1 ADDENDUM #1 RFP REQUEST FOR PROPOSAL VOIP TELEPHONE SERVICES QUESTIONS AND ANSWERS March 14, 2016 You indicate within the RFP if we will/have a buyout option. Is that the current situation with the Jive Cisco handsets? Will you own them, or will you be returning them to jive? The Cisco 7945 and 7965 telephone sets were purchased for a prior on-site PBX solution. When the district switched to Jive, the existing Cisco telephones were simply reused. There were issues for some users with headsets that Jive was unable to make operate correctly with the Cisco telephones, so the Polycom phones mentioned in the RFP were supplied as replacements to resolve the issue. The Polycom phones are also district property. Given the age of the existing Cisco telephones and the fact that Cisco is no longer supporting them, the district desires the vendor responses to include replacing at least the Cisco telephone sets. The vendor can propose continuing to utilize the Polycom telephone sets if they are compatible with their solution. The district has requested pricing for the replacement of telephone sets as a rental/lease as part of the VoIP service as well as separately should the district choose to acquire them at the start of the contract. Will you describe the Brocade infrastructure and how the new solution must integrate with it? The district has a Brocade ICX F core switch at the District Office and Brocade ICX HPOE access switches at the District Office, Maintenance Operations and Transportation (MOT) office and the 13 school sites. The access switches provide Power Over Ethernet (PoE) (IEEE 802.3af) support. Each site is connected to the District Office by a 1 Gbps Ethernet connection. Any phone terminals proposed will need to be compatible with the switches for both connectivity and power. Will you elaborate more the Bridged (multi line appearance) requirement? Are you looking for other line appearance on specific handsets or a busy lamp field? We define "Shared Line Appearances/Bridged Line Appearances" as the ability to have an extension appear on multiple telephone devices in a fashion similar to a key telephone system where each user with the shared appearance can answer calls, place calls on hold or make calls from that line. Most modern telephone systems support the ability to have buttons programmed as busy lamp field appearances so a user can monitor the phone status (onhook/offhook) of other users as well. Do you want the ability to modify features within a voic box or have various levels of voic ? If you are looking for various levels, will you detail the differences or features required? We are not seeking different levels of voic boxes in that they would have different capacities for storage, etc. Some users will likely have their voic notify them via when they have a new

2 message and some will not. Some extensions will not have voic , so we would like the ability to turn off voic where it is not desired. In what way are do you want to integrate with Google Apps for Education? Contacts, , etc? Will you provide more detail into the integration requirement? Berryessa uses Google Apps for Education (GAFE) for , calendar, contacts as well as the basic docs, sheets, slides, drive, etc. features. The intent of the question was for the vendor to provide information about potential integrations between their system and Google Apps for Education. Potential integrations might include the ability to have voice mails appear as messages, the ability for the voice system to integrate with Google contacts. Please describe any ability your proposed solution has to integrate with GAFE. We have a question regarding the circuits the district currently has in place. Are these circuits dedicated for MPLS or internet traffic? Thank you for your time and we look forward to your response. Initially Jive utilized the district's existing 1Gbps Internet connection. After a few months, they required the district to install a dedicated 250 Mbps Multiprotocol Label Switching (MPLS) circuit to Jive in an attempt to resolve call quality issues. The district is in the process of adding a second 1Gbps Internet connection. The two links will be aggregated for a total 2Gbps of Internet bandwidth for future growth. The district's current peak usage is approximately 300 Mbps both inbound and outbound. The district's preference would be to utilize the existing Internet connection, but a vendor can submit a proposal that requires additional data circuits, so long as that is clearly described in the proposal and all costs for those circuits, installation, monthly fees, hardware, and maintenance fees are included in the pricing provided. Does Berryessa Union School District have dual drops to each location where a phone is going to be needed or, is everything running