High Definition Security Cameras for the City s Gibson Bethel Community Center PR Date: February, 3, 2016 Sent: Fax/ /webpage This addendum submission is issued to clarify, supplement and/or modify the previously issued Solicitation, and is hereby made part of the Documents. All requirements of the Documents not modified herein shall remain in full force and effect as originally set forth. It shall be the sole responsibility of the bidder to secure Addendums that may be issued for a specific solicitation. Addendum No. 3 replaces the Schedule of Events listed in Addendum #2 with the revised schedule below and, shall be a part of the RFP by way of reference. What resolution of cameras are desired? a. 1MP, 2MP, 8MP The contractor shall provide 2MP cameras. 2. What are the recording parameters? a. Continuous Recording Frames per second b. Event Recording Frames per second Page 1 of 6

2 The recording parameters are Event Recording, or Motion Detection; with a Frames Per Second rating of 30FPS. 3. Who is providing the network equipment? The City will be providing the network; the contractor shall provide all required equipment. 4. Will network drops be located at the camera site or with the network cable need to be ran to a central location? a. If centralized, where are the network closets located The network drops will be located in a central location in the existing Computer Lab located on the 2 nd floor of the Community Center. Respondents shall include re-cabling into their Lump Sum quotation, with CAT 6 Plenum cable. 5. Who is providing the server and client workstations? The City shall provide the client workstations; the contractor shall provide the server; one that is adequate to support the system provided by the contractor. 6. How does the owner want to install the server software? a. Virtual Environment b. Hard server The City requires software installed via a Hard Server. 7. Will the new VMS be on a separate network or a segment of the Owners network? The VMS will be on a segment of the City s network. 8. If the cameras are outside standard network distance, does the Owner want to use fiber or media extenders? Fiber or Media extenders are NOT required. Page 2 of 6

3 9. How many viewing clients do they want? The City requires a total of five (5) viewing client licenses. 10. Do they want RAID 5 storage? The City shall require RAID 5 storage. 11. Do they want a redundant/fault tolerant server? A redundant/fault tolerant server is not applicable. 12. What percentage of storage should be dedicated for future expansion? The City anticipates a potential for three (3) additional cameras to be added to the system at some future date. The server provided shall provide enough storage for three (3) additional cameras. 13. Will the work be done during normal business hours? Please refer to the scope of services: Work Activity is limited to the hours from 7:00 AM to 5:00 PM, on weekdays from Monday through Friday. 14. Will a lift be provided to perform the work? All equipment and tools, including a lift if necessary, shall be provided by the Contractor. 15. Will the Owner provide a UPS for the cameras and recorder? Respondents to the RFP shall include a UPS for cameras and recorder into their LUMP SUMP quote. Page 3 of 6

4 16. Will plenum cables be used? Please refer to the RESPONSE to Question # Are there any rooms more than 300 from the computer room? Please refer to the Community Center drawings provided in the RFP as Exhibit #1, Scope of Services, Attachment B. 18. Cat 5 or 6 cables to be used? Please refer to the RESPONSE to Question # Do we want the switch/control room upstairs in the comp. lab or downstairs in the AD office (where it is currently located)? The switch/control shall be located in the Computer Lab located on the 2 nd floor of the Community Center. 20. Are there any firewalls leading to the IT room computer lab? Yes, firewalls are located in the exterior walls of the gymnasium. 21. Is the contractor expected to re-cable the building? Yes, the contractor shall re-cable the building to accommodate the new system; refer to the Response to Question # Will the video streams be IP based? Yes, the video streams are IP based. 23. Will Cloud Storage be required for archive videos? No, cloud storage is not required. Page 4 of 6

5 24. How much storage of video playback is required? A minimum of a 30-day storage is required for video playback. 25. Are the recording parameters based on 24/7 requirements or motion detected? Please refer to the Response to Question # Are infrared cameras required and if so where? Yes, all cameras provided by the contractor shall be infrared cameras. 27. Is the contractor responsible for providing a storage rack in the control room? Existing storage racks in the control room located in the Computer Lab, 2 nd floor of the Community Center, can be used; however if the existing racks are not sufficient, the contractor is will be responsible to provide adequate storage racks. 28. Are vandal-proof enclosures required for cameras? Yes, all cameras shall include vandal-proof enclosures. 29. Are there any specific cable requirements, such CAT5 or CAT6? Plenum or Riser? Please refer to the RESPONSE to Question # Please indicate if the job will require a permit/building inspection. If so, we would the awarded contractor handle any unforeseen code violations with the existing installation. Please refer to Exhibit #1, Scope of Services: Permit fees are waived for permits required to be issued by the City of South Miami. Permit fees from other government entities, if required, shall be the responsibility of the Respondent/Contractor however, in all cases; it is the responsibility of Respondents/Contractors to secure any and all permits that may be required for this project. Are the any specific network switch requirements, such brand/model, number of ports, management, POE power budgets, etc. The City s switch requirement is: HP A G-PoE + EI Part number JG237A # / ABA. 32. What type system is required: IP or HD Analog? The City shall require the system to be IP based. 33. What type of camera resolution would be required: 1.3, 2, 3 or more megapixel cameras Please refer to the RESPONSE to Question # Is a new equipment rack required? or can the existing rack in the IT room be used to house the NVR, network switch, patch panel, and UPS. Please refer to the RESPONSE to Question #27. IT SHALL BE THE SOLE RESPONSIBILITY OF THE BIDDER TO SECURE ADDENDUMS THAT MAY BE ISSUED FOR A SPECIFIC SOLICITATION. Page 6 of 6
