant s country of domicile. xi. xii. xiii. xiv. xv. A letter of introduction authorising the employer or his agent to verify information declaration and submissions by the firm with appropriate authorities. Full names, physical address, telephone and address of the Consultant/Firm. Memorandum and Articles of Association or equivalent. Certificate of Incorporation or Certificate of Registration. Company Form 7 or equivalent evidencing current directors. b) In case of existing Joint Venture: The firm should also submit the following: (i) A duly certified copy of the registered joint venture Agreement. (ii) Separate original registered power of attorney from each party to the joint venture confirming participation in this procurement process and authorising the signatory on behalf of the party to the joint venture as in (a) viii above. (iii) An original registered power of attorney for the authorised representative to the joint venture. (iv) A copy of valid passport for the person duly authorised to sign on behalf of the joint venture. (v) Each party to the joint venture shall also separately submit ALL eligibility documents and information required in clause (a) above. c) In case of government owned entity: The firm should submit: (i) Certified copies of documents establishing legal and financial autonomy and compliance with commercial law. (ii) An organisation structure. (iii) An authorisation from domicile government allowing the entity to express interest in this assignment. (iv) A recommendation from a registered association of marketers in the Consultant s country of domicile. (v) The entity shall also submit ALL eligibility documents and information

3 required in clause (a) above. d) The Consultant/Firm should explicitly demonstrate the understanding of the terms of reference and the assignment. e) Demonstrate general experience of at least 10 years in the fields of branding, marketing and sale services. The Consultant should submit copies of contracts, contract completion certificates and at least 5 letters of reference from previous clients. For JVs, each party shall submit the requirements. f) Provide evidence of specific experience in branding, marketing and sales in at least 2 similar assignments in real estates with minimum total contract value of US$ 140,000 (United States Dollars One Hundred Forty Thousand Only). For on-going contracts, the Consultant should have implemented the contract to at least 75% of the contract value. One of the 2 similar assignments must have been performed within the last 5 years. A copy of the latest deliverable for the on going contracts and evidence of its acceptance by the employer shall be required. The Firm shall also submit copies of complete sets of Contracts or Purchase Orders fully signed by the firm and the client; contract performance certificates and letters of reference from the previous clients. For JVs, the aggregated experience of both parties on at least 2 similar assignments should meet the minimum contract value of US$ 140,000; the lead party should contribute at least 60% of the minimum required value; and the roles of each party to the past or existing JV assignments must be indicated. g) Demonstrate availability of required skills specifying numbers with a brief on manpower expertise and areas of competence for each expert, and provide evidence that the expert is suitable for the assignment. The Consultant should submit a team of suitably qualified personnel with the following minimum qualifications. The team leader and all the key staff shall be required to submit duly signed CVs, copies of certificates of professional and academic qualifications, letters of reference from past and present clients or employers on professional hands on experience. (i) Project Manager / Team Leader (1): The project Manager/Team Leader should have a minimum professional experience of at least 12 years. Must have a Master s degree in Real estate management, Branding, Marketing, Business, Economics, Finance, Accounting, Project management, Engineering or other related fields from a recognised institution. Professional Qualifications such as CIM or other similar professional qualifications will be of an added advantage. Must demonstrate relevant technical experience and also submit evidence of broad-based experience in developing brands and marketing plans, management of at least 1 similar large scale housing development project in scope and magnitude, and have regional experience in the African context. (ii) Brand and Marketing Consultant (1) The Brand and Marketing Consultant should have a minimum professional experience of at least 8 years. Must have a Master s degree in Branding, Marketing or other related fields from a recognised institution; and a professional qualification such as CIM or other similar professional qualifications. Any other relevant qualifications or certifications will be of added advantage. Must demonstrate and submit evidence of relevant technical experience and specifically evidence of broad-based experience

4 in developing brands and marketing plans and sales of similar large scale projects in scope and magnitude, and has regional experience in the African context. Experience in large scale housing development projects will be an added advantage. (iii) Animation Consultant (1) The animation consultant should have a minimum professional experience of at least 5 years. Must have a bachelor s degree from a recognised institution, and a post graduate professional certification in animation, graphic and digital design, 3D animation and graphics or other related fields. Must demonstrate and submit evidence of relevant technical experience in animation for a brand of a similar project, in scope and magnitude, and demonstrate experience in the region in the African context. Experience in large scale housing development projects will be an added advantage. (iv) Website Development Consultant (1) The web site development consultant should have a minimum professional experience of at least 5 years. Must have a Bachelor s degree in Information and Communication Technology, Computer Science, Computer Engineering or other related field from a recognised institution, and a related professional certification. Must demonstrate and submit evidence of relevant technical experience in website development for a brand of a similar project in scope and magnitude in the region and in the African context. Experience in large scale housing development projects will be an added advantage. (v) Research Consultant (1) The Research Consultant should have a minimum professional experience of at least 5 years. Must have a Master s degree from a recognised Institution. Must demonstrate and submit evidence of relevant technical experience in carrying out broad based applied research both locally and internationally. Experience in similar large scale or housing development projects in scope and magnitude will be of an added advantage. (vi) Real Estate Agent / Expert (2) The Real Estate Agent /Expert should have a minimum professional experience of at least 5 years. Must have a bachelor s degree from a recognised Institution. Any relevant post graduate professional qualifications or certification will be of an added advantage. One of the Experts must be a member of the Association of Real Estate Agents in Uganda. Must demonstrate and submit evidence of relevant technical experience in managing similar large scale or housing development projects in scope and magnitude and have regional experience in the African context. (vii) Brand Analyst (1) The Brand Analyst should have a minimum professional experience of at least 5 years. Must have a bachelor's degree from a recognised institution

5 and a professional qualification in Branding, Marketing such as CIM, or other similar professional certifications. Must demonstrate and submit evidence of relevant technical experience in similar large scale housing development projects in scope and magnitude. Experience in the African context will be an added advantage. 8. Consulting real estate firms may form joint ventures with branding and marketing firms to enhance their qualifications. The registered joint ventures or a memorandum of understanding for intended joint ventures for this assignment should be submitted or clearly indicated in the Expression of Interest. 9. Interested eligible consultants may obtain further information at the address given below from 9.00am to 4.00pm (Local time) during working days. 10.
