Common Online Admission for First Year Pre-University Admission for the Academic Year beginning 2012. 1. The Department of Pre-University Education proposes to have a Common Online Admission System for the colleges in the cities of Bangalore, Mysore, Mangalore, Belgaum, Gulbarga, Hubli-Dharwad, Davangere, Tumkur and Shimoga. The Common Online Admission Process will usher in transparency in the admission system and ensure that all students who have passed SSLC examination get a fair and equal opportunity to get admission in any college of their choice based on their individual merit as per the prescribed roster system followed by Pre- University Department for seat allotment. 2. Presently CBSE and ICSE students have a separate 5% of the overall seats reserved in all colleges. As and when the CBSE and ICSE results are declared the same system of online admission will be extended to them also by preparing a separate merit list. This would help these students as they too suffer from all the inherent deficiencies of the existing admission processes. The only reason as to why they cannot be integrated with the existing system is that there is a difference between the timings of declaration of results between the SSLC, the CBSE and the ICSE Boards. 3. The features of Common Online Admission are already followed in the cities of Pune, Chandigarh, Mumbai and by at least 13 different States/Entities which conduct admissions to the Medical and Engineering colleges (eg. AIEEE, Delhi,Andhra Pradesh etc) 4. Improvement in efficiency of allotment of scarce seats, transparency, equity in access and equal opportunity for all students are the guiding principles behind this policy initiative. The Pre-University department sees this initiative as an opportunity to make education the great leveller to address issues of equity, access and quality in education across the state. Needless to state that this initiative will also help in addressing the menace of donations, capitation fees and overcoming economic (poverty), language (Kannada medium) and social barriers in accessing seats in colleges. 5. Present Admission Process-In the current process students who have passed the SSLC /CBSE/ICSE examination apply individually to various colleges of their choice. The students often spend lot of money, time and effort in purchasing the application forms, filling up and submitting the application. Though the department has prescribed the application fees most of the colleges do not follow the same. Though the application form is prescribed by the department, each college sells the form separately, some even have a prospectus that students invariably end up buying.the 1

total number of applications sold, the number of applications received, the number of applications rejected, the modalities that went in preparing the merit lists by each college are not available in the public domain. This period is a very stressful time for students and their parents. Even college Principals have a harrowing time because of the opacity and subjectivity that plagues existing admission policies and often incur parental wrath and ire. Broadly the existing policy is as follows. Colleges receive the applications and prepare a merit list. Colleges also allot seats under management and Category (SC, ST, OBC, etc) quota. As per the above seat allotment, the colleges announce the First list of seat allotment and expect students to pay the prescribed fees by a certain date. Students check the first list and decide whether to join or not. They run around from college to college and check the status. Most of the colleges do not follow the same calendar of events for admission prescribed by the department. Generally a Second list is announced by colleges for the students who have not got admission in the first list based on the merit, Category and preference of Management quota. Generally this process continues till the seats are filled. 6. Percentage of seats available under Government Quota and Management Quota as per the existing guidelines of the Pre- University department are as follows. To empower students and parents by ensuring access to information on infrastructure, teaching resources and seats available in each college, access to apply as per their choice and merit, equal opportunity, transparent allotment with all details available in the public domain. To make the entire process stress free for parents and students. To empower colleges by ensuring transparency in applications and allotment of seats. Choice of colleges is a democratic choice exercised by the students. To avoid a student from physically going filling and submitting applications for 10-12 college standing in long serpentine queues. To save money and time of parents / students. To prevent students/ parents running from one college to another college. To reduce the tension/anxiety of the parents. To assure every student a seat in one of the choice made by the students there will be even distribution of students across the colleges. Equal opportunities for all students based on their merit. System is egalitarian and transparent. Compulsory implementation of the roster system in allotting seats as per Government norms. Bringing in total transparency in the I PUC Admission process. Empower college Principals and Administrators by giving them a set of transparent rules to follow and implement. 6. Process for the Online Admission Process Brochure An exhaustive brochure prepared by the department of Pre-University shall be available from the day after the last date of the SSLC examination. The brochure will have the following details- The details of the Common Online Admission Process with exhaustive FAQs. Seat matrix college wise of all the colleges located within the geographical limits of the respective city(in this case the nine different cities). This brochure is city specific. However e-copies of all the brochures will be available on the department website. Fee structure college wise. The brochure will also contain other details as follows: Full Address of the Colleges in the city College Code Languages taught in each college Subject/Combination taught in each college Total number of intake of students Type of College(Girls/Boys, Aided/Unaided, etc) Category Wise/Combination wise cut-off percentage of each college for the previous year. II PUC results of the last five years Infrastructure in the college. Specimen copy and detailed instructions for filling up the application form. The brochure shall be made available at a nominal cost in all the schools. 4

