More specifically, First Telecom provides quality International Wholesale Products (IP transit, clear channel, voice and xdsl) to Carriers and xsp through Tiscali s network, one of the largest pan European Tier 1 network providers. With a pan European fibre backbone of almost 60,000 km deployed through 17 countries and a customer base of 8 million of users, the Tiscali International Network is one of the most peered IP network in Europe (operating a tier 1 IP/MPLS network), covering 17 countries in Europe, North America and Asia, and today's largest European VoIP network. ISP & VOICE CARRIER RETAIL SERVICES As a fully licensed ISP and one of the 10 broadband providers in Greece, First Telecom provides a complete range of internet services with specialization in the provision of broadband (i.e. ADSL, VoIP) services as follows:

3 PROFILE Business Internet Solutions high speed Internet access, hosting, leased lines and other solutions targeted to businesses, expert advice and installation of advanced routing equipment, mix of heterogeneous networks (such as ATM, Frame Relay and GSM) and security mechanisms on any available platform (Linux, Legacy and Win32). Home / end user Internet provides Internet connections and hosting with high speed DSL and quick access to home users. Hotel specific services HSIA for hoteliers over 2Mbit lines, including administration and guest room split outs, customized billing, feeds to PMS, videoconferencing and local portal management. VoIP and IP PBX Solutions FT will perform the design, development, configuration and delivery of custom made VoIP and IP PBX turn key solutions with business class features and without the use of a proprietary solution. For the corporate client, First Telecom provides customised IP PBX systems which include such features as Auto Attendant, Direct Inward Dialling, Call Conferencing, Queuing, Voice Mail. These systems are available at only a fraction of the cost of standard telephone switchboard systems. Also, customers immediately benefit from the advantages of easy extensibility, flexibility of the Internet Protocol and the open standards of Open Source software. First Telecom is a reseller of Sangoma products and can provide you with a wide range of products that Sangoma manufactures such as PCI based cards with T3/E3, T1/E1 TDM, analog voice and data, ADSL and serial interfaces. EnterpriseDB Advanced Server is based on PostgreSQL, the world's most advanced open source database. PostgreSQL has been continuously developed and improved over the past 20 years, and is maintained by one of the largest and most respected open source communities in the world. First Telecom has partnered with EnterpriseDB and is cooperating in providing turn key IS solutions to their customers. These solutions are based on EnterpriseDB and follow their model of achieving reliability, availability and scalability as well as allowing First Telecom clientele to take advantage of the generous cost savings over comparable products of the IT market. Consolidating its IT and Telecommunications experience, First Telecom, has developed an innovative product called the OPEN CENTER. The OPEN CENTER is essentially a telephone center physically located on a regular PC that is based on the PBX (Public Branch Exchange) philosophy. Central & Eastern Europe Serbia Organisational Review and IT Master Plan for the Ministry of Finance and Economy of the Republic of Serbia European Agency for Reconstruction ( ) Provision of consulting services in the development of the IT strategy with short term and medium term recommendations on architecture, application priorities and IT service delivery and with a detailed estimation of the financial investments and annual running cost. Bosnia Provision of Telecommunication System EuropeAid, EAR CARDS Programme, This project aims in the provision of a turn key Telecommunication System for the Bosnian Police Forces and more particularly to the design, development, installation, training and commissioning of a Voice over Internet (VoIP) Protocol Telephone System (Software & Equipment) as per technical specifications of the Tender Dossier to various (approx. 39) locations in Bosnia & Herzegovina. Bulgaria A Strategic and Business Plan for the Bulgarian Foreign Investment Agency (BFIA) and Technical Assistance for Investment Forum Management. EuropeAid, PHARE Programme (1998) Provision of MIS expertise in order to develop two management information systems (event organisation project management software and financial / accounting information system customised for event management) to support the bulk event organisation work of the newly formed NGO Bulgarian Investment Forum. Romania Technical Assistance for the Strengthening of the Implementing Authorities of Intellectual and Industrial Property Rights EuropeAid, PHARE Programme ( ) Provision of consulting services to the two agencies in the preparation of an equipment programme and support in the equipment procurement process. Furthermore, assistance will be provided in the preparation of proposal for the organisation of a computer programme registration system. Page: 1

8 ICT CONSULTING REFERENCE PROJECTS Latvia Monitoring and Assessment of Phare Programme Statistics EuropeAid, PHARE Programme (2000) Provision of technical input and advice to the Work Plan 2000 Assessment of the Statistics cluster of Programmes, which incorporates projects aimed at upgrading the Latvian statistical information system. The assignment included, inter alia: a) provision of advice upon the transfer of technical know how; (b) review of the quality of the technology installed; (c) technical review of the institutional adjustments made, and (d) advice upon how the information technology and data management system impacted upon the capacity of the beneficiary to meet its national/international obligations. Slovenia Regional Development Strategy in the Trilateral Border Regions EuropeAid, PHARE Programme ( ) Provision of MIS expertise which involved: review of existing data gathering; collection and analysis systems within the relevant