on a single drop? While there might be a few locations where computers are plugged into the telephone set to share an Ethernet connection, in almost every location computers utilize their own Ethernet connection or connect via the wireless network. Most locations have multiple Ethernet connections available in the room. Would the school district be open to having the carrier provide managed POE switches for the phones instead of utilizing the existing Brocade infrastructure? Possibly. The district would have significant concerns about the logistics, i.e. available rack space, power, maintenance access, etc., that would need to be addressed in the proposal. District staff are typically the first tier of support for users with phone issues. The presence of carrier managed switches would complicate troubleshooting. Each site has multiple IDFs, so the vendor would need to provide multiple switches at a site. Are there any devices such as postage machines, credit card machines, fax or alarm devices that will need a POTS line to be provided by the carrier? As described in the RFP, there are currently analog adapters (Cisco SPA112) at each school site and MOT to allow the system to integrate with the school paging systems. The district currently uses analog

3 telephone service from the local carrier when there is a need for analog service. It is possible in the future that the district would choose to migrate some of those devices to the proposed solution. The district would discuss that with the selected vendor at that time. I need clarification on how many new DID's you will be adding and the total number of telephone numbers that will ported over to our new service. As there is a cost associated with this, it's important that we have this information. As outlined on page 1 of the RFP document, the District has 200 DID telephone numbers that will need to be ported. We will not be adding any additional telephone numbers at this time. Is it a hard requirement for responders to have three school districts for references? While the District would prefer to see at least three K-12 references we are open to references from higher education or government agencies. For the office phones, do they all need to bridge line appearances, or is this just for answering positions - a feature we call Boss/Admin? If solely for answering stations, how many locations should I quote? Not all of the phones labeled as "Office" on the table in the RFP would need Shared Line Appearances/Bridged Line Appearances, i.e. the ability to have an extension appear on multiple telephone devices in a fashion similar to a key telephone system where each user with the shared appearance can answer calls, place calls on hold or make calls from that line. At each school site, the principal would have their line answered by two office staff. In the District Office and the Maintenance, Operations, and Transportation Office, there are 15 additional administrators who would need their extension available for 2 support staff to answer. Of course we are not familiar with your pricing structure, so we will provide a count in two different ways. If you were simply counting the number of shared line appearances, there would be 28 and if you counted the number of telephone sets that would contain a shared line appearance, it would be 28 x 3 or 84 telephone sets. Also, I'd like clarification on whether, using Jive, do outside calls ride over the Internet or are they on a separate voice network? How many analog ports/interfaces does each ATA device provide for interface to existing paging systems? Are the interfaces FXS or FXO?

4 Each Cisco SPA112 ATA provides two FXS ports. The paging system currently uses one of them. Besides the analog interfaces to your existing Bogen paging system, do you need to support analog devices at any location? If yes, can you specify how many by site & IDF location? No, there is no support needed for additional analog devices. The district currently uses analog telephone service from the local telephone company (AT&T) when there is a need for analog service. It is possible in the future that the district would choose to migrate some of those devices to the proposed solution. The district would discuss that with the selected vendor at that time. How many Automated Auto Attendants are required? Do you require vendor to set them all up or will district setup if provided instructions on initial AA. There is currently one automated attendant serving extension 1800 at the district office. The district would like the selected vendor to set up this Auto Attendant. District staff will assist with the design, recording greetings, etc. District staff should be trained to configure additional Auto Attendants if they are added at a later date. What is the site address