Q1: What is the preferred method of proposal response for CTN, hard copies delivered to your office (if so how many) or to the RFP address? A1: Please submit proposal response electronically to: rfp@cotelehealth.net Q2: Once the RFP is awarded, contracting for services will be done by the winning vendor(s) directly with each HCP? A2: Vendors should expect to contract directly with HCP s for eligible services. Additional contracts may be necessary to establish CTN s required role in the billing process. Q3: Does each participating HCP need to be able to connect to any other locations outside of their organization via a private layer 2 WAN, or just within their own HCP environment? A3: Each HCP needs to connect only their own environment. Site must have the capability of having secure virtual circuit connections to every other site in the organization. Service must support layer 2 virtual local area network. Q4: Please confirm the preferred layer 2 WAN is a : 1) Ethernet Network Service (ENS) a layer 2 meshed any to any site type configuration or a Ethernet Virtual Private Line (EVPL) a layer 2 point to multi- point configuration? A4: The preferred is the most cost efficient. Q5: What is the main WAN Hub location and desired port speed then for each HCP (Denver Health & Salud Family Health Centers) A5: See A3, we have provided minimum speed requirements for all sites. Please provide the most cost effective solution that supports the maximum number of calls. Q37: Line 34B - Confirming one DS-3 type of WAN speed needed either ENS or EVPL? A37: Q38: Please provide clarification of the following service Data T1 end points A38: See Q7, Q39: Broadband connectivity, MOE, or MPLS Is this a point-to-point type of service or full mesh? A39: In some cases are unknown, if this effects the pricing, please note in response and provide pricing for both.
5 Note: The terms Broadband connectivity, MOE or MPLS can be treated interchangeably for purposes of this RFP. Please note the comments in Appendix A. Please provide pricing for the most cost effective solution that meets these requirements. Assume these connections require at least partial mesh service. If this effects the pricing, please note in response and provide pricing for local loop only. Q40: For all sites showing MPLS circuit, does the customer require MPLS labels be transmitted to them, or do they just need private VRFs and QoS? A40: They just need VRF and Qos Q41: Should the HCP be connected to all other sites or only to other sites within that particular group? In other words, what other site(s) should this circuit connect to? A41: Sites connect within their group unless otherwise specified. Q41: #29E. P2P-VG-Multi-Point please explain A42: See Q7 Q39: #17A. Four Data T1 lines to run P2P where is the other end of this point-to-point service? A39: See Q17 Q40: *34A. Two Integrated Voice/Data over T1 Is this voice integrated with a private data circuit or voice integrated with an internet access circuit? A40: Private data circuit currently used just for voice. Q41: Does Data T-1 mean Private Line Point-to-Point service? If less expensive MOE service is available, will that be considered? A41: Yes, most cost effective solution and cost of mitigation will be considered. Q42: We assume Broadband variable bandwidth Symmetrical means Metro Optical Ethernet service. Is this correct? A42: Not necessarily, looking for the most cost effective solution. See A36. Q43: What are the specific requirements required for Redundant Internet? i.e. must the Redundant be served out of a different Central Office and terminate at the Customer s Premise on a separate path? A43: Minimum requirement is a separate entrance. A separate path is strongly preferred. If cost of using an alternate central office is reasonably comparable to primary central office, quote alternative central office as well. Ideal is carrier diversity with complete separate physical plant.
6 Q44: Are we correct to assume that Voice T-1 means PRI? A44: YES, except for Org #5 Q44a: Are there associated DID s on these that need to be ported? A44a: Presumably but not within the scope of this request and would be identified at implementation. Q45: For the MPLS requirements at Salud Family Centers, where is it connecting to? A45: In some cases are unknown, if this effects the pricing, please note in response and provide pricing. Q46: If a more cost effective solution is available (i.e. MOE instead of MPLS) would the members consider? A46: Yes, most cost effective solution and cost of mitigation will be considered. Q47 Can you please provide both the A and the B address for the PT to PT T-1 s? A47: pending Q48: Can you provide a bidders list? A48: Please provide best and final proposal. Q49: 1. are the HCP s listed at 1010 Yosemite, 1001 Yosemite and 951 N. Yosemite Denver CO the same bldg.? Google maps is showing them all in the same bldg. Please confirm. A49: The building has been remodeled, but all have separate entrances and offer different services. Q50: Contracting Provisions, Section 4. - Understanding that CTN does not want to undergo a new competitive bidding process each time a new participant wants to join your consortium, would CTN be able to provide a list of potential clients and service areas or addresses that we could include for future pricing based on each client s specific locations and desired configurations? It would be very hard to list specific pricing and/or proposals for fiber based services without this information. A50: CTN wishes to minimize the number of competitive bidding processes required to add sites and HCP's to the consortium and intends to preserve the ability to designate any contracts issued under this RFP as "evergreen" per HCF requirements. That being said, CTN understands the difficulty in pricing sites as yet unidentified. To that end, CTN does expect to undergo additional competitive bidding processes periodically when the scope of additions to the consortium exceed the limits of an evergreen designation or other conditions warrant.
7 Q51: can we deliver Voice Services via SIP trunks instead? A51: SIP trunks are ineligible under HCF. Please quote eligible services. If SIP trunks represent a comparable savings even without subsidy, please quote them as an alternative. Q52: Can we assume that locations requesting a Voice T1 are looking for 24 trunk lines? A52: Yes Q53: Will each location requiring a connection also require Dedicated Internet Access, even if it is not specifically requested A53: No, please quote only those services listed in the RFP. Q54: If providing Layer 2 WAN as well as Dedicated Internet Access to a location, will the end user network support multiple VLANs for differentiation of traffic, or will two handoffs be the preferred method for differentiation between the two services? A54: Unless a service request specifies integrated access, assume that the end user network will support multiple VLANs. Please identify support requirements in your response. Q55: Question regarding Service request 9D. Additional Internet variable bandwidth would this location consider a single 1G circuit, or is the additional Internet bandwidth requested as redundant? A55: Redundancy is requested, a single circuit will be considered non-responsive to the redundant connection request. Q56: For locations requesting 2 circuits at the same address, what is the primary reason for this? A56: Need elaboration on the question.
