Civil Military ATM Coordiatio Tool CIMACT CIMACT is a commo Europea product, developed by EUROCONTROL. It provides a Air Traffic Cotrol (ATC) picture o off-the-shelf PCs, displayig all commo forms of surveillace, track ad flight pla data, with the ATC tools, filters ad safety ets foud i moder Air Traffic Maagemet (ATM) systems. CIMACT has bee developed to improve situatioal awareess i civil ad military cotrol uits ad to facilitate the exchages betwee civil ad military systems, so icreasig the safety ad efficiecy of air avigatio. Give its flexibility ad cost-effectiveess, CIMACT has evolved ad is beig used i several Europea coutries ad Fuctioal Airspace Blocks (FAB) to serve a variety of operatioal purposes: Civil-Military ATM Coordiatio ad Airspace Maagemet; Aerodrome ad Approach Cotrol; Aalysis ad Recordig; Fallback; ATM security. Heritage I order to improve Civil-Military Coordiatio, the Germa Air Force - i cooperatio with EUROCONTROL - developed a system called ADMAR (Abgesetzte Darstellug Maastricht Radardate Remote Display of Maastricht Radar Data ). This system was istalled at Air Defece Cetres i Germay; it was used to improve coordiatio betwee civil ad military uits whe military areas were activated, so as to allow civil flights to safely trasit these whe possible. I order to moderise this system ad to offer its beefits to all EUROCONTROL s Member States, EUROCONTROL developed CIMACT as the successor to ADMAR. The primary goal remaied to ehace coordiatio for safer ad more efficiet operatios for both military ad civil air traffic. Due to its flexible ature, CIMACT has bee adapted for additioal use o request, mostly for Radar Approach Cotrol Service at Military Aerodromes ad for ATM Security. 4

Civil Military ATM Coordiatio Accordig to the Flexible Use of Airspace Cocept, ay airspace segregatio shall be based o real-time usage withi a specific time period. I order to facilitate this, close cooperatio betwee civil ad military cotrollig uits is paramout. CIMACT provides a correlated ATM picture at military cotroller positios to improve situatioal awareess. The system displays flight ad track details, icludig itetios, to ehace efficiet cotroller-to-cotroller coordiatio. CIMACT is used i these areas of Civil Military Coordiatio: Flexible Use of Airspace; Cross Border Areas; Surveillace ad Idetificatio; Radar Assisted Flight Iformatio. Flexible Use of Airspace Temporary Restricted Areas (TRA) are established to allow military aircraft carry out traiig exercises. Pilots are supported durig these exercises by groud-based Itercept Cotrollers, who provide them with iformatio, istructios ad assistace. At the request of a civil air traffic cotrol cetre, Geeral Air Traffic (GAT) may peetrate the TRAs. I order to coordiate these crossigs, the Itercept Cotrollers are equipped with a CIMACT Workig Positio displayig the civil correlated air picture ext to their tactical cotrol system. CIMACT allows them to quickly idetify the civil flight ad approve the trasit, if possible. This reduces telephoe coordiatio betwee military ad civil cotrollers ad so cuts dow the workload o both sides. Secodly, the military cotroller s situatioal awareess is greatly improved ad this cotributes to a safer ad more efficiet hadlig of flights. The icreased possibility of peetratig a active TRA improves capacity, efficiecy ad fuel cosumptio ad so cotributes to the ATM system s overall performace. Maastricht Upper Area Cotrol Cetre relies o efficiet coordiatio with their military parters 5

Cross-Border Areas The eed for efficiet military-military ad civil-military coordiatio becomes very apparet i cross-border operatios ad whe establishig Cross-Border Areas (CBA). Icompatible military cotrollig systems ad divergig levels of civilmilitary itegratio preset a challege to data exchage i civil-military coordiatio. CIMACT is very flexible i adaptig to various data formats ad is very efficiet i data processig, coversio ad relay, allowig otherwise icompatible systems to iterface. A CIMACT subsystem, GAFPLAN, is used to collect flight plas i differet formats from various air traffic cotrol cetres which it ca the traslate, merge ad relay to exteral systems