for OPERATIONS and is this considered the 15 th site? The Maintenance, Operations and Transportation (MOT) department is co-located with Piedmont Middle School. The department shares network infrastructure with the school so we don't typically think of it as a separate site. Its street address is 935 Piedmont Rd. What speeds do you require for your PC s? Computers connected via Ethernet cable, support up to 1Gbps Gigabit Ethernet if the network adapter in the computer supports it. Those not supporting 1Gbps, typically support 100Mbps Fast Ethernet. Most teachers utilize laptops in their classroom, which connect via the Cisco Meraki wireless network which supports ac. Do you require VM on the Classroom phones? Yes, classroom phones require voice mail. Do you require VM on conference phones? No, conference phones do not require voic . In case of network outage how many PSTN trunk lines do you require at each location? The district utilizes two existing analog phone lines from the local telephone company (AT&T), one for an emergency backup phone in the event of a system/network failure and one for a facsimile machine at

5 each school site, MOT and the district office. Please clarify if all 723 seats need voice mail, or are some off these basic / common seats that don t equire voice mail? If so please specify by location which aree non-voice mail seats? The ATA column above does not require voice mail. Some of the "Other Locations" are not occupied by staff on a regular basis and will not equire voic , however the District is unable to provide a specific number of those locations at this time. The District will work with the selected bidder to determine the final configuration after the contract is awarded. You may safely remove the 18 ATAs, but you should price the remaining seatss as requiring voice mail at this time.. Please clarify how the remaining 22 seats will be allocated. Are these virtual / voic only seats? Total handsets required: 723. Total phone lines/ /extensions required is 745. The remaining 22 lines/extensions are virtual or voic only extensions. Is Ethernet connection available at the locations of your existing lines? Iff not, will you be re-cabling? Yes, the existing telephone locations have Ethernet connections available. All telephone locations have CAT5 or better cabling in place supporting the existing telephone sets. Would you please provide clarification on the use of the Brocade infrastructure with the proposed Hosted VOIP system? The district has a Brocade ICX F core switch at the District Office and Brocade ICX HPOE accesss switches at the Districtt Office, Maintenance Operations and Transportation (MOT) office and the 13 school sites. 6 Would you please provide an example or use case of how the 3 deep tree will be used in your environment? An external caller called the district's main number and from the menu selects an option "Schools" which would give them a list of the schools in the district. They would then choose Brooktree Elementary from the list and reach an automated attendant level for the school where they could select people by name or make choices for attendance, principal, etc. Would you please provide an example or use case of bridge (multi) line appearance in your environment? We define "Shared Line Appearances/Bridged Line Appearances" as the ability to have an extension appear on multiple telephone devices in a fashion similar to a key telephone system where each user with the shared appearance can answer calls, place calls on hold or make calls from that line. How does the multiple line appearances requirement differ from the bridge line appearance? Multiple line appearances would include multiple appearances of the telephone set's primary line so the user could place a call on hold and pick up another line to make a call simultaneously. Would you provide clarification on the type of directory being accessed (i.e. LDAP integration)? The district currently utilizes a Windows Server Active Directory implementation. Are the description and project plan to be provided with the bid submission? Yes. Will a Receptionist console be required? If so, how many? No receptionist consoles are required in the RFP response. The district may wish to add a console later if needs change. RFP Statement says SIP compliant handsets are required: Will the school district accept a bid from a hosted PBX that has proprietary handsets? No, the district is not interested in a solution utilizing proprietary handsets. RFP Statement says District has 1Gbps AT&T Switched Ethernet to all locations. District has two 1Gbps Comcast Fiber circuits to the Santa Clara County Office of Education for Internet access. Can we assume we will have one point of entry to the schools network and not connect to each school separately?

