2 Vysocina region One of the 14 Czech regions 704 municipalities, 510 thousands citizens ICT - one if the key priorities of the Region ICT staff ICT department: 3 sections (network management, databases and applications, GIS), 20 employees, Head - Petr Pavlinec, pavlinec.p@kr-vysocina.cz EPMA - Agentura pro evropské projekty a management Half-public organization for the international project management in the ICT field, established in 2004, to look for and manage EU projects with benefit for the Vysocina region, Director Irina Zalisova, zalisova@epma.cz

3 Vysocina Region & ICT ICT as the tool for the regional development Development of the regional ICT infrastructure is the key enabler for better governance, more efficient public electronic services and development of local businesses ICT as the tool for communication ICT enables sharing of the information and knowledge in the society, accesibility of the ICT supports the information mobility within the region and could rise the attractivity of the region for living and turism ICT as the tool for innovation and breaking barriers ICT supports the integration of disadvantaged citizens into the society, enables innovations (ehealth, education) and strengthens the transparency of the public administration activities.

4 Vysocina in ecitizen II project Vysocina Region is a new Self-governed territorial body, after the administrative reform in 2001 Since that, regional ICT infrastructures has become very advanced (regional broadband Rowanet, etc.) Public administration on the internet: legislation (duties) & need for more transparency and interactivity with citizens The Region is balancing between centralized and decentralized responsibilities towards local players and citizens Regional municipalities (over 600) are seeking for their role in social dialog, the power of ICT and new media being discovered

22 Lessons learned and Conclusions Czech municipalities (704 in Vysocina Region) are seeking for their role in social dialog, the power of ICT and new media still being discovered New social interactions are challenging, political interests are still not enaugh focused on eparticipation Local territorial management of pilots is an issue to be carefully planned, dialog of all stakeholders need to be organised, political support to be ensured Significance and role of projects as ecitizen II may be VERY HIGH as an inspiring example for other regions from NMS
