1 Survey of the e-government best practices in Czech towns On the previous pages only some of the projects have been described more in detail, which we received hints, background materials, or specific project documentation of. We would like to thank very much to all those who contributed this way. Unfortunately, the journal size does not allow using all the materials we have received. Therefore, except for a broader introduction of the most interesting ones we arranged all contributions into the following surveys. Because we perceive the theme of e-government, in accordance with the EU, in rather broader context than a mere electronisation of public administration agendas and their processing by means of the Internet, we tried to arrange the projects overview into sections depending on their scope. 1) Projects in the field of communication infrastructure computer networks, public Internet access points, the, smart cards, camera systems, etc. 2) Projects focused on the internal needs of the authorities. This section includes measures supporting increased effectiveness, or potentially improved mutual communication in between authorities and their information systems (interoperability), although a function for the communication with the public often forms a part of them. These are, for instance, process re-engineering, quality assurance systems, management of record office service and of other internal services, internal education and training, etc. 3) Electronic services dedicated to the public. Into this section we included interesting activities related to portals and web pages of towns set as the basic communication of the town and its authority with the citizens, entrepreneurs, and tourists. Here we also assign applications from the field of fundamental information service, contacts, guidelines for dealing with so-called life situations, forms, electronic support of transaction with the authority, and so on. Some specialised applications are concentrated into the following section. 4) Services supporting thematic policies, as they are identified in the e-government definition clause in the introductory word, are summarised in the last section. These are applications in the fields of the environment, transport, education, crisis management, territorial development, etc. Here mostly applications from the area of GIS, yet also in the fields of culture and education, as services provided by public libraries, are given. The classification is rather preliminary and for orientation purposes only. In some cases the project could be involved in multiple categories. The overview also includes projects, which have already been presented in the form of detailed articles. As conditions allow we also give reference to a source of detailed information (web pages of the project/town, presentation, etc.), and contact address. Further information can be found in the electronic version of this publication on the Internet pages at INFRASTRUCTURE AND ACCESSIBILITY OF SERVICES Computer network of MepNet - Prague A private broadband data network dedicated to the City administration and connecting approx. 70 entities (authorities of City Districts, selected organisations established by the City, Municipal Police, etc.). It has been developed step by step since 1996, following in the Project ZRIS. It provides for mutual communication of the information systems of the City of Prague, , access to networks of the central government institutions, access to the Internet, etc. Broadband LAN computer network for schools - Prague 11 A ring connection of tens of schools in Prague 11 by means of an optical cable enabling sufficient overcapacity of broadband transmission services. 2 Municipal network of Le NET - Ledeč nad Sázavou The Project of the Municipal network - MS LeNet renewal of the data and computer network of the municipal authority, workstations (including PCs for the Information Centre and Municipal Library) and completely integrated application environment. pavel.nacovsky@ledecns.cz Municipal network and the City Portal of the City of Pelhřimov A complete system based on the development of a backbone optical data network and enabling easy access to broadband to the general public, and through the Internet then to a broad portfolio of services offered on the Internet. The Project follows a number of already implemented projects. Jachim.V@kr-vysocina.cz ROWANet - Vysočina Region A regional backbone optical telecommunication network based on a system of optical cable routes equipped with passive technology CWDM from Optokon and active elements from Cisco. The ROWANet provides network services to public organisations (self-governments, state offices, schools, hospitals, etc.) and non-profit organisation on the territory of the Vysočina Region. pavlinec.p@kr-vysocina.cz inovoměstsko - Nové Město na Moravě A regional information and communication network. It provides for round-o clock accessibility of information both to the citizens and for tourists (access to the Internet and to the Information Portal of Municipalities of the Region of the City of Nové Město na Moravě) by means of 40 public Internet access points (information kiosks) on the administrative territory of the City. zbynek.grepl@meu.nmnm.cz, radka.soustarova@meu.nmnm.cz Plzeň Card - Plzeň A multipurpose smart card for the inhabitants of the City of Plzeň as well as for tourists used for the Public Municipal Transport System and for payment for culture and other events. The Card enables also the function of electronic signature, especially for the on-line communication with agendas