PART A Option 1: City Hall & POA Supply and Install Lenel Onguard Security Upgrade and supply and Install Axis IP Cameras General The City of Guelph has standardized on Lenel OnGuard as the corporate access control and CCTV system. Scope of Work The City of Guelph has identified that the existing Andover CCTV/access control system located at Guelph City Hall and POA Court House has reached end of life and needs to be replaced. The City of Guelph is seeking bids from qualified bidders to replace the Andover system with Lenel Onguard. The successful bidder will be responsible for performing all tasks required to complete the work listed below. The qualified successful bidder will also provide training and maintenance for the installed Lenel OnGuard surveillance/access system. 1) Upgrade existing Lenel system version 6.4.5 TU 1.1 to latest version Lenel Configuration Server Lenel NVR's Lenel Client Applications Any other Lenel attached devices or endpoints that require changes or updates 2) Assist in migrating existing Lenel configuration server from existing physical server to Virtual Server Install Lenel configuration server Application Migrate all Lenel data from existing configuration server including but not limited to, configuration database, all system logs, and all system previous system backups. Migrate configuration database from SQL express to SQL server 2008 R2. 3) Migrate existing Andover Access Control System; Remove all existing Andover access controllers and turnover to City. Supply and install Lenel access controllers, power supplies and any other equipment required to complete the migration from Andover as noted in Plans. Integrate Lenel OnGuard system with City of Guelph Active Directory system; Import / Sync City Active Directory users to Lenel Onguard as Cardholders Merge existing cardholders with Active Directory imported card holder, maintaining existing badge information and access levels. Link Active Directory fields to card holder s fields (Name, Phone, Email, title, division, etc.) Enable real time synchronizations to add or update cardholders when Active Directory changes occur Configure sign on for all Lenel Onguard users Configure option to de activate cardholder badge when user is disabled or deleted in active directory. 4) Upgrade existing IP cameras; Remove all existing IP cameras and turn over to City. Supply and Install Axis p3367 V or Axis p3367 VE IP camera as noted on plans. Provide alternate pricing for Axis 3364V, 3364VE, 3346V and 3346VE on the schedule of prices. Integrate with the existing Lenel system. 5) Supply and install new IP cameras at the locations specified in the attached drawings.

The cost of each camera must include Camera, Lenel camera licensing, Lenel system programming, manufacturer s mounting hardware, labour, misc conduit, patch cables and any other miscellaneous material required to perform the installation. All data cabling for IP cameras will be installed prior to camera installation and will not be the responsibility of the selected vendor. 6) Supply and install iclass R10 Reader and corresponding Lenel access controller for additional access control point at Chambers and integrate with the existing Lenel system as noted on plan. Required cabling is roughed in. 7) Supply and install iclass R10 Reader, miscellaneous door hardware as required, electric strike plate, power and communication cabling required to connect the reader to access control panel and corresponding Lenel access controller for additional access control points at Room 430 I.T. two (2) doors and Room 129 Servery. Integrate with the existing Lenel system. 8) Migrate all Andover cardholders and access levels to Lenel system 9) Create Lenel maps of all city facilities currently using the Lenel system. 10) Create admin training material and host 2 training sessions for Bylaw staff 11) Integrate existing badge printer with Lenel system 12) Any other miscellaneous tasks required to migrate from Andover to Lenel. 13) Provide dedicated Project Manager for full life of project. Provide separate pricing for POA and City Hall on the form of tender Provide separate pricing for Item 6 Reader access control point at Chambers on the form of tender. Consisting of 4 existing and 2 new Provide separate pricing on the form of tender for each access control point listed in item 7; Room 430 I.T. two (2) doors and Room 129 Servery. Specifications: 1.1 INSTALLATION 1.1.1 Supply, deliver, install, test and commission a registered Lenel Solution as per Manufacturer s requirements and industry standards. 1.1.2 Installation of supplied equipment indicates acceptance of existing services. 1.1.3 Prior to starting the installation, the assigned installation supervisor, or lead technician, shall participate in a walkthrough of the project location with the City of Guelph personnel to review the installation documentation, verify that all services necessary for the installation has been completed. 1.1.4 The contractor shall be responsible for labelling all cables and cords, distribution frames and outlet locations, according to Lenel or industry standards. 1.1.5 It shall be the responsibility of the installation contractor to furnish any special installation equipment or tools necessary to properly complete the installation. 1.2 GENERAL 1.2.1 All work shall be done in a thorough and conscientious manner according to Lenel guidelines and industry standards, and shall be subject to inspection and acceptance. 1.2.2 Local regulations or codes shall be followed at all times. 1.2.3 The contractor shall be certain that all installation work areas are secure and made safe in accordance with Health and Safety regulations.

