3 IAAF PRESIDENT S MESSAGE I am delighted to write this message for the bulletin of the 9th edition of the IAAF World Youth Championships, Cali The IAAF World Youth Championships (15-19 July 2015) give Cali, the sports capital of Colombia, its first opportunity to impress on the international athletics stage since it hosted the 1971 edition of the Pan-American Games. There is certainly no doubt that Cali s Olímpico Pascual Guerrero Stadium will be an atmospheric setting for the championships. As well as being the track and field venue in 1971, nearby in the now defunct Stadium Galilee in the Versailles neighbourhood the first national athletics competition was held in An impressive total of 153 of the 212 IAAF Member Federations sent delegations to the last edition of the IAAF World Youth Championships in Donetsk, Ukraine in 2013, offering the prospect of a bright future for our sport. If Athletics is to remain the number one individual sport in a changing world then we must encourage and attract the youth of every generation. The IAAF World Youth Championships which began in Bydgoszcz, Poland in 1999 are a central part of our strategy to inspire kids around the world. Since that inaugural edition in Bydgoszcz, the IAAF World Youth Championships has proved to be a winner, not only with our Member Federations and young athletes but also cities who appreciate the unique qualities of the World Youth. The IAAF World Youth Championships are not just another competition but an opportunity for youngsters to gain valuable experience, improve personal bests, and to build friendships with their rivals from every corner of the world. I wish the local organising committee all the very best in its preparations for what I know will be on outstanding festival for our sport in Lamine Diack IAAF President