institutions; carried out an institutional needs assessment and preparation of IT strategy; development of Internet and Intranet applications; prepared recommendations for MIS for project monitoring; development of hardware and software specifications and procurement procedures for project office in Slovenia. New Independent States (NIS) Ukraine, Legal and Institutional Basis for Protection of Competition (Anti Monopoly Committee) EuropeAid, TACIS Programme ( ) Provision of consulting services for the development and implementation of an information systems and applications that will support the efficient operation of the AMC in enforcing competition law and enhancing competition culture. Activities to be undertaken will include the preparation of an IT strategy, design of an information management system, design of an intra networking system and the procurement of IT equipment Russia, EU Russian Energy Technology Centre European Commission, 5 TH Framework Programme ( ) Provision of IT and telecom expertise for the project. Scope of work involved: the preparation of an IT strategy for the establishment of the Centre in Moscow; procurement of the equipment; development of the information management systems; development of the Internet and Intranet applications and web site for the project, provision of turn key Videoconferencing solution to accommodate disparate bandwidth conditions. 9 Multi Country ICT CONSULTING REFERENCE PROJECTS INOGATE Support Group. EuropeAid TACIS Programme ( ) Provision of MIS and IT expertise services to the INOGATE Support Group and in particular the INOGATE Technical Secretariat in Kiev. The scope of work involved identifying the IT and telecommunication needs of the Secretariat; procurement of equipment; development of an information management system; development of Internet and Intranet applications; development of the web site for the programme. Multi Country Follow up to the INOGATE Support Group EuropeAid, TACIS Programme ( ) Provision of IT expertise services to the INOGATE Support Group and in particular the INOGATE Technical Secretariat in Kiev. This is a follow up project to the first phase of the project undertaken by the same consultants. Activities in the current project involve the updating of the project web site, design of dynamic based internet database applications and procurement of additional computer equipment required for the needs of the project. European Union Belgium Evaluator & Project Reviewer of ICT Projects funded under the 6 th Framework Programme, European Commission Directorate General for Research ( ongoing) Provision of evaluation services for the 6th Framework Programme for Cooperative Research Proposals submitted under the Horizontal Research Activities involving SMEs. The proposals were submitted following the Call for Proposals for indirect RTD Actions under the specific programmes for research, technological development and demonstration: Integrating and Strengthening the European Research Area. Belgium Expert Evaluator for ICT Projects in the TAP Programme, European Commission, Directorate General for Information Society ( ) Provision of evaluation services within the 3rd and 4th framework TAP programme for the areas of Integrated Applications for Digital Cities (IADS) and Applications related to Administrations (AD). Greece IT Support for Data Transmission Representation of the European Commission in Greece ( ) Development and management of a mass mail / fax transmission software for the weekly dissemination of the EC Delegation Information Newsletter to a specific target audience in Greece. 10 ICT CONSULTING REFERENCE PROJECTS Mediterranean Region Turkey Judicial Modernisation and Penal Reform EuropeAid, MEDA Programme This project aims to provide technical assistance to the Ministry of Justice (MoJ) of Turkey in order to implement various measures on judicial modernisation and penal reform. The implementation of the programme has started together with the Turkish MoJ and the Council of Europe and it is expected to significantly increase the capacity of the MoJ to design, monitor and carry out reforms required in specific areas. The scope of the project is limited to provide technical assistance and applied training (such as Networking Administration, Data Security & Protection, Relational Data Mgmt, High Tech & Cyber Crimes, Unix Server Mgmt, Project Mgmt) as well as organization of study visits to IT Depts of MoJ in other Member States with similar judicial records and statistics offices to the staff of the MoJ, IT Department and the General Directorate for Judicial Records and Statistics (JRS). Turkey Pre selected Consultants, Hardware & Software Experts European Commission, The EC Delegation to Turkey contracted two experts with background specialization in IT hardware and software to assist them in its ex ante control of the decentralized tender procedure, clarifications and evaluation reports for the project entitled: Support to setup an Asylum and Country of Origin Information (COI) System. The activities undertaken by First Telecom consultants are to provide assistance to the EC Delegation in Turkey in the drafting, of the technical specifications, publication of the above mentioned tender dossier (answer clarification questions, monitor evaluation procedures) and submit a report at the end of the assignment evaluating and commenting the process. Lebanon Master Plan for the Development of the ICT Infrastructure and System Applications for the Judiciary Sector in Lebanon EuropeAid, MEDA Programme, The main objective of this project is to prepare a Master Plan for the enhancement and development of the judiciary sector through the utilization of a comprehensive information and communication technologies (ICT) framework. The Master Plan is envisaged as the strategic document conceived by the government of Lebanon to ensure the overall development of the judiciary ICT infrastructure and required systems for this sector to reach modern standards of effectiveness in terms of judicial dossier/document management, archiving, decision making and final rulings.