1.2.4 An appropriate construction schedule shall be developed by the contractor and will be subject to approval by the City of Guelph. The construction schedule is expected to encompass contact award to final training and should include at least one installation supervisor, or lead technician, for on site management of the project. 1.2.5 The contractor shall be responsible for completing a standardized report form addressing the weekly progress of the installation schedule as well as attending weekly progress meetings. 1.2.6 The contractor shall maintain a work area free of debris, rubbish, scrap wire, etc., and dispose of such items on a daily basis. 1.2.7The contractor shall take precautions to avoid damage to the City of Guelph premises and property, and will perform restoration if damage should occur. 1.2.8 The installation contractor must have prepayment approval for all additional work not included in the attached 'Scope of Work'. The installation contractor is to submit a written listing of all additional work to be performed, with all incurred costs, prior to the commencement of the work. Payment for additional work shall not be made if this procedure is not followed. 1.2. 9 It shall be the responsibility of the contractor to inventory all materials upon their arrival at the City of Guelph location and notify the City of Guelph representative of any missing components. 1.2.10 Upon completion the contractor will supply 3 complete close out packages including; Logical and Physical system architectural drawings, system specific configuration documentation, system operational documents, complete list of system username and passwords, training manual both in hard and electronic copy, cheat sheets summarizing basic system operation and detailed account of the maintenance and support levels that will be provided. 1.2.11 Upon completion the contractor shall provide 2 training sessions to City of staff in regards to operation of the proposed system in a classroom scenario utilizing city provided equipment scheduled to coincide with the completion of the installation between 9:00 am to 4pm. 2. SYSTEM REQUIREMENTS The system offered and quoted, shall incorporate all features and facilities listed in this specification 2.1 SPECIFICATION 2.1.1 The Lenel System shall consist of any or all of the following: a) Lenel Configuration Server c) Lenel NVR d) Lenel Client Applications e) All other Lenel attached devices or endpoints required. f) Axis P33 vandal proof interior and exterior cameras

PART B GENERAL River Run CCTV Installation The City of Guelph is expanding its CCTV system to River Run. The following document contains the project requirements and the scope of work. Scope of Work City of Guelph CCTV system The City of Guelph is using the Lenel OnGuard system as our corporate access control/cctv system Lenel OnGuard The City of Guelph is utilizing Lenel Onguard 2010 version 6.4.500 TU 1.1 Network Infrastructure The City of Guelph will be providing a dedicated security network at the RiverRun facility. GENERAL The City of Guelph requires that the existing analog cameras installed at the river run center be integrated with the Lenel Onguard system. Vendors must supply and install equipment listed below. Included in the price must be all equipment listed below, cabling, patch cables and any other misc equipment required to complete the installation. Vendors must also include in their price Lenel licensing for the listed equipment and Lenel system programming required to configure the CCTV components on the City of Guelph s Lenel system. Existing system The River Run center is currently utalizing a Digimerge DH200 with Boosh analong cameras. CCTV Requirements The vendor must supply an axis 291 1U Video server rack and three AXIS P7224 Video Encoder Blades. Vendor will be responsible for migrating the existing cameras from the DH200 to the Lenel infrastructure. Vendors must also include in their price Lenel licensing for the listed equipment and Lenel system programming required to configure the CCTV components on the City of Guelph s Lenel system.

