JOB AND PERSON SPECIFICATION Job Title: Division: Grade: Governance Support Officer Strategic Planning and Evaluation Division (SPED) H Reports To: Director, SPED General information The Commonwealth Secretariat is the principal intergovernmental body of the Commonwealth, responsible for advancing and achieving the shared goals of the association s 53 member governments in advancing democracy, development and respect for diversity. The role of Strategic Planning and Evaluation Division (SPED) is to identify the global context in which the Commonwealth Secretariat pursues its mandates from governments, to stimulate policy and activities across other divisions to respond accordingly, and to service the meetings of the Secretariat s governing bodies. Working closely with all divisions of the Secretariat, SPED is responsible inter alia for the preparation of the Secretariat s 4-year Strategic Plan; acting as the secretariat to the Commonwealth Secretariat s governing bodies; managing the Secretariat s programme of evaluation studies; coordinating the work of Policy and Planning Committee (PPC) and Senior Management Group (SMG); facilitating strategic thinking and planning; supporting corporate management through Committee on Corporate Services (CCS) and Strategic Human Resources Committee (SHRC); promoting results-based management (RBM) including by monitoring, evaluating and reporting on programme quality, progress and performance; and promoting the adoption of good practices identified in evaluation studies. The Division s structure reflects these responsibilities, being broken down into a Planning Section, Evaluation Section, RBM Team and the Director s Office. In addition, the Division interacts internally with all divisions and externally with representatives of member governments to pursue its responsibilities. Job summary SPED serves as the secretariat to the Commonwealth Secretariat s governing boards (GBs). GBs include the Board of Governors; Executive Committee of the Board of Governors; Accreditation Committee and other working groups that are constituted on need-basis such as Working Group on Commonwealth Youth Programme (CYP) scales of contribution etc. 1

The Governance Support Officer s main role is supporting in external and internal governance of the Commonwealth Secretariat. The external governance includes assisting Director SPED in discharging his duties as Secretary to GBs. This includes assistance in preparing meeting papers, minute-taking, coordination with High Commissions in London and capitals on governance matters and making the logistical arrangements for meetings. The internal governance includes assisting Director SPED in his role as Secretary to PPC and SMG as well as a member of CCS and SHRC. This includes assistance in coordination with members of the aforementioned management committees, preparation of papers, note taking and logistical arrangements for meetings. Task description The post-holder will support the following three areas of SPED s work: A. Governance a. Assist in scheduling meetings as well as preparing agendas and programme for meetings; b. Undertaking research; Coordinate with Commonwealth Secretariat s divisions; and liaising with other organisations, as appropriate, to draft papers for the meetings; c. Drafting briefs notes and talking points for the Secretary-General, Chairs of GBs, and the Secretary; d. Maintain and regularly update a database of contact names, telephone numbers, emails and postal addresses of governors; members of GB committees and other relevant fora; e. Minute taking and preparation of draft Summary of meetings as well as Summary Decisions of relevant meetings; f. Support in the follow-up matters related to decisions of GBs; g. Draft and circulate messages and papers to GBs along with uploading it on Board of Governors work space on Commonwealth Connects; h. Maintain an up to date electronic and paper record of documentation related to GBs matters; i. Assist in briefing GB members about the organisation and governance matters including coordination with the Commonwealth Foundation on jointly organising the Diplomats Induction Programme. B. Corporate Management a. Support in scheduling meetings; preparing meeting papers; and liaising with members of PPC through their offices; 2

b. Liaise with Secretary-General s Office (SGO) to schedule monthly SMG meetings; assist in logistical arrangements including the selection of venues for Retreats etc, and in the preparation of Matters Arising paper; c. Liaise with the offices of DSG, Corporate Services, Director, Human Resource Division (HRD) and Director, Corporate Services Division (CSD) to receive schedules, papers and information related to CCS, SHRC and any other relevant committees. C. Division-related work a. Maintain and organise an electronic and paper record of the above meetings; b. Provide support to the Planning, Evaluation and RBM team; c. Undertake research and analysis; d. Adhere to the Gender Equality values of the Commonwealth as enshrined in the Charter and Secretariat s Gender Equality Policy; e. Perform other duties as may be required from time to time. 3

Person specification Education: A post-graduate degree in management, international relations, development studies, economics, public administration or related field. Experience: At least 7 years working experience in supporting high level meetings; preparation of strategic papers and reports in the corporate sector, national government or in an international/inter-governmental organization. Desirable: Research and networking background with 2 or more years of experience in dealing with a Board of Governors and related matters.
