1 DIVISION 28 ELECTRONIC SAFETY AND SECURITY CENTRALLY MANAGED ELECTRONIC ACCESS CONTROL, VIDEO SURVEILLANCE, AND INTRUSION ALARM SYSTEMS 1. All questions on equipment approvals in this section shall be forwarded to the Department of Central Security, 2221 University Avenue S.E.., Suite 335 UOP, Minneapolis, MN (612) Requirements in this section apply to all new construction, as well as remodeling projects with estimated construction costs in excess of $100,000 and/or projects that effect building access. 3. The Department of Central Security will conduct a security assessment during the Design Development phase The purpose of the security assessment shall be to apply University of Minnesota security design criteria and: A. Determine whether or not an electronic access control system shall be incorporated into the scope of the project B. Determine whether or not a video surveillance system shall be incorporated into the scope of the project C. Determine whether or not an electronic intrusion alarm system shall be incorporated into the scope of the project 3.2. The security assessment shall be done without cost to the project and Utilize the following security design criteria matrix.

3 Electronic Access Control Systems 4. Incorporate a minimum of two exterior doors with hard-wired card access and a controlled for all new buildings. 5. Rekeying of all exterior doors is required upon completion of installation and testing. Three emergency bypass keys shall be created and distributed as follows to 1. Building Manager, 2. Fire Department Lock Box, and 3. Building Systems Automation Center. 6. All card reader control panels shall have a minimum 4-hour (design calculations required) battery backup, and battery standby power supplies to maintain database programming and card reader operation. Electric locking devices on perimeter doors with electric strikes operated by card readers shall have battery standby power supplies if determined by a security assessment. 7. The University of Minnesota s Access Control System operates on a Software House C-Cure 9000 Enterprise platform. All card readers on perimeter doors, perimeter door access control systems, and door monitoring systems shall interface with this system. The aforementioned security assessment will determine if other card readers or door access control systems such as biometric devices shall be required. 8. Use conduit and raceways on system installation. They shall comply with conduit and raceway standards specified in Section Raceways, and the manufacturer's requirements of the access control systems. 9. System installation shall use wire and cable that complies with wire and cable standards specified in Section Wires and Cables, and the manufacturer's requirements of the access control systems. 10. Refer to Division 8, Section Finish Hardware for system hardware requirements. 11. Access control systems shall have the following components/capabilities: 11.1 Magnetic Stripe Cards: When specified by Central Security, access control systems must be able to read and reference university-manufactured, encoded and issued University of Minnesota U Cards adhering to ISO standards 7811/2 and 7811/ Magnetic Stripe Card Readers: Card readers shall be Sensormatic (Software House) RM1-MP Magnetic Stripe Readers iclass Smart Cards: When specified by Central Security, access control

4 systems must be able to read and reference university-manufactured, encoded and issued University of Minnesota U Cards containing iclass smart card technology iclass Card Readers: Card readers shall be Sensormatic (Software House) RM1-1C iclass Smart Card readers Biometric Identification may be required for Government Compliance and/or by Regulatory Agency Requirements Biometric Readers: Hand Geometry readers shall be IR Recognition Systems HANDKEY II devices. 12. Exterior card readers shall have a manufactured heater kit. 13. Nominal Card Reader Mounting Height: Card readers shall be mounted at the following heights: A. Interior: 42 inches to center above the finished floor B. Exterior: 36 inches to center above the finished floor C. Elevators: 36 inches to center above the finished floor D. Bollard Mount: 36 inches to center above the walkway. 14. A door position switch is required on all door installations. The exit motion detector shall not be used to unlock the doors A request exit motion detector is required on all door installations. 16. Card Reader Control Panels: Card reader controllers shall be Software House istar controllers. Under certain conditions apc LITE controllers will be specified for remote site installations. No substitutions are permitted. istar controllers shall support a minimum of eight card reader interface options. Card reader controllers shall have the following components/capabilities: istar Controllers: Support eight card readers with independent addresses The istar Controller will be connected with the University Access Control Management System via VLAN6 ether jack connection. The Office of Information Technology shall install the connection at least two weeks prior to being required. Locate the jack inside the istar Controller.

5 16.2. Card Reader Controller Standby Power: The standby power systems for card reader controllers shall be Alarm-Saf AS/PS5-BFS-12-UL. The power systems shall have 4 hours of battery backup. 17. Electric Lock Power Supply: Electric lock power supply shall be Alarm-Saf AS/PS5-BFS-24-UL. This shall include electric door strikes, electric door control and exit devices on perimeter doors or interior doors determined to require power supply by the aforementioned university security audit. Electric lock power supply shall have the following components/capabilities: A. Four (4) hours of battery backup for all perimeter doors B. Support all perimeter electric door control and exit device functions for a minimum of four (4) hours. 18. Elevator Control: Elevator control shall be managed from the University Card Access Management System with the following components/capabilities: A. One istar per elevator that services four or more floors B. Cable and wire that connects the card reader to the istar and the istar to the elevator controller, if elevator controller is required. Refer to Division 14, Section Elevators Video Surveillance Systems 10. Video Surveillance shall be incorporated into the design of all building access points (above and below grade) within new construction projects Video surveillance installations shall be centrally monitored and recorded by the Department of Central Security in accordance with University archive and retrieval policy When special circumstances create the need for specific business use of video surveillance, a stand alone installation may be used. Such installations require a written exemption from the Director of the Department of Central Security and written acceptance of liability by the Director of the customer unit Video surveillance systems shall have the following components and capabilities:

6 Video surveillance systems shall include digital recording, multiplexing and Internet-based server capabilities Exterior cameras shall be both environmentally protected and heated. Provisions for preventing snow and ice build-up shall be included Interior cameras shall be premium grade and provide high resolution color images Acceptable equipment shall include: American Dynamics Intellex Platform Digital Video Recorders shall be American Dynamics Intellex DVMS, Intellex Ultra, or Intellex IP as required with sufficient storage capacity to maintain 30 days of recorded video at maximum resolution. Cameras will be compatible with the American Dynamics Intellex platform. Contact the Department of Central Security for approved models. Intrusion Alarm Systems 11. The design of electronic security systems shall be incorporated into both new construction and renovation projects to meet a variety of personal and property security needs. Each design shall be considered unique and require that the Department of Central Security review and approve each design Despite each unique design, all electronic security systems shall have alarm systems with control panels that have the following components and capabilities: Honeywell Vista model 128BP control panels will be used for hardwired sensor systems One dedicated analog telephone line shall be required for each control panel One dedicated 120 volt AC power source with a minimum of 24-hour battery backup shall be provided for each control panel Control panels shall be programmed to communicate with the Phoenix alarm server and Phoenix monitoring software located at the University of Minnesota Police Department. Programming specifications shall be coordinated with the Technical Services unit within the Department of Central Security.