Required CCTV Equipment 1 x Axis 291 1U Video server rack 3 x AXIS P7224 Video Encoder Blades New CAMERA TYPE: The City of Guelph requires that bidders MUST provide pricing for the listed camera option. The bidder may propose another camera model that is of equal quality to the listed Camera option and is compatible with Lenel Onguard 2010. The City of Guelph reserves the right to choose the camera model that will be installed. Exterior Provide pricing for the following Options on the form of tender: Option 1: Axis p3367 VE Option 2: Axis p3364ve Option 3: Axis p3346ve Accessories Vendor must provide Axis Mounting brackets and Pendant Kit where applicable IP Cameras Data Cabling All data cabling for IP cameras will be installed prior to camera installation and will not be the responsibility of the selected vendor. PART C Waterworks Security Installation GENERAL The City of Guelph is extending its corporate access control / CCTV system to Water Works. The following document contains the project requirements and the scope of work. Scope of Work City of Guelph Access control / CCTV system The City of Guelph is using the Lenel OnGuard system as our corporate access control/cctv system Lenel OnGuard The City of Guelph is utilizing Lenel Onguard 2010 version 6.4.500 TU 1.1 Network Infrastructure The City of Guelph will be providing a dedicated security network at the WaterWorks facility including all building requiring access control and CCTV. ACCESS SYSTEM REQUIREMENTS GENERAL The City of Guelph requires that access control be provided and installed for 9 exterior doors at waterwortks. Vendors must supply and install equipment listed below for all doors. Included in the price must be all equipment listed below, cabling, patch cables and any other misc equipment required to complete the installation. All cabling must be installed within conduit when it leaves the security cabinets, there must be no exposed cabling. Vendors must also include in their price Lenel licensing for the listed equipment and Lenel system programming required to configure the access controllers on the City of Guelph s Lenel system. Option 3: Axis P3364VE Accessories Vendor must provide Axis Mounting brackets and Pendant Kit where applicable IP Cameras Data Cabling All data cabling for IP cameras will be installed prior to camera installation and will not be the responsibility of the selected vendor. IP Camera Requirements The City of Guelph requires that CCTV cameras are installed at the locations specified in the attached drawings. The cost of each camera must include Camera, Lenel camera licensing, Lenel system programming, manufacturer s mounting hardware, labour, misc conduit, patch cables and any other miscellaneous material required to perform the installation. Camera Unit Price Specifications: 1.1 INSTALLATION 1.1.1 Supply, deliver, install, test and commission a registered Lenel Solution as per Manufacturer s requirements and industry standards. 1.1.2 Installation of supplied equipment indicates acceptance of existing services. 1.1.3 Prior to starting the installation, the assigned installation supervisor, or lead technician, shall participate in a walkthrough of the project location with the City of Guelph personnel to review the installation documentation, verify that all services necessary for the installation has been completed. 1.1.4 The contractor shall be responsible for labelling all cables and cords, distribution frames and outlet locations, according to Lenel or industry standards. 1.1.5 It shall be the responsibility of the installation contractor to furnish any special installation equipment or tools necessary to properly complete the installation. 1.2 GENERAL 1.2.1 All work shall be done in a thorough and conscientious manner according to Lenel guidelines and industry standards, and shall be subject to inspection and acceptance. 1.2.2 Local regulations or codes shall be followed at all times. 1.2.3 The contractor shall be certain that all installation work areas are secure and made safe in accordance with Health and Safety regulations. 1.2.4 An appropriate construction schedule shall be developed by the contractor and will be subject to approval by the City of Guelph. The construction schedule is expected to encompass contact award to final training and should include at least one installation supervisor, or lead technician, for on site management of the project. 1.2.5 The contractor shall be responsible for completing a standardized report form addressing the weekly progress of the installation schedule as well as attending weekly progress meetings. 1.2.6 The contractor shall maintain a work area free of debris, rubbish, scrap wire, etc., and dispose of such items on a daily basis. 1.2.7The contractor shall take precautions to avoid damage to the City of Guelph premises and property, and will perform restoration if damage should occur. 1.2.8 The installation contractor must have prepayment approval for all additional work not included in the attached 'Scope of Work'. The installation contractor is to submit a written listing of all additional

work to be performed, with all incurred costs, prior to the commencement of the work. Payment for additional work shall not be made if this procedure is not followed. 1.2. 9 It shall be the responsibility of the contractor to inventory all materials upon their arrival at the City of Guelph location and notify the City of Guelph representative of any missing components. 1.2.10 Upon completion the contractor will supply 3 complete close out packages including; Logical and Physical system architectural drawings, system specific configuration documentation, system operational documents, complete list of system username and passwords, training manual both in hard and electronic copy, cheat sheets summarizing basic system operation and detailed account of the maintenance and support levels that will be provided. 1.2.11 Upon completion the contractor shall provide 2 training sessions to City of staff in regards to operation of the proposed system in a classroom scenario utilizing city provided equipment scheduled to coincide with the completion of the installation between 9:00 am to 4pm. 2. SYSTEM REQUIREMENTS The system offered and quoted, shall incorporate all features and facilities listed in this specification. 2.1 SPECIFICATION 2.1.1 The Lenel System shall consist of any or all of the following: a) Lenel Configuration Server c) Lenel NVR d) Lenel Client Applications e) All other Lenel attached devices or endpoints required. f) Axis P33 vandal proof interior and exterior cameras