as a sigle stream of data. This is used to produce a correlated air picture for Germay, Beelux ad parts of Frace. This pre-processed data is used by Military Air Defece Systems as well. This fuctioality is beig exteded to support additioal cross-border operatios i Fuctioal Airspace Blocks i Europe. Cross-Border Civil-Military Coordiatio via CIMACT has already bee used operatioally for several years by the Maastricht Upper Area Cotrol Cetre (MUAC) ad the Frech Air Force. The CIMACT system was istalled to ehace civil-military coordiatio betwee MUAC ad three Air Defece Cetres belogig to the Frech Air Force to coordiate activities i the CBA1, located betwee Frace ad Maastricht s Area of Resposibility. The CIMACT systems i Frace receive data from the Maastricht Data Processig System (MADAP) to display the positio, idetificatio ad itetios (flight plas) of Geeral Air Traffic (GAT) cotrolled by MUAC. Short-Term Coflict Alerts (STCA) ivolvig civil ad military traffic are relayed ad displayed to form a additioal safety barrier. Surveillace ad Idetificatio Every state is resposible for the itegrity of its ow airspace ad for takig measures to protect ad moitor all aerial movemets withi their boudaries. Typically, Air Defece Uits operate a Surveillace ad Idetificatio Sectio to perform this task. Multiple cotrollers moitor the airspace ad idetify every aircraft eterig ito their coutry. This is doe by assessig the available flight pla iformatio ad coordiatig with those civil ATC Uits resposible for that particular portio of airspace. CIMACT provides these uits with a cosistet air picture, cotaiig detailed iformatio for all correlated flights. Before CIMACT, iformatio about these flight details had to be requested maually from each ATC Uit hadlig these flights, resultig i a dramatic icrease of workload for all parties. As the CIMACT data is based o commo stadards, the data ca be fed directly ito Air Defece Systems for correlatio ad display. Radar Assisted Flight Iformatio Service While Air Combat Exercises geerally take place at high altitudes i the viciity of e-route traffic, other military exercises are executed at low altitudes. Here, the potetial coflicts stem from low flyig civil ad military VFR traffic ad arrivig ad departig traffic i the viciity of aerodromes. I order to improve safety ad situatioal awareess, CIMACT is used to provide flights with Radar Assisted Flight Iformatio Service (RAFIS). These exercise areas are ofte declared as RAFIS Madatory Areas ad crossig VFR traffic is required to cotact the RAFIS Cotroller prior to etry. This cotact is maitaied util the aircraft leave the area. These flights are idetified ad moitored o CIMACT, ad provided with iformatio. 6

The CIMACT Huma Machie Iterface (HMI) displayig Track ad Flight Pla Data from the Maastricht Upper Area Cotrol Cetre. This is used i Air Defece Cetres i Germay ad i Frace to coordiate effectively with Civil Area Cotrol Cetres Should potetially coflictig traffic be observed, these flights will be iformed about distace, bearig, altitude ad directio of the potetial coflict. Should the pilot ot be able to establish visual cotact, a recommedatio for avoidace actio is give i accordace with ICAO s Regulatios. Air Traffic Cotrol CIMACT is used for the provisio of Radar Approach Cotrol Service ad Flight Iformatio Services at several Military Aerodromes i Germay ad Portugal. A workig positio ca also be istalled at the Tower (Aerodrome Cotrol) for ehaced situatioal awareess ad coordiatio. The Radar Approach Cotrol Uit is resposible for eablig the safe, expeditious ad cotiuous flow of air traffic withi their area of resposibility. To facilitate their task, they issue clearaces to aircraft uder their cotrol, based o the air situatio picture that is provided by CIMACT. Radar Approach Cotrol at a Germa Air Force Base usig CIMACT 7

