3 1 GENERAL INFORMATION 1.1 INTRODUCTION AND EXPLANATION Chicago Public Schools (CPS) is seeking information (RFI) from OBIFS implementers who are capable of and interested in providing implementation services for the CPS OBIFS Implementation on Exalytics solution (with retiring Discoverer). This Request for Information (RFI) is intended to educate CPS, to obtain information about various OBIFS implementations, to identify various implementers and to obtain cost estimates for the phased implementation. While this RFI will not result in an award, we believe it is in the vendor community s best interest to assist in providing cost estimates (per phase and per milestone). At the same time, we understand that vendors will not eagerly pursue extremely detailed and time consuming requests. We have constructed this RFI, and the accompanying response section to make it as easy as possible for vendors to respond. CPS / EFS is analyzing implementation / upgrade options to determine how to deliver the best value to the district, city and taxpayers, with minimum cost and risk. This Request for Information will provide CPS with the data necessary to plan effectively for this implementation / upgrade. This Request for Information (RFI) and any future vendor presentations do not imply any form of an agreement with candidate suppliers. Repsonses to the RFI will be used to build and fine tune any future Request for Proposal (RFP). CPS currently uses Oracle Business Intelligence Enterprise Edition along with Oracle Discoverer for their main reporting tool, while segments of the business use ad-hoc systems such as Access Databases, individual off the shelf solutions and Excel spreadsheets to do reporting as well. With the implementation of Hyperion Public Sector Budgeting, Revenue, Debt and CapEx, our data will be integrated across like technology (Oracle, Essbase). There is a need for fast data retrieval; manipulation and reporting so the entire business uses the same one data source in real-time. With the increasing amount of requests for Dashboard creation and access both internally and to the public, speed of data retrieval (ETL) and display will increase as will the need of the technology behind it to make dynamic data as close to real time as possible. A Data Governance Council has been formed to address the challenge of disparate data. The council is working to define processes and procedures to handle information so it can be utilized by all of CPS, and not just users of that particular source system. CPS understands the value of Data Governance. CPS also understands it is critical to be able to analyze data across all systems. As part of EFS s long-term plan, upgrading to the next level OBI solution to supplement CPS s capabilities to extract like data is imperative. The OBIFS solution must provide the following capabilities: Web-Based, Self-Service Environment: The implementer will create an environment that allows user groups to access information they need to make informed decisions in a timely manner. Capabilities include simple reporting, interactive dashboards with updated Request for Information 3

4 graphics capabilities, cross system complex reporting, predictive analysis models and mobile access to information. Data Integration: The implementer will assist ITS/EFS in the task of integrating data across the defined Key Systems. Queries of operational data will need to be discussed and a determination made as to what queries are created. CPS wants to show immediate return on this investment. Knowledge transfer in this area is critical to the success of the project. Integrated Security: The implementer will teach staff about granular row and column level access within the data integration layer of the OBIFS architecture so a common point of security is enforced and report development is not negatively impacted. Data Quality Products: The implementer should be familiar with various data quality products and provide a data quality strategy based on the data sources identified in the phased implementation. Responses should be constructed assuming the following baselines: A fully licensed Oracle s Business Intelligence Foundation Suite, Oracle Data Integrator and Oracle Times-Ten In-Memory Database along with 2 Exalytic engineered systems. CPS requires the capacity to display documents from our document management system(s) I/PM and WCC. CPS/ITS/EFS have developed a comprehensive Strategic Data Plan (see diagram next page) for EFS systems that identifies requirements and challenges of the OBIFS implementation: Data Integration, Data Sources, Analysis and Information Delivery. In addition, CPS envisions an EFS Information Center as an integral part of the OBIFS implementation. The EFS Information Center, when complete, would be used by the staff to find data in a variety of ways such as: 1. By Network 2. By School 3. By Position 4. By Job/Role 5. By Department 6. 5 Both the Strategic Data Plan and the OBIFS Implementation are based on the CPS vision and key business goals. The business objectives of this project are: 1. Provide better insight and decision making by integrating siloed data with business intelligence. This will produce actionable data for staff, partners, legislators, and citizens. 2. Improve customer satisfaction and transparency by enhance ITS s ability to support scalability and emerging technologies. 3. Increase efficiency by providing access to integrated, relevant and complete information. Employees using the siloed data could access the integrated data in one place allowing more time for additional analysis. 4. Utilize predictive analysis models to make better informed decisions. 5. Reduce costs by improving end-user self service. The specific project objectives are: 1. Integrate CPS data so queries, analysis and reporting can be done across database / application boundaries. 2. Implement / Upgrade Oracle Business Intelligence Foundation Suite from OBIEE across database / application boundaries including the following components: a. Exalytic Engineered System b. TimesTen In-Memory Database c. Interactive Dashboards Request for Information 5

