Belgrade, 18 August 2015 INVITATION TO TENDER E-COMERCE PROMOTION WEB SITE CONTRACT OBJECTIVES & EXPECTED RESULTS Background to the Project Project Title: e-business Development Project No.: EuropeAid/133836/C/SER/RS Contract No.: 2014/337-303 Country: Republic of Serbia Project Start Date: 23 rd of May, 2014 Project Duration: 30 Months Overall and Specific Objectives of the Contract: The overall objective of the project of which this contract is a part is to enhance the competitiveness of the Serbian economy through strengthening of the private sector and its performance. The project specific objective is to increase the productivity and competitiveness of Serbian SMEs, their internationalisation and capacity to innovate, by creating a more favourable environment, promotion of e-business in order to strengthen their efficiency, quality and accessibility of products and services as well as cutting costs and administrative procedures. Purpose: Strengthening the legal and institutional framework to alleviate remaining legal, regulatory and standardisation bottlenecks for a better e-business environment in Serbia (in particular for e- Commerce and e-invoicing and e-ordering with / by the public sector) E-Commerce development in order to facilitate the e-commerce uptake by SMEs and consumers and to facilitate the creation of jobs and to increase trade competition in Serbia G2B reinforcement in view of deploying future technologies to make government more flexible and be able to better serve businesses in Serbia and internationally Main Project Beneficiaries: Ministry of Trade, Tourism and Telecommunications Ministry of Economy Project Components: Component 1: Institutional Capacity Development Component 2: e-commerce Development Component 3: G2B & e-invoicing Support Expected Results: Key government actors and industry representatives are actively participating in the improvement of the e-business environment (in particular in selecting internationally recognised relevant and

required standards, e.g. e-invoicing) E-Business legal framework improved Regulatory framework and practices improved The MTTT e-commerce unit is established, strengthened (trained and mentored) as well as several hundred civil servants made ready to support the e-business environment SMEs are fully aware of e-commerce benefits and practices E-Commerce support instruments drafted and ready to be implemented SMEs have access to e-commerce practical guides (via a dedicated website) as well as an e-trust Mark Selected high-potential SMEs with a concrete e-commerce project have been advised Serbian e-consumers are more informed on how to benefit from e-commerce and how to use it safely Serbian citizens are informed of C2C and how to benefit from it A G2B Service Bus is designed System specifications for e-invoicing and e-ordering and technical documentation for implementation of this service via proposed G2B Service Bus are prepared The G2B Service Bus is technically fully specified and the associated financing prepared The migration of business identified e-service toward an advanced e-service using the G2B Service Bus is mapped (back and front office), in particular for e-invoicing Web site SPECIFICATION and REQUIREMENTS www.eposlovanjesrbija.rs 1. Introduction Goal The main goal is to develop a web site for the promotion of e-commerce and e-business in Serbia. In that matter the web site will become a real central source of information concerning e-commerce and e-business and people will have a main focus point where to look for information. Target groups Inhabitants of Serbia Representatives of the beneficiaries Business community in general SMEs business support structures and SMEs Administrative bodies on states, regional and municipal level Consumer protection organisations 2. Content specification Content of the web site will be specific, related to e-business and e-commerce so it can be of major help to target groups. Also, it will be uploaded frequently and has to be not just informative but also educational. Content will be published in English and Serbian (Cyrillic and Latin letters) languages, so web site must have integrated multilingual platform.

Type of content to be uploaded: Serbian / English language articles (Cyrillic, Latin letters), and up to 5 additional languages if needed Guide for e-consumers from the EU as well as from various EU membership countries Serbia specific e-consumer information such as the main legal regulations (tax, customs, payment, postal delivery) Contact data to e-consumer relevant organisations and entities such as government bodies and NGOs involved in e-commerce affairs in Serbia (Ministries, agencies, postal service, other mail delivery services) A calendar consisting of e-consumer related event announcements Interactive content, such as surveys, interactive online games, e-consumer related videos and links to audio- and video podcasts for e-consumers Security advice and links to tools such as antivirus, data encryption and security software from the open source community that can be downloaded and used free of charge format of a content (text, video, images, maps) Possibility to subscribe to a mailing list Ideal ratio of the web site content should be: 50 % of the content dedicated to professional " what / when / where / why and how to do" articles 20 % of the content dedicated to eyou guide content 30% of the content dedicated to consumer and citizen rights, legislations, success stories, case studies, VIP interviews etc. 3. Content / categories structure specification Exact content structure of the web site is specified in Annex 1 http://1drv.ms/1hljxie 4. Initial content specification Initial content is specified in Annex 1 and will be provided in a form of articles by the Working group in both languages during development phase of the web site. It is expected that awarded web Development Company will help with import of initial content to the web site. Annex 1 5. Functional specification navigation through the web site & specifics: Homepage of the web site must be consisted of several specific areas: Banners area: Central banner rotator area - dedicated to the most important content Side banners area - dedicated to exchange banners