4 THE MOST IMPORTANT DATE FOR NATIONAL SPORTS Colombia keeps betting on sport through the support to international events of great magnitude, reflecting the commitment to the construction of a country that transform in a positive manner through sports. This year, with the IAAF World Youth Athletics Championships Cali 2015, Cali keeps consolidating as a destination with a world level, and as the cradle of the new figures in the base sport. After the successful efforts that we made last year with the World Games 2013 and the UCI Track Cycling World Championships 2014, we are ready to receive more than 180 countries and more than athletes that represent the future of orbital sports, certain that once again we will fulfill all expectations placed upon Cali and Colombia. The National Government headed by the President Juan Manuel Santos has transmitted the trust and support that he has on the city for the hosting of this event, the most important in the history of the city, which will leave as legacy the devolvement of athletics in a national level. Between July the 15th and the 19th, the city that welcomes us with open arms will once again be new center of attention for sports, and we will all be please to return to the Sports Capital of America. 5 CALI HOST OF GOOD NEWS We find ourselves in a key year for sport in our city. While we prepare for the IAAF World Youth Championships Cali 2015, the whole city fills with joy and enthusiasm to once again be the host for great sports events. The people of Cali are excellent hosts and as such we have demonstrated it since 1971, year in which we organized the Pan American Games. This event left in Cali a sports culture that last to this day, which has placed us an enthusiastic city, example of infrastructure development and international leader in the organization of sports events. We will be welcoming more than athletes, their coaches, delegates and human staff that make possible that the World Youth Championships be the most important date of our base sport, with the warmth welcome that characterizes us, and the open arms of our Cristo Rey that welcomes all his own and visitants with a smile. 6 COLOMBIAN ATHLETICS FEDERATION PRESIDENT WELCOME MESSAGE Dear Friends On behalf of the Colombian Athletics Federation we welcome you to the IAAF WORLD YOUTH CHAMPIONSHIP IX that will be held in Cali Colombia The whole city is ready to welcome all the athletes and event officials, the stadiums and training centers are ready and the preparation for the championship has been completed. We are proud to announce that the renovations that were planned and executed for both the competition stadium (Pascual Guerrero) and the warm-up stadium (Pedro Grajales) exhibit many advances and modifications. A third track was constructed in Cali for this event along with a High Performance Training Center in La Escuela Nacional del Deporte. The best thing about Cali is our people, especially for athletes. Our city has a passion for sporting events as you will see in the El Estadio soon enough. Our people love to be hospitable and kind, for any stranger to their country. With a positive and joyful energy that they project throughout the day, when you see the stadium full of supporters you will remember Cali for the powerful cheers and the smiles on their faces. As Caleños, our attention and happiness in the best credential, we can offer to the competitors participating in our event. We will demonstrate that Colombia and South America have talented athletes at a very competitive level. We hope that you will enjoy this event and compete hard. We believe that this will be the best competition yet in youth athletics. 16 POPULAR PLACES TO VISIT Modern Art Museum La Tertulia Museum of Archeology La Merced Municipal Theatres of Cali Gold Museum Sighting - Cali is a city that is rich in colonial history, and has a number of landmarks that provide an interesting look at the city s past. 17 San Antonio Granada cali river Is an old colonial neighbourhood that was an extension of downtown Cali, and a fashionable neighbourhood, is now a place where locals dine at some very nice restaurants that aren t always on the tourist maps. Its narrow colonial streets offer a glimpse at what Cali used to be like. Is a neighbourhood that was once very residential, but has become one of the most popular destination spots for a night out in Cali. It is loaded with great restaurants, and nightclubs. A small river that wanders through the west part of town is bordered by the neighborhoods of El Peñon and Normandia. Its a nice place to take a walk as well as take in a meal in one of the quiet plazas that make up the tranquil setting. The Cali Zoo Tres Cruces Hill Pance River Shore and walking path Restaurants/Neighborhoods The Cali Zoo is considered one of the top five zoos in South America. 18 OUTSIDE FROM CALI Cali is beautiful, but if you ve travelled a long way to get to Colombia, there are many regional areas here that are well worth the time and money to visit. Colombia is filled with biodiversity, pre-colombian culture, and breathtaking scenery. Colombia is what you want it to be. You can explore virgin territory filled with exotic wildlife, watch pink dolphins swim in the Amazon, or just lay back and enjoy a cocktail on one of the many beautiful beaches that line the Atlantic coast from Panama to Venezuela. Valle del Cauca Region The department of Valle del Cauca offers many attractions from the natural, cultural and scientific point of view. Among its numerous tourist sites, it is highlights the artificial lake of Calima, where water sports are held, and on the Pacific Coast the Malpelo Island and the beaches of Juan Chaco, La Bocana and Ladrilleros. Cultural and artistic social activities are represented by the Festival of Mono Nuñez in Geneva and The Song Festival in Buga, this municipality also stands out as a place of pilgrimage for Catholics, where is located the Basilica of the Lord of Miracles. At the northern part of this Region can be found some beautiful natural landscape fill with planted vines. Popayan This town is well-known because of its beautiful colonial architecture and its contributions to Colombian cultural and political life. It is also known as the white city due to the color of the most of colonial houses and places in the city downtown, where several churches are located, such as San Francisco, San José, Belén, Santo Domingo, San Agustín, and the Cathedral Basilica Nuestra Señora de la Asunción, known locally as La Catedral. The Coffee Growing Region (El Eje Cafetero) This is the heart of Colombia s coffee producing region. It is known as the coffee triangle as well, since the area joins the three states of Risaralda, Quindio, and Caldas. Its lush landscape and temperate climate offer the visitor a refreshing escape from the heat of Cali. 11

19 PUBLIC TRANSPORTATION If you plan on visiting some sites on your own, and not using any of the transportation provided by the LOC, there are a number of different options available for travel within Cali. Taxi Travelling by taxi in Cali is very popular. Your hotel will be able to recommend a reliable taxi provider. Depending on the length of your trip, you will pay between $ 4 USD and $ 35 USD, from the minimum charge to a trip to the airport respectively. 12

20 There is a Public Transportation System Integrated for the entire city with capacity of persons per day. The city has approximately 800 buses, and now it has five electric buses running, zero emissions to reduce the environmental impact of carbon footprint. The MIO is Cali s new transit system. It is a network of bus routes that are very convenient and reliable for the main routes in the city. The card is $ 2 USD to buy, and a trip will cost about $.90 USD. Rental cars There are a number of rental car agencies in Cali. If you plan on visiting other cities in Colombia, Air travel is recommended. There are a number of Bus Services that are available as well. 13

