Immunizations and Core Nursing Programs GENERAL STATEMENT OF DUTIES Acts as administrative manager of designated public health programs in the Nursing Division. Performs complex administrative and advanced practice nursing in the coordination and administration of assigned public health nursing program(s). Coordinates agency and community activities and assesses nursing and community needs relative to the services provided by the Tri-County Health Department. REPORTING RELATIONSHIPS Supervision Received: General supervision is provided by the Director of Nursing. Supervision Exercised: Provides direct and indirect supervision through subordinate supervisors, program coordinators of all positions, employees, and functions within the public health nursing program(s). Provides broad direction, oversees policy and procedure standards, and evaluates performance of supervisors, direct reports, and program operations. Second-level signature for performance reviews completed by subordinate staff. Resolves pervasive personnel problems Recommends and administers actions impacting employee pay and status, hiring, discipline, and termination. DISTINGUISHING CHARACTERISTICS The Nursing Manager is distinguished from the Nursing Program Coordinator and the Nursing Supervisor in the primary responsibility for all activities and personnel in the designated public health nursing program(s), the specific day to day office site management of all nursing programs, and joint responsibility for the overall tactical administration of the entire range of public health nursing services for TCHD ESSENTIAL DUTIES Any one position may not include all of the duties listed, nor do the listed examples include all tasks, which may be found in positions of this class. The Tri-County Health Department retains the right to modify or change the duties or essential and additional functions of the job at any time. Assesses community needs, assists with development of program goals, and objectives and strategic planning for public health nursing programs consistent with nursing standards of practice in nursing and in public health. Coordinates and integrates program activities with other nursing programs, TCHD divisions, allied agencies, service providers, and community groups. Identifies, plans, implements, evaluates and coordinates the activities of the select nursing programs with other nursing programs, TCHD divisions, local, state, and federal Page 1
agencies, service providers, and other allied agencies and groups. Performs and participates in formal and informal program evaluation activities Assists in the development and evaluation of division and programmatic policies, procedures and protocols and/or standing orders, ensuring compliance with established policies and protocols Interprets policies and procedures, supervises operations, and provides technical assistance. Provides leadership, develops goals, and objectives and implements strategies for staff professional development consistent with the strategic plans and goals of the program, division and agency. Determines suitability of training content in relation to job duties Oversees and provides supervision to personnel and program operations including the assignment and review of staff work, interpretation of program policies and standing orders for staff. Initiates, manages and when appropriate works with Human Resources to resolve personnel disciplinary actions. Participates in the interviewing and selection of staff, and scheduling of work time Collaborates with and serves in an advisory capacity to various community and public health agencies, community groups, and service providers, to facilitate an understanding of and present information pertaining to public health services and to foster and promote development of such services geared to the needs of the public Reviews and negotiates annual and new contracts with local service and health care providers, the Colorado Departments of Health, Human Services and/or Health Care Policy and Finance, and other program subcontracts as appropriate. Monitors and actively works with contracting agencies to work within the parameters of the associated budget and contract deliverables. Completes and submits required reporting and program documentation. Participates in the development and management of the nursing division budget Re vie ws and approves program expenditures. Secures other funding sources and cost savings through grants, contracts, memorandums of understanding, and third party reimbursement for services. Maintains oversight of daily cash drawers and chief cashier duties for multiple nursing programs at one or more clinic sites ADDITIONAL DUTIES Assumes the temporary responsibilities of the Division Director as assigned; including approval signature authority for performance appraisals, purchase requisitions, leave requests and other documents requiring Division Director approval May engage in specialized programs, projects, and research in the field of public health nursing. May perform technical duties of a Registered Nurse as needed May assume general division level duties as assigned including agency wide process improvement task forces Collaborates and coordinates activities of nursing division programs with other divisions, programs or initiatives within the agency. Performs other duties as assigned and required HIPAA STATEMENT Maintain sensitive & confidential client information according to the HIPAA policy. EMERGENCY PREPAREDNESS AND RESPONSE DUTIES Employee responds, as required, to support public health emergencies, incidents and events. Employee participates in all exercises and drills on emergency preparedness, as required. Completes trainings identified as appropriate for this level employee. KNOWLEDGE, SKILLS, AND ABILITIES Education and Experience: Requires a Bachelor s Degree in nursing from a school accredited by the National League for Nursing Accrediting Commission or the American Association of Colleges of Nursing and a Master s Degree from an accredited college or university with major coursework in nursing, public health, or a related field At least 5 years progressively responsible public health nursing experience, including performing technical nursing duties in public health nursing, 2 years of which must include experience in project management and supervision at the Nursing Supervisor level or equivalent. Special Qualifications: Licensed to practice as a registered nurse (RN) in the State of Colorado Possession of a valid Colorado driver s license Knowledge of: Principles, practices, techniques, and protocols related to professional nursing and public health nursing as well as its application in public health programs Practical implementation of educational and presentation methods for diverse population groups Strategic planning and evaluation methods Page 3
Inter-related professional services and resources in the Tri-County Health Department and community for the implementation of programs Supervisory techniques and methods Leadership methods and management skills Ability to: Program planning and program development Basic computer applications and health data analysis Supervise and mentor professional and support staff and students in a productive and positive manner Establish and maintain effective working relationships with other Tri-County Health Department employees, representatives of other agencies and organizations, and members of the community Communicate effectively both verbally and in writing To provide instruction and educational information to individuals and groups Act as an official representative of TCHD in a professional manner with local and national agencies and organizations Negotiate and manage contracts for service Maintain sensitive and confidential client information according to the HIPAA policy EQUIPMENT USED Standard office equipment including, but not limited to, personal computer and associated hardware and software, telephone, copier, calculator, and fax. Standard medical equipment such as blood pressure cuff, weight scales, stethoscope, thermometer and syringes, vaccines and blood borne pathogens kit, assessment and vehicles. WORKING CONDITIONS AND PHYSICAL REQUIREMENTS Work is primarily conducted indoors with occasional travel to other TCHD locations or outside agencies to provide program services or attend meetings. Incumbent experiences routine exposures and hazards of a typical office environment. May require frequent travel between office sites or to locations in the surrounding community for conducting educational presentations and attending meetings. Page 4
1. Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to groups of people in an educational presentation. 2. Requires occasional light lifting/carrying under 15 pounds. 3. Occasional use of automobile, usually no more than one hour at a time. 4. Requires manual dexterity to operate computer equipment and clinical equipment. 5. Requires the ability to sit and perform administrative and computer work for significant periods of time.