7 All schools connect to the District Office at 1Gbps. The district's preference would be to utilize the existing Internet connection to the Santa Clara County Office of Education for the Hosted VoIP solution, but a vendor can submit a proposal that requires additional data circuits, so long as that is clearly described in the proposal and all costs for those circuits, installation, monthly fees, hardware, and maintenance fees are included in the pricing provided. For configuration purposes, will all 723 telephones have voice mail? In the telephone extension count by site table, the ATA column above does not require voice mail. Some of the "Other Locations" are not occupied by staff on a regular basis and will not require voic , however the district is unable to provide a specific number of those locations at this time. The district will work with the selected bidder to determine the final configuration after the contract is awarded. You may safely remove voic from the 18 ATAs and 2 conference phones, but you should price the remaining seats as requiring voice mail at this time. Would the school be open to seeing the redundant server be in your datacenter? Yes, the District would be open to a discussion of a redundant server housed in our datacenter. We would have logistical questions such as rack space required, power requirements, network connection requirements, physical access requirements, etc. The bidder would need to describe the benefits provided by the redundant server, as well as the requirements upon the district for housing it in our datacenter in their response. On page 5 of the RFP, each location has a other locations column. How can we verify whether they share the same MPOE address? The "Other Locations" column refers to telephone locations on the same site that are not in an office or a classroom. The "other" refers to other types, not other physical locations. Would BUSD accept a solution that required its own, non-converged network infrastructure (voice separate from data)? TelePacific is a California-based carrier that requires its own network to ensure Quality of Service (QOS/COS) with its Hosted PBX (HPBX) service. T-1, EOC, or wireless transport would be required to deliver a cost-effective solution, leaving the existing Comcast and AT&T GIG-e WAN in place separate from the HPBX infrastructure. The district would prefer to utilize its existing network, but a vendor may propose a solution that requires additional data circuits and equipment so long as it includes detailed information on the locations, types and costs of circuits including both installation and monthly charges as well as detailed information on necessary network equipment including costs, maintenance fees and needs for rack space, power, access, etc. In addition to the data provided on the spreadsheet on page 5 of the proposal, would BUSD please provide an additional column that includes the maximum number of concurrent calls that could occur at a peak period for each site? The district does not have detailed statistics on the number of simultaneous calls that occur at each location during peak times. Generally, classroom and the "other" phone locations are low volume use and office locations are high volume use. If a vendor's design requires them to make assumptions on the

8 maximum number of concurrent calls, they must include that information in their response and describe the upgrade path, including pricing, should that assumption prove to be inadequate. Is it possible to get page 15 and 16 in an excel format? No, we do not have those sheets in Excel. Regarding the number of phones and extensions; there are 723 phones listed, but 745 lines/extensions requested. Are the 21 Polycom and 2 Soundpoint 5000 part of the 723 phones? Yes. Do those factor into the 22 additional, and the number is just off by a count of 1, (since 21 polycom plus 2 sound station 5000 is 23, not 22)? No. Do the 22 lines/extensions just need to be DID phone numbers that are available for use as a ring group extension, but are not assigned as a specific extension / phone? The remaining 22 lines/extensions are virtual or voic only extensions. Should the 22 additional line/extensions be configured as virtual extensions without a phone assigned to them but available for assignment to a person as a softphone user? Yes. There s a description of office and classroom phones the number of lines required for each. What type of phone do you need for the locations designated as other? The "Other" locations are a combination of non-occupied spaces and non-classroom staff locations. For pricing purposes, you can select the same type of phone being used in the classrooms. Undoubtedly the district will wish to upgrade some of those phones when working with the selected vendor to refine the configuration before installation. In the event the vendor would like to propose a separate Internet connection for hosted voice services, how many simultaneous calls are made by the district at the busiest time? The district does not have detailed statistics on the number of simultaneous calls that occur at each location during peak times. Generally, classroom and the "other" phone locations are low volume use and office locations are high volume use. If a vendor's design requires them to make assumptions on the maximum number of concurrent calls, they must include that information in their response and describe the upgrade path, including pricing, should that assumption prove to be inadequate.