22 EVENT IAAF WORLD YOUTH CHAMPIONSHIPS CALI 2015 The IAAF World Youth Championships are an IAAF World Athletics Series event and are the most important global competition for athletes of the under 18 year-old age group. In 2015 Cali, our Sports Capital of America is going to host the IX edition from July 15th to 19th, at the facilities of the Olympic Stadium Pascual Guerrero. Alternative Track Training 400mts, 4 Lanes The venues are located 1 kilometre away from the main venue; therefore the travel time between them is 5 minutes drive or 9 minutes walking. OFFICIAL VENUES Athletics Stadium Pedro Grajales Warm Up Pascual Guerrero Olympic Stadium Competition The Olympic Stadium, Pascual Guerrero, is the main stadium for the IAAF World Youth Championship Cali It has a seating capacity for viewers. The International Athletics Stadium Pedro Grajales E., will be for warm up and training, it has a capacity for 4000 seats and is located 3 minutes away from the main stadium by car. 24 ENTRY RULES Only athletes aged 16 or 17 on 31 December 2015 (born in 1998 or 1999) may compete. A maximum of two athletes from any one Member can compete in each event (with the exception of the Relays). Three athletes can initially be entered per event, provided each has achieved the 2 Entry Standards, but only two will be allowed to compete. The maximum number of events that an athlete can compete in is two individual events plus the Relay. If the two individual events are Track Events, only one of these two individual races may be longer than 200m. There are no entry standards for the 4x400m Mixed Relays so every Member may enter one team for each relay race, composed by a maximum of six athletes. Any four athletes (two boys and two girls) among those entered for the competition, whether for the relay or for any other event, may then be used in the composition of the team for the first round. Unqualified athletes: Members who have no male and/or no female qualified athletes whom they wish to enter may enter one unqualified male athlete or one unqualified female athlete in one event of the Championships (except the Combined Events). Member Federations who have no male and/or no female qualified athlete but whose best athlete excels in a field event, may submit to the IAAF, by the time of the Preliminary Entry deadline, the name of their athlete plus performance they would like to enter in the field event. The Technical Delegates will make the final decision and, to do so, may seek the opinion of the relevant Area Association. Names of unqualified athletes must be submitted to the IAAF by 31 May If another athlete then achieves the entry standard before the end of the qualification period, it will be possible to change the entry accordingly. If the host country of the World Youth Championships does not have an athlete qualified in an event, it may enter one athlete in this event regardless of any entry standard. 17

25 CONDITIONS FOR VALIDITY OF PERFORMANCES All performances must be achieved during the period 1 October 2014 to 6 July 2015 All performances must be achieved during an official competition organized in conformity with IAAF Rules. All performances must be achieved during competitions organized or sanctioned by the IAAF, its Area Associations or its Member Federations. Thus, results achieved at school competitions must be certified by the Member Federation of the country in which the competition was organized. Wind assisted performances (over 2m/sec) will not be accepted. Indoor performances will be accepted however, for the running events of 200m and over, performances achieved on oversized tracks will not be accepted. In the case of race walks: Road performances (5km or 10km) shall be accepted Results achieved in competitions conducted with the Pit Lane Rule shall be accepted Performances achieved in mixed competitions in track events will not be accepted (except for Race Walks). 18

30 Travel AIRPORT Airport procedures VISA Arrivals and Departures to Colombia for the IAAF WYC Cali 2015 will be through the International Airport Alfonso Bonilla Aragón (Located in Palmira and providing its services to Cali) which is the official airport. The International Airport El Dorado in Bogotá and the official airport in Cali will be given preferential attention in order to ease the procedures for the arrival and departures. The teams, delegates, International Federations, Judges, Referees, Medical crews, and VIP/VIIP guests will be received and transferred to and from Alfonso Bonilla Aragón airport to the official hotels only. There are no transfers arranged from other international airports in Colombia Arrival of passengers to El Dorado Airport in Bogotá The Local Organizing Committee together with the Ministry of Foreign Affairs and Colombian Migration Authorities aiming to facilitate the arrival to Colombia of athletes and officials of The World Youth Championships Cali 2015 have agreed to give a temporal permit for entering and staying in Colombia without Visa to athletes and staff of WYC Cali Countries will have to apply in an electronic format filling the required information: country origin, destiny, arrival, departure and airline. The organization will produce a document to authorize the entering of people to the country. The underage athletes will need authorization permit of their parents. The main logistics at the El Dorado Airport will be a information desk. Those passengers arriving in Colombia first at the El Dorado Airport, will be received by volunteers who are going to help them finding the gates for domestic departures. Note: There will be no official shuttles from Bogota to Cali. Each passenger must buy their air tickets with Cali as their final destination. The support in Bogota s airport will be only for the connections. 23
