4. Competition Rules and Technical Information WTF Regulations which have been in force since 01 January 2005 and the Black Sea Games Statute are valid in the Black Sea Games Taekwondo competitions. According to the Black Sea Games Statute, Taekwondo events will be held with at least the participation of 6 countries. Any problem which is not mentioned here shall be dealt with as follows: - Black Sea Games Statute shall be valid in general issues - WTA Regulations shall be valid in technical issues 4.1. Participation Black Sea Games Taekwondo competitions shall be held between junior male and female athletes born in 1990-1991-1992-1993. Participating athletes should carry the nationality of the respective country and the athletes should be confirmed by the related National Taekwondo Federation. 4.2. Competition Rules Round trip airfare shall be borne by the participating national associations. Accommodation charges of room and boarding shall be born by the organizing committee. Method of Competition: Single elimination tournament system. 4.3. Competition Management 4.3.1. International Technical Delegate Events shall be held under the supervision of Technical Delegates appointed by the International Federation. 4.3.2. Competition Technical Board Turkish Taekwondo Federation shall be responsible for all technical preparations and arrangements regarding the competitions.

4.4. Duration of the Competition The duration of competition shall be three rounds of two minutes each, with a one minute rest period between rounds. In case of the 3 rd round, a 4 th round of two minutes will be conducted as the sudden death overtime round, after a one-minute rest period following the 3 rd round. 4.5. Weigh-in: Weigh-in of the contestants shall be completed one day before their scheduled competition day. During the weigh-in, male contestants shall wear underpants and female contestants shall wear underpants and brassieres. However, contestants may weigh-in in the nude if they are required to do so. 4.6. Drawing of lots Team Leaders meeting and the drawing of lots shall be conducted one day prior to the first competition in the presence of the organizing officials and the representatives of the participating nations. The drawing of lots shall be done from the Fin weight division onwards, in English alphabetical order of the official names of the participating nations. Officials shall be appointed to draw lots on behalf of the officials of the participating nations not present at the time of the lot drawing session. The order of the draw may be changed according to the decisions made at the Team Leaders Meeting. 4.7. Scoring system Rank of team winners shall be decided according to the total points acquired, according to the following guidelines: - One point for every participating contestant who passed the official weight-in. - One point per win (Including a draw, as a result of a bye) - Additional seven (7) points per gold medal - Additional three (3) points per silver medal - Additional one (1) point per bronze medal

4.8. WTF-Recognized Taekwondo Uniform (DOBOK) and Protective Equipment Participating contestants shall wear the WTF-recognized Taekwondo uniform (dobok) and the WTF-recognized protective equipment, including the head protectors, trunk protectors, shin and forearm guards, as well as the groin guards. The Organizing Committee will provide head protectors and trunk protectors for the participating contestants, but participating contestants are required to bring the groin guard, shin and forearm guards for their personal use. 5. Competition and Training Halls 5.1. 6. Composition of the Delegation 6.1. Composition of the Team In the 1st Black Sea Games Taekwondo discipline, the teams shall be composed as follows: 2 Team Leader 4 Coach 1 Equipment carrier 20 contestants 6.2. Extra Delegates Extra delegates are not allowed in the 1st Black Sea Games. 7. Entries and Technical Meetings 7.1 Entries Entries to the First Black Sea Games shall be done in four steps as follows: 7.1.1. Pre - entries First entry forms were received from the related countries on 19 January 2007. 7.1.2. Entries by number Second entry forms will be received on 09 March 2007. 7.1.3. Entries by number and name ( Final entries ) In Final entry forms, the countries shall inform both their numbers and names of the participants by 08 June 2007. 7.1.4. Entry confirmation Entry confirmation shall be done during the technical meeting of each sport.

7.2. Technical Meetings The technical meeting for Taekwondo competitions shall be held at 14:00-15:00 on 04 July 2007 in The. Necessary information will be sent later. Two delegates shall be allowed to participate in the Technical Meeting. 8. Jury of Referees Board members shall be members of participating national team s member who has sufficient Taekwondo experience. Composition of the Competition board members will be one Chairman and fewer than three members. (Including on ınt. referee) The Board of Arbitration shall make corrections of misjudgements according to their decision regarding protests and take disciplinary action against the officials committing the misjudgement or any illegal behaviour. 8.1. International Referees The participating national association shall bring two international referees. Accommodation and boarding will be covered by the organizing committee. Each international referee will receive an allowance of 150 USD total. 9. Arbitration and Protests In the event of an objection to a referee s judgment, an official delegate must submit an application for re-evaluation of decision (protest application) together with the prescribed fee to the Board of Arbitration within 10 minutes after the pertinent contest. Deliberation of re-evaluation shall be carried out excluding those members from the same country as the protest holder. The members of the Board of Arbitration may gather the refereeing officials for confirmation of events. The resolution made by the Board of Arbitration will be final and further means of appeal will be applied.

10. Anti-doping During the Games, doping tests shall be carried out randomly. Moreover, blood and EPO analysis shall be done. 11. Prize Ceremony Individual awards 1 st Place: Gold Medal (1) 2 nd Place: Silver Medal (1) 3 rd Place: Bronze Medal (2) Based on the point system, the top three teams from each of male and female divisions will receive trophies. Other prizes, such as the Fair Play Prize and Active Participation Prize will be awarded to the selected teams.