6 d. Self Service Analysis e. Report Publishing f. Office Suite Productivity Plug-in g. Alert Engine h. Scorecard and Strategy Management i. KPIs j. Mobile BI 3. Migrate high priority Discoverer reports to OBIFS and provide a migration path for remaining reports for CPS ITS/EFS staff to convert. 4. Migrate existing dashboards and ETL processes to OBIFS. 5. Configure and teach CPS/EFS staff to launch internal applications using query results as parameters. 6. BI Platform delivery to mobile platforms will include notifications, reports, interactive dashboards and self service analysis. 7. Development of the EFS Information Center Prototype to be used as an effective business tool. This should include interactive proof of concept sessions used to orient project and implementor staff about the goals of the Information Center. 8. 8 1.8 COST OF PREPARING RESPONSE CPS is not responsible for any cost incurred by the vendor in the RFI response preparation or presentation. Request for Information 8

9 2 VENDOR RESPONSES Responses should consist of the following sections. Each section is listed below. 2.1 SECTION 1 EXECUTIVE SUMMARY Vendors shall provide an executive summary written in non-technical language to summarize the overall capability and approaches for phase 1 of the OBIFS Implementation on Exalytics and Discoverer retirement. 2.2 SECTION 2 IMPLEMENTATION APPROACH This section should describe the implementation strategy and project methodology for the OBIFS project. This section should include a rollout strategy and a high-level project plan for the implementation. In addition, an organizational structure should be included with defined roles for all project participants. Required skill sets should be noted for each project participant especially for the data modeling group. 2.3 SECTION 3 PROPOSED SOLUTION Vendors shall provide their proposed solution. The proposal should make high-level recommendations specific to the CPS implementation. The solution should be presented in the following order: 1. Project Management a. Project plan b. Total cost (estimated range); approach to pricing 2.4 SECTION 4 CONCEPT OF OPERATION Describe how your implementation would satisfy CPS s BI needs based on project background information, requirements, current processes and the suggested implementation strategy. The following topics should be considered in the solution: 1. Integration The solution should be able to join key source data for phase Flexibility The solution should be flexible enough to accommodate changes mandated by state and local statutes and regulations mandated by law and other regulatory bodies. 3. Scalability The solution must be scalable to support growth in data volume. Discuss how Exalytics will accommodate additional data and users. 2.5 SECTION 5 SCOPE OF WORK Please describe your recommended approach to the following milestone tasks. Include the estimated timeframe to accomplish each task plus the roles and skill sets required of CPS personnel. Assume that CPS will provide overall project management and independent quality assurance. Please specify any additional tasks you envision to be required. Assuming this will be a phased implementation, indicate what functionality would be included in phase 1 only. If your implementation strategy does not require any of these tasks please indicate why not. Project Planning Objective: Develop a phased implementation strategy and including deliverables based upon the source systems and specific functionality as prioritized in system requirements as well as the implementation strategy (Exhibit 1 Project Charter). Validate Functional and System Requirements Objective: This task involves confirming and expanding functional requirements and developing a conceptual approach document to support the defined functionality. Proof of Concept Objective: Illustrate / demonstrate BI functionality using source systems for phase 1 and gain input and acceptance from the user community prior to detailed system design. System Configuration Objective: Document understanding of OBIFS installed on Exalytics. Other tasks of this milestone include, but are not limited to: Security setup for OBIFS administrators and developers Request for Information 10

11 Set up the end user environment Determine how to get monitoring information through ILOM Data Modeling Objective: Develop the methodology to determine the quality of the data and usability when mapping source data to the BI tool (ODI). This effort includes but is not limited to: Creating conformed dimensions Partitioning facts Identifying data quality tool and/or strategy so CPS will understand what is involved in this task Verification and Testing Objective: Verify that the BI solution operations in accordance with stated objectives in both production and non-production environments. Documentation and Training Objective: Provide system and user documentation. Train end-users, trainers and technical staff on how to use the BI tool to extract data from different source systems. System Acceptance Objective: Ensure independent testing and verification of BI system functionality prior to going live with a release of the solution. Rollout Objective: Ensure system availability to all system users in accordance with a predefined rollout schedule. The scope of this project can be defined by 7 major milestones: 1. Procure and install Oracle Exalytic Engineered systems with Oracle Consulting. OBIFS comes already installed. 2. Migrate current ETL processes (Extract, Transform and Load) and architecture from Informatica PowerCenter to Oracle Data Integrator (ODI) 3. Migrate current dashboards to new technology stack. 4. Optimize and aggregate OBIFS for each data source. The data sources for each phase are shown below: Request for Information 11