9 System Requirements13. Ability to answer user-defined groups of extensions temporarily at another extension: Could you please provide a use case and/or further clarification around this requirement? The intent of this description is a call pickup group. If a user hears a nearby telephone ringing, they have the ability to answer the call through selecting a button or dialing a code on the keypad without the need to determine the extension number of the ringing phone. A typical use would be a school office where a clerk might wish to answer the secretary, principal or counselor's ringing phone without knowing which specific phone was ringing and without waiting for a timeout which would cause the call to ring on different phones. I am assuming you would but to be clear, "Do you require an end to end service level agreement over the public internet?" The district recognizes that some vendors are proud of their ability to guarantee end-to-end service level agreements over the public Internet and that other vendors have different methods for providing assurances regarding availability and call quality. Reliability is one of the key decision criteria and the system's ability to provide excellent call quality is a key measure of the system's capabilities. The district will consider the vendor's reliability and call quality assurances in the evaluation process. Vendors should include that information in their response. What is the preferred connection to the vendor MPLS or over the Public Internet? " If over the public internet, do you require an end to end service level agreement (SLA) over the public internet? The district's preference would be to utilize the existing Internet connection to the Santa Clara County Office of Education for the Hosted VoIP solution, but a vendor can submit a proposal that requires additional data circuits, so long as that is clearly described in the proposal and all costs for those circuits, installation, monthly fees, hardware, and maintenance fees are included in the pricing provided. Page 5: OVERVIEW OF CURRENT SYSTEM AND CAPACITY: Can you provide us an existing network design? It appears that Jive is utilizing the existing connectivity and in order to propose a solution or solutions, we would like to understand the current configuration. Each school site has fiber from the MDF to each IDF location. All cabled locations at the site connect with Gigabit Ethernet. Telephone sets reside in their own VLAN. Each school site connects to the district office via a Gigabit Switched Ethernet connection. The district office connects to the public Internet via a 1Gbps Comcast circuit to the Santa Clara County Office of Education (SCCOE). The district is adding a second 1Gbps Comcast circuit to the SCCOE, which will provide a total of 2Gbps. SCCOE is connected to the CalREN Network via two 10Gbps connections. They also have backup connectivity through Layer42. All of the existing telephone sets utilize the district's LAN to connect. Jive initially connected via our Internet connection, but after a few months installed a 250Mbps MPLS circuit from the district office to their network.

10 Is there an address for the site labeled "Operations"? The Maintenance, Operations and Transportation (MOT) department is co-located with Piedmont Middle School. ATA s are digital to analog devices for connection to external bell systems and to attach the hosted VoIP system to our Bogen paging system. How many Bogens devices do you currently have, how many zones and what is included in a zone? In the Overview of Current System and Capacity section of the RFP, it includes a table with the number of ATAs per site. There are 18 ATAs. Each provides a single connection to the Bogen paging system at that school or building. Page 6: SCOPE OF SERVICES REQUIRED, System Requirements: Item 11, Ability to reroute to PSTN (Public Switched Telephone Network) on failure of system. Is this in place today, if so can you please describe? Currently the district utilizes separate 2500 sets connected to analog telephone lines from the local telephone company that are utilized in the event of a complete system or network failure. For the rerouting of calls to PSTN (Public Switched Telephone Network), does this require us to provide call redirection to POTs or PRI services? The district would like the ability to have primary numbers for each location routed to the analog telephone lines or an alternative POTS number over the PSTN in the event of a complete system or network failure. Are you requesting local loop failover as well? If by "local loop failover" you mean redirecting calls originating on the SIP telephone sets to analog POTS lines, no that is not required, although the district might be interested in that option in the future.

11 Are you referring to how we handle traffic if we have a core system or network failure? In the System Reliability and Availability section on page 8 there are questions regarding how your system handles failures of your infrastructure. Item 12 - Ability to provide integrated messaging with . Can you further clarify what features you need to integrate with your platform. Please describe any ability your proposed solution has to integrate with GAFE. SYSTEM RELIABILTY AND AVAILABILTY, Required Features: #1, Redundancy to primary sites that also allows for growth. Are there specific sites that are primary and some secondary? Are you asking us to provide connectivity and failover for your primary sites to be a part of the design? This section refers to redundancy in your own network and in your ability to connect to the district office if your system suffers failures. Would it be possible to obtain a copy of the RFP in Word so we can place our responses directly inline to the questions/sections? No. Please describe what type of integration you are looking for with Google Apps for Education . Are you simply looking to receive voic s from the system in your Google or are you looking for more please describe so that we may answer the