Newfoundland and Labrador Paint Recycling Program Guidelines 2009Mar25 1

1. INTRODUCTION The Guidelines are intended to provide practical guidance to operators who are participating in the Newfoundland and Labrador Paint Recycling Program (the Program ). These guidelines are not intended to replace any Provincial and Federal regulations standards, acts or regulations nor relieve the operator of any obligations under the regulations. Product Care Association (PCA) accepts no responsibility and assumes no liability arising from the use of the information contained in this publication. 2. COLLECTION CONTAINERS Paint products are collected in plastic storage bins called tubskids (pictured left). Tubskids have a shoebox style lid, and their bottom is designed such that they can be moved with either a pallet jack or forklift. In addition, they have interlocking feet and lids, enabling them to be safely stacked on top of one another for storage or transport by a forklift. The other type of collection container used is a standard 45 gallon drum (pictured left). They have a removable lid and a ring that secures the lid, which is bolted using a 15/16 wrench. Drums are used for the collection of aerosol paint products. 3. PRODUCTS ACCEPTED The Program includes architectural paint (household paint) in containers under 25L in size, and all paint aerosol, (automotive, industrial etc.). There are two major types of architectural (household) paints sold to consumers: latex or water-based paints and alkyd or solvent-based paints. Both types are accepted by the program regardless of the sheen/gloss or finish, solid or transparent. The Program accepts leftover paint from any category of paint consumer including: o Homeowners o Commercial painters o Businesses

Examine the container to ensure that: o The product is included in the Program o Any unacceptable products will be accepted by the Hazardous waste contractor and are not to be packed with accepted program products. o The container is properly sealed. o The container is properly labelled. Storing products correctly: o Immediately place the paint container inside the tubskid place 5 gallon pails in the bottom of the tubskid all containers should be packed upright and tightly together o Pack paint aerosols into the 205 L drums. o Do not overfill the tubskid or drum. o Replace the lid on the tubskid or drum.