Using the source systems identified above, demonstrate research reporting and dashboards for each souce system and phase. 2.6 SECTION 6 COST While this RFI will not result in an award, we believe it is in the vendor community s best interest to assist in providing cost estimates. At the same time, we understand that vendors will not eagerly pursue extremely detailed and time consuming requests. We have constructed this RFI, and the response section to make it as easy as possible for vendors to respond. Please provide a cost estimate for the following areas: 1. Software This would be for any recommended Data Quality software products or additional products outside of OBIFS / Exalytics to be used during implementation. 2. Project Costs This would include vendor costs to accomplish the following milestones: Project Planning Validate High Level Functional Requirements Validate Functional and System Requirements Proof of Concept System Configuration post Oracle Installation of Engineered System Data Modeling Verification and Testing Documentation and Training System Acceptance Rollout Request for Information 12

13 Each of the milestones noted above represents major levels of effort in the scope of work. CPS would like to see a cost estimate assigned to each of these major tasks with a total for phase Opportunities to share risk or otherwise reduce cost Use this section to describe any suggestions on how CPS could reduce costs for this project. 2.7 SECTION 7 PAST PERFORMANCE Using the categories listed below provide a complete description of one project of similar scope, software and hardware. 14 3 ADDITIONAL VENDOR COMMENTS As part of your response to this RFI, please feel free to include any additional comments or suggestions that your company believes would be helpful to CPS. Vendors may submit comments and questions about the RFI process to the RFI Coordinator prior to responding to the RFI by date indicated in the RFI schedule in Section 1.4. Responses to vendor questions will be considered addendums to the RFI. Modifications to the RFI that may result from Vendor comments will be sent to all Vendors (or posted on the procurement website). 17 1. Executive Summary The OBIFS implementation / upgrade project will move the Chicago Board of Education / Chicago Public Schools to a more structured data and strategic decision support system. This effort is part of a larger effort by CPS to address long term system/data integration issues (Enterprise Unified Application Platform (EUAP)). The EUAP is composed of 2 key objects in relation to OBI: Core Data Integration and Data Governance. The mission of the Data Governance Effort is to establish and maintain policies, standards, procedures and processes that support the effective and timely delivery of reliable data in and across CPS, other government agencies, external partners and the public at large. The success of this effort will affect how the Core Data / Systems Integration effort is executed. The Oracle Business Intelligence (OBI) Upgrade to Oracle Business Intelligence Foundation Suite (OBIFS on Exalytics is one part of the Core Data / Systems Integration effort. CPS expects this effort will address the proliferation of applications with data stored in multiple disparate databases. In the past, applications were designed for a specific function, but not necessarily with the global needs of the district in mind. This effort will require collaboration and multiple inputs across CPS. This approach will allow CPS to manage scope and provide ability to move quickly and show business value. This approach also reduces risk and provides an opportunity to fine tune the road map to meet changing business requirements and implement lessons learned. Request for Information 17

18 The initial key source systems will be implemented over a phased period of time utilizing resources from several departments / organizations. The organization of this project will reflect the need to not only extract data in usable ways but correlate the data across multiple applications / dimensions. CPS s key systems are shown below: Oracle E-Business Suite (EBS) Hyperion Applications (CapEx, Revenue, Debt, Projections, Budget) EAC (Enterprise Application Center) PeopleSoft (Payroll, HMC, Position Control) Oracle OAF / ADF Applications I/PM WCC (to be replaced) SDMS IMPACT The primary risks to the project relate to the size and scope of the endeavor. Based on research from other implementations and past experience, the biggest risk factor is attempting to do too much too fast. There are multiiple applications and data marts and many opportunities to create dashboards and reports. CPS is aware of this and the project will be managed such that reasonable goals are agreed upon and communicated effectively. It is also critical that quick wins are achieved early. CPS understands if there is not a clear project focus, the efforts will be diluted and very little value accomplished. 2. Business Objectives For the OBI Upgrade to be achievable, it must address specific project objectives. These project objectives are shown below: 1. Integrate CPS data so queries, analysis and reporting can be done across databse / application boundaries. 2. Implement OBIFS across database / application boundaries including the following components: a. Oracle Exalytics In-Memory Engineered System for real-time high performance analysis, modeling, and reporting. b. Oracle Essbase for OLAP integration to Hyperion c. Oracle Scorecard and Strategy Management d. Mobile Business Intelligence Request for Information 18

19 e. Office Integration f. Endeca Information Discovery g. Self Service Analysis h. Interactive Dashboards i. Alert Engine 3.