of state administration and self-government. The first project of its kind in the Czech Republic that inspired other cities to follow (Liberec, Prague). info@plzenskakarta.cz Liberec City Card - Liberec A project of a multipurpose smart card using the identification, authorisation, and payment functions of the card in cashless or potentially self-service consumption of services. The first Project stage was completed in 2006 (Card Centre). In 2007 the Clearing Centre is planned. The Card shall be applied in the communication with public administration, in public transport system, parking, presence control and catering systems, tourist services. jiri.hrubon@is.liberec.cz Centre of Shared Services - Liberec A project of a professional data centre taking advantage of high technology, including software and application equipment. Services are dedicated to the municipal public administration (Statutory City of Liberec, allowance organisations, jointstock companies owned by the City), provided in the form of outsourcing. The proprietor and operator of the Centre of Shared Services is Liberecká IS, a.s, a business company owned by the City. The concentration of investments ensured the high technology level of the solution of ERP elements. The communication in between geographically divided parts of the data centre and with respective clients and end users is by means of optical cable routes of the Municipal Area Network (MAN) of the same operator. jiri.hrubon@is.liberec.cz 57

3 Municipal camera monitoring system of the City of Prague A project based on the monitoring of major communications by means of a camera system (over 300 cameras), enabling effective monitoring and evaluating of traffic conditions in the City, contributes to safety and property protection of the City inhabitants. jiri.slapal@cityofprague.cz Praha5.net Internet for free - Prague 5 This is connectivity to the Internet free-of-charge for the citizens employing WiFi technology, with maximum connection speed 64 kb/s for the purpose of searching for public information and correspondence on the territory of Prague 5. The Project was awarded with Crystal Disc at the fair Invex martin.stransky@p5.mepnet.cz SERVICES FOR INTERNAL NEEDS OF THE AUTHORITY Use of the organisation information sources for the needs of human resources policy - Zábřeh An information system of the authority acquiring information on processes carried out by the officers and on the ICT use. The System objective is to make the authority work more effective, to allow for benchmarking, and to improve security of the ICT. macek@muzabreh.cz Project management - Brno The Brno City Hall introduced a project management system, which was awarded with the MS Industry Award for the best project in the area of the MS Enterprise project management implementation. tichy.ludek@brno.cz E-learning at the Local Authority of the City District Prague 10 Training programmes for officers of the Local Authority of the City District Prague 10 (personel s knowledge, ECDL-licence for computer literacy, and language skills). vratislavo@p10.mepnet.cz Quality assurance system - Prague 10 The monitoring and measuring of the process effectiveness at the Local Authority of the City District Prague 10 pursuant to the standard ISO Electronic record office service and document exchange in Prague 9 A project solving the record office service of the Authority, including digitizing of the archives and document exchange within all urban neighbourhoods of the administrative City District Prague fleischmannova@p9.mepnet.cz XML forms - Brno An application of the type of registry. The utilisation of XML 602 tools for the creation of forms got proven as an instrument for the data collection and registration in any type of database. There is no need for financially and time demanding programming. 4 SERVICES FOR THE PUBLIC Portal of the Capital City of Prague - Prague The Prague City Hall has been creating a new portal utilising new technology and infrastructure. The new portal features, on the contrary to the existing web pages (awarded in the competitions of Golden Crest and EuroCrest), higher level of interactivity, potential for its personalisation, and a new arrangement of its content. When being put under operation at present the creation of new on-line services for the dealing with life situations, including interactive forms, is accentuated. ivan.seycek@cityofprague.cz, miroslav.vana@cityofprague.cz eservices for the citizens of Prague - Prague 6 A whole set of e-services on the web pages of Prague 6 enabling, first of all, a fast search of information and making contacts with the Local Authority of the City District Prague 6 easier. It was awarded at the Regional Round of the competition of Golden Crest webmaster@praha6.cz On-line transmissions from meetings of the City Assembly of the City of České Budějovice Accessing of the City Assembly meetings in the form of a real time video recording transmission on the Internet and the creation of a video records archive of the City Hall meetings in České Budějovice. It was awarded as 2 nd best electronic service of towns and municipalities in the National Round of the competition Golden Crest AuthorityOnLine E-ordering of citizens for a visit to the City Hall - Most A system for the booking of citizens for being served at counters at the Authority for the purpose of the processing of selected agendas. It was awarded the best electronic service in the National Round of the competition Golden Crest Electronic services for citizens - Děčín A system for the booking of citizens for being