1 DATA SERVICE AND PHONE INFORMATION The VTCRC Data Service Plan is a utility we offer our tenants to provide for their internet and data needs. It is a co-op arrangement that is designed to provide access to state-of-the-art commercial internet services at the lowest possible price. Our goal is to provide this high quality data service at cost in the quantity that best suits the needs of our clients. This information is being provided as a point of reference for our clients to understand the options that are available to them (in terms of service and price) through the plans offered by the VTCRC. It also explains how and when to register for new service or to change your current service, and who to contact if you wish to configure VOIP phone service. REGISTRATION AND ACTIVATION To connect to the VTCRC Data Service Network you must register with the VTCRC Administrative Office. At registration you may request a specific type and amount of service based on the two available options, detailed below. If you do not select a particular service, the VTCRC will automatically assign you to our Unrestricted Plan. If you are not sure which option is best for your company or would like additional details about the available plans, please communicate with Kathleen Rhoads (kathleen.rhoads@vtcrc.com) for assistance in determining the service you need. How to Register Registration is a two-step process: 1. Fill out and sign a contract indicating your chosen Plan and tier of service (if applicable). Return this to the VTCRC Administrative Office via hard copy, fax or Indicate desired activations either on your contract or online through the Data Service Request Form. Contract A copy of the contract was included with the original communication regarding changes to VTCRC Data Service. It can also be found online under Data Service Request at The completed form must be returned to the Administrative Office via mail: 1715 Pratt Drive, Suite 1000, Blacksburg, VA 24060, fax: or information@vtcrc.com.
2 This document will be kept on file at the VTCRC Administrative Office and, if needed, may be changed on a semi-annual basis. In order to do this, please contact Kathleen Rhoads. NOTE: Contracts are automatically renewed along with your lease unless you indicate otherwise. Activations Please indicate desired port numbers and locations for activations on your contract or through the online form. Remember that there is a fee associated with the installation (if necessary) and activation of each VTCRC port within your suite. Installation is a one-time administrative fee that covers the time and materials needed to connect you to the network. An activation fee will need to be paid each time a physical port is added to your service plan. 1. To install a new VTCRC port: $ To activate a VTCRC port (that may already exist) in your suite: $100. Please note that VTCRC data ports typically have an orange insert. A white insert on the same plate may be used for phone service; however, please be aware that there are separate installation and activation fees for white (phone) ports. There may be other ports in the walls but they are not for VTCRC data services. We can help you identify which ports are ours. VTCRC Ports Phone Data Port Port Phone Service VTCRC tenants may secure phone service from any local or long distance carrier. Voice Over IP (VOIP) services are available from the VTCRC s internal provider, BizNet Technologies 1715 Pratt Drive, Suite Please note that fees for the installation and activation of a phone port are equal to and separate from those of a VTCRC data port. Therefore, the total cost to install and activate the two ports in the photo shown above would be $400. Data Service Request Form The Data Service Request Form is found under Data Service Request at On the form, you will indicate where your office is located and how many ports you would like to have activated and/or installed. It may help to know that many tenants have us activate a single port and then distribute services within their suite via wireless or wired infrastructure (which they provide in accordance with current building codes). If needed, the VTCRC can recommend contractors that can provide and set up those additional services.
3 DATA SERVICE OPTIONS To give you the flexibility to meet your bandwidth as well as budgetary needs, we now offer two competitively-priced data service options that provide service comparable to that available from local and even national providers. UNRESTRICTED PLAN What you get: Open (not-limited) access to all available bandwidth at the VTCRC Ideal because: It caters to those companies that need state-of-the-art speed and maximum flexibility; it provides the very best in access for both the uploading and downloading of files. What it costs: This plan is billed based on maximum bandwidth usage as monitored by the VTCRC. We take usage readings at regular intervals and calculate a customer s maximum usage level (measured in kbps used) at the 95 th percentile of total kbps usage over a one-month period. The user is then billed for their maximum usage according to a price structure that assigns decreasing rates per kbps as units of usage (1500 kbps/unit) increase. If your maximum usage falls within the following kbps ranges, you are billed at the corresponding rate per kbps. Kbps range Price per kbps used Minimum Charge $ $ $ $ $ 0.15 Potential drawbacks: There are no data limits on this service, so usage discipline is up to the tenant. The responsibility of keeping the peak usage and its costs under control can sometimes be problematic. Please note that: Bandwidth is not monitored during certain hours (12:00 am to 8:00 am nightly). Scheduling large file transfers during those times will go a long way in keeping your monitored usage patterns down in the lower ranges, thus keeping your costs lower. RESTRICTED PLAN What you get: Your selected maximum amount of dedicated bandwidth, sold in increments of 500 mbps, over a period of 12 months (refer to tiers listed below). If this type of service is
4 chosen we will allocate that level of service specifically to your company, as if you had purchased a private line. Ideal because: The cost is highly predictable and it guarantees a specific level of service. Additionally, this plan provides a high range of flexibility: while most other vendors typically sell their service in 1500 kbps increments, data service from the VTCRC is available in fractional (500 kbps) units. What it costs: You will pay a fixed cost per month based on the level of bandwidth you choose. If you find that your service needs change, you can with adequate notice - add or remove bandwidth from your contract. The change will be reflected in the next monthly billing cycle. Each tier allows the user to operate within the selected bandwidth range and caps usage at the tier s maximum amount of kbps at any given time. The listed fees are the monthly charges for each tier within the Restricted Plan. Kbps max range Price Up to 500 $ $ $ $ $ $ Additional 500 kbps increments of service are charged at $45 each. However, bulk rate discounts do apply for larger users; please inquire through the VTCRC Administrative Office for details. Potential drawbacks: You may experience some slow times if your temporary needs exceed the bandwidth you purchase; this service does not allow you to exceed the amount you contract for, even on a temporary basis. This means that occasional large data transfers will be slower than in the Unrestricted Plan. Of course, you can choose to add more capacity to your contract if this becomes an issue. There are two important considerations when using this option: 1. Tiers are contracted for a twelve month period. At the end of each period you can change your tier according to your needs. With adequate notice, however, you may update your tier selection more often. Please contact the VTCRC Administrative Office if you wish to change your amount of service before the annual contract renewal.
5 2. We use a fixed monthly charge for each tier of service. You will find the bandwidth charges within each tier of service to be lower than most commercial services being offered when both upload and download speeds are factored in. The fixed monthly charges also help you to better plan your budget. MAKING A DECISION Both plans allow access to the unmatched upload/download speeds of the VTCRC s data service network. The chief difference between the plans is the relative freedom allowed within the Unrestricted Plan: you are charged based on your actual data usage and the possibility exists for you to use as much or as little bandwidth as you desire. While the Restricted Plan gives you more control over your monthly costs and usage, it locks you in to a certain amount of service that you are not able to exceed unless your contract is amended. Customers who need to tightly control their data services budget or need a guaranteed level of service will be interested in the Restricted Plan of service based on their recent usage patterns or desired level of service. Fast growing or companies heavily dependent on internet usage may want to stay with the current Unrestricted Plan. We will be glad to sit down and review these with you to help you make the right choice. Please note that data service customers who do not choose to have a certain amount of bandwidth allocated to them through the Restricted Plan are automatically assigned to the Unrestricted Plan and are billed based on monthly usage.