question as it pertains to the Berryessa USD s needs/wants/requirements. General question erate funding is going away for Priority 1 and more no later than At that point Districts are going to paying the whole bill each month. Would the District consider an on premises managed VoIP solution with the same 3 year term? Ultimately, costs for this would be much less after 3 years on premises versus hosted since the district would own the equipment after 3 years versus renting (hosting). The erate funding going away is affecting many Districts now who are now swapping out Hosted for On Premises since it s lower cost over typical 8-10 year amortization periods. The district's intent is to acquire a Hosted VoIP solution. If a bidder wishes to propose a solution that requires equipment onsite, they must clearly describe that in their proposal. The district would have logistical questions such as rack space required, power requirements, network connection requirements, physical access requirements, etc. The bidder would need to describe the benefits provided by the proposed solution, as well as the requirements upon the district for housing equipment at our locations in their response. If a proposal is not eligible for E-Rate funding, the lack of discounts for the first year would have a negative impact on their proposed cost. The district would need to evaluate the proposal accordingly. Page 6 Do you want one main # for the whole district or a main # per site? Each site has a DID number that serves as their primary telephone number. The district has 200 DID numbers currently. Page 8 Redundancy is requested, how do you want this accomplished if this is Hosted VoIP and what redundant sites do you have? The questions on page 8 in System Reliability and Availability refer to the Hosted VoIP providers network. Page 11 erate Program participation. Is a manufacturers rep (company submitting the RFP response) allowed to bid and satisfy the requirement even though the manufacturer is the one with the SPIN #? Many times this is done as the manufacturers rep bids the job via erate pricing. Is this acceptable? The district would need a detailed, written explanation regarding this process and how it is compliant with E-Rate rules and that it would not jeopardize the district's receipt of E-Rate discounts. Per the E-Rate certification form attached to the RFP the company that is bidding the project must have a SPIN number registered and in good standing with the SLD in its own name in order to be qualified to bid. Can I get a final clarification from you please. Your response to our question regarding, the redirecting of the primary numbers in the event of a complete system or network failure, I need to get confirmation from a qualifying and legal standpoint, that our proposal would still qualify for acceptance given the following failover capabilities from Broadview. I apologize, my RFP and engineering team is very detailed. We have many options for redirecting numbers and failover and are able to have your primary numbers rerouted to analog telephone lines or an alternative POTS number over the PSTN in a network failure, however, if all our data centers had a Complete System Failure destruction of our data center and systems, we would have no way to have primary numbers for each location routed to the analog

13 telephone lines or an alternative POTS number over the PSTN in the event of a complete system or network failure. The district's primary concerns regarding reliability are two-fold: First, if the school district loses Internet connectivity for some reason, such as a fiber optic cable cut or natural disaster in our area, we would like the ability to have the inbound DID calls redirected to the PSTN and the analog phones we have at our school sites, assuming of course that they're still functioning. Obviously, a vendor cannot be held responsible for the local telephone company's ability to keep the PSTN functioning. Second, if the vendor's equipment or network experiences a failure, the district expects the vendor to have suitable procedures in place such as geographically separated backup data centers which would take over to allow the district to continue to make and receive telephone calls. The district understands that a calamity which results in the destruction of all of the vendor's data centers would likely affect their ability to handle the district's telephone traffic. A calamity of the magnitude required to affect all of your data centers, assuming there are more than two and they are geographically separated, it is likely the lack of phone service would not be at the top of the district's concerns at that time. The district expects vendors to describe the redundancy built into their network and it expects them to take reasonable measures and follow industry standard practices regarding physical security, electrical power, cooling, geographic redundancy, etc. From your brief description in your question, your proposal should qualify in the reliability category. Berryessa USD Requirement (Networking) Ability to answer user-defined groups of extensions temporarily at another extension Please explain the use case/need to temporarily answer groups of extensions from another extension, so we can accurately respond. The intent of this description is a call pickup group. If a user hears a nearby telephone ringing, they have the ability to answer the call through selecting a button or dialing a code on the keypad without the need to determine the extension number of the ringing phone. A typical use would be a school office where a clerk might wish to answer the secretary, principal or counselor's ringing phone without knowing which specific phone was ringing and without waiting for a timeout which would cause the call to ring on different phones. Berryessa USD Requirements (Automated Attendant) Interactive dialog will be based upon DTMF with errors (incorrect entries) being sent to an informational message and returned to the earlier point in the menu.
