Preface The intent of the feasibility study is to determine a plan, with ballpark cost and construction time estimates, to connect the subject merchant transmission upgrade to the PJM network at a location specified by the Interconnection Customer. As a requirement for interconnection, the Interconnection Customer may be responsible for the cost of constructing: Network Upgrades, which are facility additions, or upgrades to existing facilities, that are needed to maintain the reliability of the PJM system. All facilities required for interconnection of a merchant transmission upgrade must be designed to meet the technical specifications (on PJM web site) for the appropriate transmission owner. In some instances an interconnection customer may not be responsible for 100% of the identified network upgrade cost because other transmission network uses, e.g. another generation interconnection or merchant transmission upgrade, may also contribute to the need for the same network reinforcement. The possibility of sharing the reinforcement costs with other projects may be identified in the feasibility study, but the actual allocation will be deferred until the impact study is performed. The Feasibility Study estimates do not include the feasibility, cost, or time required to obtain property rights and permits for construction of the required facilities. The project developer is responsible for the right of way, real estate, and construction permit issues. For properties currently owned by Transmission Owners, the costs may be included in the study. General Reliant Energy Electric Solutions, LLC has proposed a project to upgrade the Mitchell Shepler Hill 138 kv circuit. The circuit is to be reconductored with 10.33 miles of 954 ACSR. The proposed in-service date for this merchant transmission project is January 1, 2008. This Merchant Transmission Feasibility Study assesses the practicality and cost of incorporating the transmission facility into the PJM system. This study was limited to short-circuit analyses as well as load flow analyses of probable contingencies. PJM has provided preliminary estimates of the type, scope, cost, and lead time for construction of facilities. If the interconnection customer elects to pursue the System Impact Study, a more comprehensive analysis will be performed. Attachment Facilities The proposed reconductored 138 kv transmission line will terminate at existing facilities. The total project cost is estimated to be $ 3,000,000 in 2007 dollars. This estimate does not include tax gross up. This project will require 26 months to complete from the date of receipt of a signed Construction Service Agreement (CSA). Delays could be based on weather, equipment lead-time, and availability of outages to perform the work. NETWORK UPGRADES The study indicates no network upgrades are needed for the project. Network Impacts Project #R75 was evaluated for compliance with reliability criteria for summer peak conditions in 2011. Potential network impacts were as follows: Generator Deliverability No problems were identified Multiple Facility Contingency No problems were identified Contribution to Previously Identified Overloads No significant contributions to previously overloaded facilities were identified New System Reinforcements None identified. Contribution to Previously Identified System Reinforcements None identified. Short Circuit No overdutied breakers were found. IDRs at Elrama 138 kv 0 MW The incremental MW-injection is limited by the Mitchell-Uninon J. 138 kv line for the tower outage of 138 kv lines Mitchell-Charleroi and Mitchell-Dry Run.
