AN INFORMATION GUIDE SCOPE PROJECT MANAGER Joint Provisioning Guidelines for Shallow Utility Services in Residential Areas where the Electric, Gas, Telephone & Cable TV facilities are Buried in the same Trench in the City of Calgary ENMAX Power Corporation, ATCO Gas, SHAW Cablesystems and TELUS Communications underground residential distribution (URD) facilities in new subdivisions (for single-detached and semidetached dwellings) are in a common trench in the City of Calgary. This pamphlet provides guidelines for developers and home builders regarding the provisioning of those shallow utility facilities. ENMAX Power Services currently contracts its survey, construction and civil inspection activities to subcontractors. DEVELOPER INFORMATION PROJECT & SITE READY DATE CONSTRUCTION OBJECTIVES To start the URD provisioning process, the Developer provides the following information and plans to ENMAX Power and the other shallow utilities: Two copies of the subdivision tentative legal plan An autocad diskette with the subdivision digital information Easement plan Deep utility plans Sidewalk cover sheet Overland drainage plan Shallow utilities plan Driveway plan Grade plan Indication of the size of the electrical services (i.e. 100A or 200A) Indication of extra electrical coil length where required (i.e. more than 25m) Tentative in-service date The project is ready for construction of the shallow utility infrastructure when the following criteria are met: Developer s Consultant has approved all shallow utility final designs, and the plans have been received by the 4-Party Deep services are completed Site is within 150mm of final grade Developer s Consultant requests start (option of shallow utility construction before or after surface improvements) Developer has met all required shallow utility financial obligations Any significant Developer-initiated revisions to the approved final shallow utility designs will be chargeable to the Developer, and may result in the project losing its position in the construction queue. In the event that frozen ground conditions are encountered, the Developer is required to provide the equivalent of frost-free conditions for the installation of the shallow utility infrastructure. It is expected that the construction of the shallow utility (mains) infrastructure will be completed within a six-week window after the project site ready date. The site is then available for commencement of house building and the provisioning of the shallow utility service lines to the dwelling. The Developer is responsible for any incremental costs within the six-week window caused by early building starts, obstructions in the utility rights-of-way, etc. The shallow utilities will be responsible for the above incremental costs in the event that the shallow utility construction extends beyond the six-week window. 2011 06 15 Page 3 of 9

URD SERVICE TRENCH STANDARDS & RESPONSIBILITES Service Trench Standards Minimum depth of 1 metre below grade level from the service stub out to the foundation excavation, then angled down to the foundation footing level The electric, telephone and cable TV cables are to be placed in rigid conduit of 2 inch, ¾ inch and ¾ inch minimum respectively, and the gas line will be placed in a ¾ inch sleeve; all of which are to rest on the foundation footings at the point where the vertical risers extend to the meter or service connection locations A 30 cm separation is maintained between the gas line and the cables from the stub out location at the edge of the easement up to the base of the foundation; the conduits may be bundled together along the foundation for added strength and protection Service trench is to be backfilled with good earth backfill to grade level Service Trench Responsibilities Builder s contractor excavates the service trench from the house to the service stub-out at the easement TELUS installs the telephone cable in the telephone conduit SHAW s contractor installs the cable TV conduit and cable ATCO Gas contractor installs the sleeved gas line facility Builder s contractor backfills the service trench Service Connection Responsibilities ENMAX crew installs the electrical meter and energizes the service ATCO Gas contractor installs the gas meter Conduits are to be sealed at the easement end, and vented at the house Builder s electrical contractor installs the electric and telephone conduits, and installs the electric cable in the electric conduit TELUS crew installs the telephone service connection SHAW crew installs the cable TV service connection 2011 06 15 Page 5 of 9