Close coordiatio with the respective ACCs, adjacet aerodromes ad the local Aerodrome Cotrol Tower is of utmost importace to Radar Approach Cotrol. Maual coordiatio ad trasfer of aircraft impose a high workload o the cotroller team. To support this task CIMACT provides coordiatig cotrollers with a separate CIMACT Workig Positio allowig them to access detailed flight pla ad track iformatio as well as follow the proceedigs i the area of focus. Should a additioal workig positio be made available at the Tower, this coordiatio is further ehaced ad simplified. CIMACT offers the fuctioality to Assume traffic ad allow for the automated trasfer of traffic i the CIMACT etwork. Area Proximity Warig (APW) ad Miimum Safe Altitude Warig (MSAW) are curretly uder developmet i order to improve safety levels still further. CIMACT as Fallback Display System Air defece uits use their ow tactical air situatio displays for cotrollig operatioal exercise traffic. Should this mai system suffer outages, CIMACT ca be used as a fallback display i order to maitai flight safety ad fulfil high priority tasks. CIMACT itself offers two types of fallback facilities: Should the data receptio be affected due to etwork problems or should the cetral server stop workig or shut dow, CIMACT will iform the cotroller by displayig a data trasmissio disrupted warig o the display. It cotiues to display the last give air situatio o the HMI. A trasfer of cotrol to other uits is thereby simplified as the last kow iformatio is still visible o the scree. Sites with a safety ad missio-critical task are usually equipped with two idepedet CIMACT Servers cofigured i a Hot Stadby mode, which will automatically switch to the back-up server i case of failure. ATM Security CIMACT is the Iformatio Exchage System (IES) of the NATO-Russia Coucil Cooperative Airspace Iitiative (CAI) ad so fuctios as a operatioal ATM Security System. The CAI started i 2003 ad there are at preset three NATO atios exchagig ATM data with the Russia Federatio, usig CIMACT as a display ad data exchage system. Two coordiatio cetres, oe i Warsaw ad oe i Moscow, facilitate efficiet coordiatio durig ATM Security icidets. Aother system i Achorage, Alaska has bee plaed as a extesio to the CAI system; it will coect to the CIMACT systems used i Warsaw. The exchage of iformatio betwee CIMACT, the Russia SINTEZ system ad the FAA system will form a airspace security etwork, givig early warig of suspicious air activities through commoly agreed procedures. I situatios where a aircraft behaves erratically, this system offers icreased iformatio sharig ad commuicatio to esure a rapid, joit respose to terrorist threats. The capabilities of CIMACT i the ATM Security domai are widely recogised ad serve as a baselie for a Airspace Security Icidet Maagemet System (ASSIM) i Europe. CIMACT is beig used by NATO ad the Germa Air Force for high-profile evets like Football Champioships, Olympic Games ad suchlike for icreased situatioal awareess ad coordiatio. 8

Huma Machie Iterface The CIMACT Huma Machie Iterface provides the cotroller with a meas for quickly idetifyig ad followig flights of iterest. CIMACT displays various types of flights i a rage of differet colours ad symbols which eable the operator to quickly acquire a overview of the complete situatio ad to support him i accessig detailed iformatio i a short space of time. The plaed flight routes ad flight levels as well as the cleared ad curret flight levels are available for correlated flights. 1 The idetificatio of flights is supported with a rage of data available o tracks, flight plas ad the aeroautical eviromet. All tracks ad flight plas i the system ca be searched to fid flights matchig the desired criteria. Flights ca be highlighted ad marked for adjacet cotrollers ad filtered for de-clutterig the scree. CIMACT cotais a full-featured Map-Drawig Tool for creatig ad maitaiig aeroautical maps. I additio, it is possible to display a graphical map based o image tiles as a backgroud to the Air Situatio Display. OpeStreetMap is curretly beig used for this purpose. The CIMACT Pilot Workig Positio allows traiers to iject ad operate simulated traffic o coected CIMACT positios for exercises ad traiig. Traiig ad Proficiecy After istallig CIMACT at a user site, EUROCONTROL provides hads-o istructio for operators ad techical staff prior to operatios. User Mauals are provided i hard- ad soft-copy for referece. CIMACT Admiistrator Traiig at the Maastricht Upper Area Cotrol Cetre CIMACT System admiistrators are offered a three-day course at the Maastricht Upper Area Cotrol Cetre. This eables them to hadle routie operatios ad begi first ivestigatios i case of problems as well as support the CIMACT Team i other maiteace activities. Each CIMACT Site has a team of traied CIMACT System Admiistrators resposible for operatig the CIMACT System. They are i a positio to remedy iitial problems ad to arrage for additioal support from the CIMACT Team at Maastricht, if required. 1 Please ote that the data items for display o CIMACT are closely liked to the data made available locally. 9

