POSITION: HUMAN RESOURCES ADMINISTRATOR () This position is located in San Rafael, CA SALARY RANGE: $80,281.50 to $97,051.50 Annual Salary + Benefits (37.5 hour workweek) (Employee pays up to 8% of salary/wage towards CalPERS retirement plan) DATE POSTED: Friday, May 9, 2014 CLOSING DATE: OPEN TO: OPENINGS: Open until Filled All Qualified Candidates 1 and to Create an Eligibility List for this recruitment POSITION DESCRIPTION: Under general direction develop, design, coordinate, implement, and administer Human Resources (HR) programs for the District in assigned areas such as HR administration, benefits, compensation, employment (including recruitment and selection procedures), training, employee relations, and Human Resources Information Systems (HRIS). Acts as an internal consultant to District management, supervisory personnel, union representatives, and employees regarding interpretation and application of HR-related laws, regulations, policies, and labor contracts. Administers current programs' procedures and services in assigned areas, researching new methods and techniques to enhance program services. Assists management, employees, and retirees in achieving successful resolution of HR program issues. Acts as source expert to support implementation and administration of assigned HR programs, including recommendations to improve or enhance operational efficiencies. Duties may include compiling complex data and research pertaining to HR programs for formal presentations to all levels of the organization with recommendations for strategic organizational and operational actions. Assist Human Resources Director in areas to oversee and coordinate the organization, operations, and activities for assigned HR programs; administers HR program policies, procedures and regulations as assigned in performing advanced level HR program design, implementation, and development tasks and advanced level project management for various HR functions. Supervises and leads subordinate staff and interdivisional project teams, as necessary. Duties also include special studies and research pertaining to Human Resources and other related matters. EDUCATION/EXPERIENCE REQUIREMENTS: A combination of college level training and position related experience equivalent to: Bachelor s degree with major course work in Human Resources Administration, Public Administration, Social Science or a closely related field. Additional position related experience may be substituted on a year for year basis in lieu of degree. A written statement detailing experience in lieu of degree must be submitted at time of application. Five years of position related Human Resources experience including; demonstrated knowledge of Human Resources administration, benefits compensation, recruitment and selection, employee relations, Human Resources Information Systems (HRIS), Organizational Development or Training, including one-year of lead or supervisory experience. Master s degree in Human Resources or equivalent may substitute for one year of experience.
EDUCATION/EXPERIENCE REQUIREMENTS (Continued): Experience administering employee assistance programs and drug and alcohol testing policies and rehabilitation programs desirable. Experience performing supervisory and lead responsibilities for subordinate staff in various HR functions, highly desired. Experience and knowledge of compensation programs and policies highly desired. Professional certification in Human Resources management or equivalent desirable ESSENTIAL RESPONSIBILITIES: Advise District management, supervisors, union representatives, and employees on interpretation and application of District Human Resources rules and policies Performs the most technical and complex tasks of assigned human resources programs including, specialized analyses and studies relating to classification and compensation, recruitment, testing, and selection strategies, benefits cost containment issues, employee assistance, human resources information systems (HRIS) and performance and learning; represents the unit in responding to and resolving various concerns and issues. Develop, lead, and administer District's Pre-employment Testing Program and related Medical examinations requirements in compliance with Federal regulations, conducts related communications with District management team and employees Plans and provides oversight on assigned projects including key role for technology related development of HRIS systems and applications ; identifies resource needs and opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; implements improvements, may provide training to internal staff and others. Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures. Participates in the coaching, development, and mentorship of subordinate staff, and implementation of team and personal goals, objectives. Drafts and develops HR policies and priorities; recommends and implements resulting policies and procedures for various areas of work. Conducts and coordinates training in areas including Human Resources administration, health, benefits and retirement, substance abuse, and other related areas as assigned. Identifies and coordinates external consultant services as needed Prepares reports and analyzes data, reviews established policies and procedures and confers with management, HR Director, and legal counsel, making recommendations regarding personnel and benefit rules, regulations, policies, practices, standards and procedures May manage HR programs from concept through to implementation, monitors and audits assigned Human Resources programs, reviews HR programs and procedures for accuracy in application and documentation. Supports HR Director in resolution of issues, develops and implements enhancements for various HR areas including employment, benefits, training, compliance, and compensation. Coordinates HR program activities in compliance with federal and state regulations, including preparation of annual reports, and maintaining required databases for accuracy and compliance. Demonstrates senior professional level skills and knowledge in working with all District departments to resolve sensitive and controversial issues using persuasive techniques involving significant coordination of resources for resolution of problems.
ESSENTIAL RESPONSIBILITIES (Continued): Responds to employee requests and public inquiries in a professional manner; provides information within the areas of assignment; resolves complaints in an efficient and timely manner. Provides supervision effective guidance, and accurate interpretation to others in areas of Human Resources programs and projects including specific methods, procedures and techniques to execute Human Resources services and resolve issues. Responsible for exercising significant independent judgment in the performance of all duties, leadership of subordinate staff, and coordination of resources to complete tasks. May serve as a member of the District management team during labor negotiations. Knows and follows the safety and health rules and safe working practices applicable to this position. Regular and reliable attendance and performance are required. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Current knowledge of Federal and state laws for Human Resources management including, benefit issues, and employment testing regulations and procedures. Understanding of implementation of modern principles of organization development and management for Human Resources. Ability to analyze and enforce District policies and procedures and investigate and recommend solutions to employee complaints. Instruct and motivate employees in conducting HR work in a positive manner. Demonstrated exceptional skills in coaching, mentoring, conflict resolution and performance management. Communicate effectively both orally and in writing with union representatives, insurance representatives, and District employees. Maintain highest level of confidentiality. Proficient in the use of various software programs including Microsoft office and HRIS systems. Ability to use various applications of software programs and systems as required in the course of work including implementation for developing HR program solutions.
