1 Public Works Department r ~ Consideration ~ of Resolution ~ ~ AGENDA ~ ITEM: ~ 9-bi ~ : Authorizing Execution of a Coiltract Award for a Water Distribution System Leak Detection MEETING DATE: September 5,2006 Survey with ADS Environmental Services of Chicago, Ill. in the amount of $32, TO: VILLAGE BOARD REPORT Village President and Board of Trustees FROM: Doug Fick, Water Superintendent, THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Staff is requesting Village Board consideration of a resolution authorizing the execution of a contract with ADS Environmental Services of Chicago, Ill., to perform a water distribution system leak detection survey, for the Glenview and North Maine Utilities water systems, in the amount of $32, BACKGROUND: The intent of this contract is to locate unidentified underground water leaks. Most water leaks that occur, can be located as a result of water coming to the surface. These leaks are quickly identified and repaired as soon it is practical to do so. There are a few leaks however, that occur in which the escaping water finds an underground pathway and flows into a sewer, field tile, or culvert. In these cases, there is no clear indication on the surface of a water leak, but the unaccounted for water loss has a negative effect on water revenues; therefore staff has contracted annually to survey the distribution systems and pinpoint possible water leaks. The last 5 surveys have identified an average of 43 leaks each year. Those leaks averaged an estimated annual water loss of over 54 million gallons per year, or potential lost revenue of over $17 1,000. Leak detection contractors find underground leaks by listening on all the water valves and hydrants with specialized equipment. If a leak sound is detected, computer aided correlation equipment is placed on upstream and downstream hydrants or valves in order to pinpoint the leak. 1

2 As soon as suspected. leaks are located, Water Division crews excavate the main and make repairs. Most of the leaks are small and come from leaking hydrants or valves, but there are a few large main breaks that are found each year. DISCUSSION: Advertisements were placed in the local newspapers on August 3,2006 inviting leak detection firms to submit proposals for their services. On Thursday August 17, 2006, proposals were opened from leak detection firms for this project. Listed below are the prices that were submitted. Wachs 1 M. E. The assigned personnel for this project have been with the company for many years and are familiar with both the North Maine and Glenview systems. 2

WHEREAS, the Village of Glenview is a home-rule municipality located in Cook County, Illinois; WHEREAS, the corporate authorities have discussed and considered the leak detection services for the Glenview and North Maine Utilities water distribution systems; and WHEREAS, the corporate authorities have determined that it is in the public interest to purchase leak detection services from ADS Environmental Services of Chicago Ill.