Area reserved for header banners (more specifics in "design specification") Area reserved for footer banners (more specifics in "design specification") Content area: Area reserved for "e-business for SME" categories articles Area reserved for "e-citizen" categories articles Area reserved for Success stories Area reserved for VIP interviews Area reserved for multimedia Area reserved for Calendar of events All newly published articles and other content must be automatically visible within specified areas without intervention of administrators. At the later stage, administrators can reposition articles and content as per their needs using CMS. Generally, all Wordpress CMS functionalities such as ability of reallocating banners and content, ability of redefining of menu, topics, categories, managing user roles etc. must not be limited by any kind. 6. Design specification guidelines During the design of the WEB site all visibility requirements as of the EU visibility guidelines documentation will have to be taken into consideration. Furthermore the WEB site must be developed in accordance to the requirements of e-accessibility basics in the EU and its member states as well as the respective W3C recommendations (Web Content Accessibility Guidelines (WCAG) 2.0 1 in order to avoid exclusion of special vulnerable groups such as handicapped users. So no browser specific limitations will be allowed and the use of proprietary technologies has to be reduced to an absolute minimum. Header of the website must include links and logos of: EU, MTTT, Ministry of Economy. Footer of the website must include links and logos of: Exemplas, ACE, European profiles, Imorgon, Seidor and Teamnet Additionally, web site must include side banners and links to: a. www.eposlovanje.biz b. www.mtt.gov.rs 1 http://www.w3.org/tr/wcag20/ visited 10.07.2015

c. www.privreda.gov.rs d. www.narr.gov.rs 3 live design templates to choose from Awarded web Development Company must provide 3 live design proposals / templates to the working group to choose from. The works will continue after selection of the best template. 7. Technical specification Web site must be developed following these requirements: CMS Platform a. Wordpress version 4.2 or newer b. Database MySQL version 5.0 or newer Plug - ins / modules a. SEO b. Google Analytics integration c. Social media integration - at least with: Facebook Twitter Linkedin Google+ d. Direct Youtube video clips integration e. Newsletter subscription and delivery of newsletters to subscribers f. Calendar of events g. Photo gallery h. Sitemap i. Multilanguage support (front-end and back-end) Serbian language, Cyrillic letter (default landing page) Serbian language, Latin letter English language Possibility to integrate up to 5 additional languages if needed Hosting (for 2 years) Awarded web Development Company must provide web site hosting following these requirements: a. Shared hosting, VPS or Dedicated server b. Server located in Serbia c. Unlimited Storage & Bandwidth d. Unlimited 24/7 Support - including backup of a website: databases and all files e. Web-Based Control Panel Domain name a. Website must be published on a primary domain name: www.eposlovanjesrbija.rs

b. Secondary domain names: www.ebusinessserbia.rs, www.eposlovanjesrbija.com and www.ebusinessserbia.com must be redirected to primary domain name c. All mentioned domain names are already reserved by the project 8. Assessment criteria Following criteria will be taken into consideration during evaluation process: MAIN Price Company size Experience a. - general - web design and development b. - specific - WordPress design and development Portfolio References OPTIONAL Web site design proposal (if submitted with the offer) 9. Web site sustainability Awarded web Development Company must secure web site sustainability for 2 years following these requirements: Technical maintenance of the web site for 2 years, including; upgrades of new WP versions upgrades of new php versions upgrades of new plug-in versions updates of any other software modules (i.e. plug-ins) being used upgrades of new MySQL versions maintenance of web server / hosting full website backup - daily, weekly, monthly resolving system security issues Additional support and development of the web site for 2 years, including; o development and design support - up to 50 working hours / year Web site administrators and editors may need to add, edit or modify some technical and / or design elements of the web site, not specified in this documentation, so therefore they need to have additional assistance after launch phase All requests to awarded web Development Company will be submitted digitally or in a hard copy. After conducted works detailed specification of each task / used time will be provided by the Company Time not used in the first year will be transferred to another year

MAIN ELEMENTS OF THE OFFER The offer must include a list of following elements with separate cost for each: 1. Design and development of a new web site related to e-commerce promotion in Serbia 2. Web site hosting for 2 years 3. Technical, design and development support for 2 years 4. Education on using a CMS of up to 5 administrators and editors 5. User manual on how to use a CMS Additionally, offer must include: 1. Specification of a timeframe for: design phase (3 live design proposals to choose from) development phase test and release phase 2. Company info, including portfolio and references 1. Optionally, offer can include: Web site design proposal Contest and evaluation An open contest will be organised for the development of the "e-commerce promotion WEB site". The working group will organise a transparent contest for the award of the WEB site development, implementation and maintenance. The works for the WEB site development will be awarded based on the results of the evaluation of offers. The working group will evaluate the bids and suggest a preferred candidate to the Beneficiary and EU Delegation. When accepted, development of the web site will start. Development and implementation The working group including representatives of the beneficiaries, and other stakeholder representatives such as from consumer protection organisations as well as members of the business community, will meet / communicate regularly and work under the guidance of a senior expert. The expert will also supervise a design, development and implementation works after the contest of the WEB site has finished. Price for the services and submission of offer: The price for conducting the services shall be broken down in detail and in alignment with the various work tasks and material necessary for conducting the work. All prices shall be quoted in EUR and be VAT exempted. The offer shall be received by Exemplas Holding Limited (UK) by 17.00hrs on Friday, 4th September 2015 at the latest. The offer shall be submitted electronically to: s.lekic@eposlovanje.biz and in original format to: Resavska 21, 11000 Belgrade.

Payment and Invoicing The selected company shall conduct the services and pay in advance for all necessary expenses to be reimbursed by Exemplas Holding Limited (UK) in arrears and after the completion of all services. The invoice shall specify the price for supplying and conducting each work task. All costs shall be quoted in EUR and be VAT exempted. Clarification: A tenderer requiring clarification to the specifics of the services requested under this invitation letter may notify Exemplas Holding Limited (UK) in writing by e-mail using the contact details below.
