From Whitehall to orbit and back again: using space in government 18 th June 2014 Bristol 25 th June 2014 Liverpool 3 rd July Newcastle Space for Smarter Government Programme (ssgp@sa.catapult.org.uk)
Aim: To inspire you to use satellite data and enabling technology for smarter working
The UK Space sector Contributes 9.1 billion to the economy and directly employs 28,900 Estimated jobs supported by space 101,000 Three quarters of staff are graduates UK space sector average growth rate 7.5% pa Estimated UK share of the global market 7% Targeting a 40B turnover in 2030, which means 100,000 new jobs 37B of this will be in satellite applications and services
The opportunities from Space the perfect storm Technological advances in satellite capability Political commitment to fund operational services Funding opportunities for application development Skills and people across UK public and private sector Help to navigate the industry and technology So what can the Civil Service do to realise the opportunities?
The Basics of Satellite Applications You know about: Google Maps = Earth Observation Sat Nav = Global Navigation Satellite System (GNSS) receiver Sky TV and media broadcasting = Satellite Communications Did you know? Radar can see through clouds so you can get image in any weather and in the dark Some satellites can be tasked or asked to collect the data you want Copernicus will give you free data about the earth for many years Galileo is about to be launched and will enhance your GNSS service A satellite built in the UK was the first to provide disaster recovery data to the USA in the wake of Hurricane Katrina
Satellite Position, Navigation & Timing (PNT) Navigation satellites provide us with essential information that is used for: personal navigation logistics timing for financial transactions synchronisation of power stations Trends Improved redundancy Premium services with higher resiliency and accuracy Improved trust, accuracy, resilience and integration with complementary solutions Opportunities Autonomous vehicles Security and accreditation
Galileo European alternative to GPS (USA) and Glonass (Russian) A civilian, rather than military service Provision of: Open and free to use signal Public Regulated Service: encrypted signal for secure navigation Search and Rescue Service Fee based commercial services The kit to receive the signal is in your smart phone, the applications are endless
Satellite Communications Direct to home (DTH) broadcasting HDTV and digital TV Including broadband global area network (BGAN) creation Enables affordable broadband communications in remote areas Source: Telephony and data applications 2-way communications between remote areas is achievable
Earth Observation Optical Sees what the human eye can see Needs fine weather RADAR Can penetrate cloud cover Works at night Image needs processing Source: ESA Source: SSTL NovaSAR brochure
Earth Observation Earth Observation (EO) satellites help us to monitor and protect our environment, manage our resources, respond to global humanitarian disasters and enable sustainable development. Images can be processed to provide maps and/or essential information on a vast number of areas, including: marine environments climate change pollution monitoring crop health
Copernicus has now been launched European Earth Monitoring Programme Sentinel 1a successful launch 3 rd April 3.2bn Euro over 7 years Developing ground segment to give unique UK access to data Assumed continuous monitoring FREE DATA at point of use
Copernicus Sentinels Includes optical and radar payloads which will measure: Sentinel 1 oil spills, sea ice, marine winds and waves, land use change, land deformation and respond to emergencies such as floods and earthquakes. Sentinel 2 vegetation changes during growing season, land management, disaster control and humanitarian relief. Land-coverage maps, land change detection maps and geophysical variables that use leaf area index, leaf chlorophyll content and leaf water content. Will also provide images of floods and volcanic eruptions. Sentinel 3 global sea surface temperature to 0.3K; sea-surface topography; sea and land temperature; and ocean and land surface colour. Sentinel 4/5 atmospheric composition. Services include: monitoring air quality; stratospheric ozone; solar radiation; and climate monitoring. Best spatial resolution = 5m
Copernicus - Services Maritime Land Atmosphere Emergency response Security Climate change Products delivered under these services to be defined by Member States Defra lead the user forums
Latest Commercial EO Services NovaSAR Due for launch 2016 medium resolution SAR data and capable of imaging day or night through clouds The public sector and academia will be able to access this new source of data for research into a range of applications such as sea-ice monitoring, maritime surveillance and flood mapping The UK Government will also be able to task the satellite COSMO-SkyMed 4 x high resolution SAR satellites i.e. a RADAR satellite that can see through clouds UK Terminal at Harwell
Case Studies of Operational Services Somerset Levels Flooding Habitat Mapping Air Quality Awareness Access To Broadband In Remote Areas Management Of Assets In Remote Areas Optimising Fertiliser Use & Improving Crop Yield
Case Study: Somerset Levels Flooding Wettest Winter on record combined with the largest tidal surges for 60 years Focused, coordinated response effort between Agency staff Image from Western Daily Press
