What is Triple Bottom Line? TBL: How to Use The TBL tool is designed to inform a deeper understanding of how policy and program choices will affect the social equity, environmental health and economic prosperity of the community. The TBL tool does not dictate a particular course of action; rather, the analysis provides policy makers and staff with a greater awareness of some of the tradeoffs, benefits and consequences associated with a proposal, leading to more mindful decision-making. 3