Techical Aspects A typical CIMACT Suite cosists of a Cetral CIMACT Server ad a umber of coected CIMACT Workig Positios. The server maages the etworkig ad processig of icomig data: track iformatio is correlated to flight pla iformatio ad a seamless air situatio pictures is produced. This is set to coected CIMACT Workig Positios ruig the CIMACT HMI, allowig the user to select from a variety of tools ad filters. All hardware is commercial off the shelf. The detailed hardware requiremets are available o request. Data Provisio The CIMACT System is provided with surveillace ad flight pla data by the appropriate Area Cotrol Cetres (ACC) ad/ or local sesors. CIMACT is able to coect over various fixed ad mobile etwork ifrastructures ad various etwork protocols. Redudat etwork iterfaces are available o the CIMACT Server ad ca be hadled by the CIMACT Applicatio. The data received is used to geerate the CIMACT Air Situatio Picture, eablig the operator to access detailed iformatio about surveillace ad flight pla data; to filter, search ad highlight traffic ad evirometal data as required. The CIMACT Server records all icomig ad processed data for later replay o a desigated data storage facility. Depedig o the amout of data ad the size of the recordig medium, CIMACT ca record data for a period of several moths or over a year. Surveillace Data The System ca be fed with various types of surveillace data most commoly tracks ad/or plots from oe or more local ad regioal surveillace sesors. These ca be coected directly to the CIMACT Server or via a tracker istalled together with the CIMACT System (e.g. ARTAS). This tracker is the provided with various sesors to Radar ad Flightpla Data formats supported by CIMACT form the track picture. Normally, the ACC will forward surveillace data i real-time to the CIMACT Server. This data is take directly from the ACC s processig system ad is idetical to the data used i the ATM System. I order to fulfil requiremets for low-level coverage aroud the airfield, a local sesor based at or ear the aerodrome will most likely be icluded i buildig the air situatio picture. CIMACT will accept most commo surveillace data formats ad has the capability to iterface with ay other kid of surveillace data, give the appropriate Iterface Cotrol Documets (ICD) ad sample data, i order to develop a suitable iterface. CIMACT is capable of displayig two or more track pictures from idepedet sources o its air situatio picture. Flight pla data The CIMACT Server is capable of receivig flight plas i various formats ad from various sources, covertig these ito stadardised formats ad mergig all ito oe cosistet flight pla repository. The quatity ad quality of data is depedet o the ACC s data output. CIMACT is able to process the iitial flight pla, flight pla activatio ad deactivatio as well as flight pla updates. The CIMACT Server processes surveillace ad flight pla iformatio ad correlates both ito oe cosistet air situatio picture. Programme Maagemet CIMACT is maaged by EUROCONTROL s Civil-Military ATM Coordiatio Divisio. The developmet ad maiteace of CIMACT is coordiated by the CIMACT Team based at EUROCONTROL s Maastricht Upper Area Cotrol Cetre (MUAC). EUROCONTROL delivers the software, required iterface adaptatios, istallatio/cofiguratio o site, traiig ad helpdesk support. Busiess trips ad effort expeded are charged o a cost-recovery basis. The software itself is provided to ECAC states without additioal charge. Hardware (stadard COTS) ad required etworks have to be obtaied by the atio/user themselves; EUROCONTROL provides assistace ad iformatio for both.