served at counters at the Authority for the purpose of the processing of selected agendas (civil administrative and transport administrative agendas) by means of the Internet and SMS. Electronic support to the services for citizens - Přerov A project supporting a quick processing of respective agendas of citizens at the Authority by means of Internet technologies. It was awarded with 1 st place in the category of electronic service in the competition Golden Crest milos.adam@mu-prerov.cz SMS Infocentre - Chomutov An information and booking service, which provides the citizens and institutions in the territorial competence of the Municipal Authority of the City of Chomutov with services in the areas of City cleaning and waste collection, economics, environment, and traffic news. epusa of territorial self-governments of the Czech Republic This represents a registry of self-government entities on the territory of the Czech Republic and provides for the communication function in between public administration entities and the citizens. 5 Web pages of the City of Děčín - Děčín The City web pages were awarded with 1 st place in the category of towns in the National Round of the competition Golden Crest Web pages of the City District Prague 12 The City District web pages were awarded with 1 st place in the category of towns in the National Round of the competition Golden Crest SUPPORT TO THEMATIC POLICIES AND EDUCATION ACTIVITIES Geographic information system of the City of Děčín The map server of the City of Děčín, which encompasses a complete system of maps and town plans of the City of Děčín (including the search and statistics tools). It was awarded with the Award of the Ministry of Interior of the Czech Republic for Innovation in Geographic information system of the City of Plzeň A GIS application incorporated into the Map Server of the Map Service of the City (overview maps and cadastral maps, utility networks sewerage, water supply, heat supply system, gas distribution, electricity distribution, and optical cables). stangl@sitmp.cz Application of GIS under the conditions of the Local Authority of the City District - Prague 4 A geographic system developed in a systematic manner, for the needs of the territorial administration of and decision making on the City District territory. It was introduced into practise in various agendas within intranet, for instance, as basic map tasks at every workplace, garden maintenance, building office, transportation, elections, education, environment, tourism (bicycle routes), waste management, etc. It also provides the public with on-line services. It was used for addressing emergencies the floods in It was awarded in the competition Geoapplication of the Year. nora.lebrova@praha4.cz Atlas of the Prague s Environment - Capital City of Prague The geographic section of the Prague s Environmental Information System (IOŽIP), which has been in operation for a long time, available to professionals as well as to the public (in English version as well). Approximately 90 interactive maps, sorted by themes, are supplementary to the other System outcomes (Yearbooks, web pages, CDs, etc.). The Atlas was awarded in the competition Geoapplication of the Year. It was inspired by foreign best practices; nowadays it is an inspiration to the others. jaroslav.solc@cityofprague.cz, jiri.stach@cityofprague.cz 3D presentation of the City of Telč A three-dimensional view of the City square accompanied with text and html links and a 3D map of the Telč Microregion developed by the Municipal Authority of the City of Telč, Regional Authority of the Vysočina Region, and the company of Geodis Brno s.r.o. It was awarded in the competition Geoapplication of the Year Historical monuments of UNESCO World Heritage in the City of Třebíč A virtual sightseeing of historical monuments in the City of Třebíč, which are included on the World Heritage list. It is not dedicated solely to the Czech visitors yet also to foreign tourists (optional English, German, and French versions are available). 60

6 Development Plan of Water Supply and Sewerage - Hradec Králové Region The system encompasses a set of tools for the administration of the data warehouse of information acquired within the elaboration of Development Plan of Water Supply and Sewerage (PRVK). It works with table as well as map sections. The selected circle of information is available on-line by means of a geographic information system (GIS) on-line on the Internet or is presented on CD/DVD to the public. Internet in forestry management - Senožaty Web pages of the Library - Ústí nad Orlicí The municipal library awarded in the competition Biblioweb st place in the Category of Cities with population Web pages of the Library - Česká Lípa The municipal library awarded in the competition Biblioweb st place in the Category of Cities with population This is an on-line access to the data in the field of foresry management administrated by the Institute of Forestry Management (ÚHÚL). This data can be browsed, zoomed in, zoomed out and other basic operations can be carried out with. The service can be incorporated into a geographic information system of a town or municipality. The municipality of Senožaty can serve as an example from practice. Infrastructure for the network of libraries in Prague and services to citizens - Municipal Library in Prague The Internet penetration into libraries in the City of Prague based on a long-term concept and utilising multi-source financing. The objective is to get cultural heritage digitised and then to make it available to the public on-line