Application Students need not submit different application forms for different colleges. Students need not submit different applications for Government Quota or Management Quota seats. The single application shall capture that option also. On the basis of the students option the Management Quota seats applications shall be routed to the colleges. Common Admission calendar of events shall be published keeping the date of announcement of SSLC results as the focal point. The events of the admission process are published as soon as the SSLC results are announced. The application form is designed in such a way that the form seeks very limited details from the students as the details of the students shall be fetched from the SSLC database. The student shall only need to key in/fill in their choice of colleges. The application form is designed to capture a maximum of 40 such choices. The department is considering two options to be given to students to submit their applications. However on the basis of feedback the department may eventually move on to a completely online process for application submission (as is done in other cities) when the final policy is announced. The first option is that students submit the application online by keying the SSLC Reg. No. and filling the preference of colleges of their choice. A student can choose up to 40 colleges of their choice (a minimum of three will be mandatory). Students can refer to brochure (available on the website) for choosing colleges. If a student who wants to be considered under reserved category, then he/she must appropriately choose the reserved category fields online A field in the application form will capture the unique number and date of the certificate. Submission of documents should be done at the college only. As in the existing system the responsibility of verification lies with the college. Only certificates issued in the last five months will be considered. After submission of the online application form, the filled application in the form of PDF document is generated, this pdf document shall also be 5

emailed to student. Fees for the application form shall be both online or offline. The student needs to key in the receipt number while submitting the application. Bangalore One/Karnataka One centres and banks are the offline options being considered. The second option for application is to provide a detachable application with the printed brochure. The application filling process is very similar to the first option. The students here fills in the application form and submits it through the Bangalore One/Karnataka One centres. Allotment of Seat The students will be given ten days to submit their applications from the date of declaration of the SSLC results. After the last date(ten days from the date of declaration of SSLC results) for submitting the application form is over, the software programme prepares the merit list of candidates category wise-purely based on the total marks (percentage) obtained by the candidates in the S.S.L.C examination. This list is put up within 7 days from the last date of applications. The software shall take into consideration the preference given by the candidate combination wise along with merit for selecting him/her for First preference/second preference and so forth. The software is so designed that a candidate with less marks will not be in a position to get a seat in a college where a student with higher marks having given option has not got a seat in that college. After First list is announced 3 days time is given to the students to pay the fees in the respective colleges. Students who get selected under categories shall also submit the original certificates for verification along with a copy of the attested certificates in the colleges. As and when the student joins he/she shall upload the details online. On a day to day basis, the colleges will also upload the information regarding no of candidates combination wise/category wise in the selected list who have paid the fee and No. of seats unfilled(vacant) on the website. The seat matrix will be updated every evening and details of the same will be in the department website in public domain. Also within this duration if the student has selected a college and wants to opt out of the college and join another college where he/she has got a seat, then he can surrender the seat that he/she has already got and then opt for the seat in another college of his/her preference. 6

Five lists will be announced where student can choose the seats. At the end of each list announcement, seat reconciliation will happen and a new list will be announced. A student will be given the option to surrender/update his choice of college/combination twice during this list generation process. This option will only be available online. In case a student is allotted the same seat in two consecutive lists, and the student chooses not to act on it, the student will then be taken off the future lists and the seat will be made available to other students. (Or alternatively, the student may be allotted the next best seat available to him according to his merit and category, from his list of choices) In the above case, if the student updates his list of college/combination choice, he will not be removed from the system, even after he fails to act on the seat allotted to him the second consecutive time. The student may opt to re-join the process using the grievance redressal link of the portal. Finally, after all the five lists are announced, a final list will be announced which shall display vacant seats in various colleges, students who have not been able to get admission can choose the seats and get admission. The selected First/Second/Third/Fourth/Fifth/Final lists will be announced on the website. Students need not go from college to college to know the result of getting a seat in a college of their choice. The online seat generation system will have the following features:- o It will be capable of handling student merit, candidate category, candidate s individual choice of college, combination and seat type (government/management) and cut-offs per college and combination. o It will be capable of intelligently mapping a student to available seats based solely on merit, thereby ensuring a fair and transparent system of seat allotment. (the categories of the candidates will also be given due consideration) o It will generate and update the candidate shortlist per college and update the same on the PU portal for five and one final iterations. 7

A similar process of allotment will be followed for CBSE/ICSE/NIOS students together after their results are announced. The department invites feedback on any of the issues/processes as delineated here in the proposed policy for Common Online Admission Process for I PUC Admission for the year 2012-13.The Department requests all the stake holders (students/parents/college administrators/citizens) to send their suggestions to make this policy formulation and evolution participatory.
