INTRODUCTION Valore Paese DIMORE is a project that focuses on the strengthening of culture and competitiveness of the Country, through the impulse of sustainable tourism, according to a strategy of enhancement of italian historical heritage aimed at reinforcement of the integration between the sectors of turism, art, culture, economic development and territorial cohesion. The project, in accordance with the 2014-2020 EU Community programme, is promoted by the State Property Office, Invitalia and ANCI - FPC with the participation of the Ministry of Cultural Heritage, Activities and Tourism, The Ministry of Economic Development, the Ministry of Defence and other public entities involved - CDP, Istituto per il Credito Sportivo, Confindustria, AICA, ANCE, Assoimmobiliare. Based on the model of the Paradores in Spain and of the Pousadas in Portugal, the project DIMORE wants to be a network of accomodation establishments spread on a national scale, that aims to implement buildings of great historical and artistic value located in sites of environmental and landscape worth. The project goal is to promote Italian excellence- landscape, art, history, music, fashion, design, creative industry, innovation, food and wine - and enhance the development of italian territories. The interaction between tourism and culture can enhance the ability to bring the traditions of different local realities, promoting, thus, areas until now little known. The distinctive feature of the project is, in fact, the specific form of hospitality that reaches to combine the traditional tourist activities with a wide range of social cultural offers. 2

VALORE PAESE - FARI The project LIGHTHOUSES (FARI), as part of the program DIMORE, includes assets owned by the State Property Office and the Ministry of Defence that are offered to the market through Defence Services Spa, in accordance with other interested entites, through a concession of enhancement. The lighthouse accommodation model is respectful of the landscape, in line with the territorial identities and the safeguarding of the environment, that emerges in this areas chosen for their absolute beauty and maximum fragility, involving in fact some of the most extraordinary coastal territories in Sicily, Campania, Puglia, Calabria and Tuscany. This represents an opportunity to start in Italy, as it already happened in Croatia, Spain, France, and other countries, a network that allows to develop an unusual form of sustainable tourism, linked to the environment and sea culture, also in terms of cooperation between Mediterranean countries. In this sense, the recovery of valuable assets, owned by the State and other public entites, through long-term granting and in a logic of public-private partnership, it could be seen as a significant instrument to develop and revitalize territories and an important opportunity to support the establishment of social and cultural innovation. This program represents a new model of management of innovative spaces, able to involve citizens, businesses and institutions and to find new solutions and new investment areas, according to a network system. For these goals is possible to imagine a new type of investment, aimed to generate a return on investment and a social, environmental and employment impact. It is proposed, therefore, a recovery model that points to the protection, preservation and enhancement of abandoned public buildings and the strengthening of the competitiveness and attractiveness of the context in which they are located, depending on the specifics of each territory. All the programs of enhancement were made in collaboration with the MiBACT and with the local authorities involved. 3

Goals LIGHTHOUSE ACCOMMODATION MODEL Lighthouses, inhabited by their guardians until recently, are now automated and can be converted into tourist-cultural accommodations, information points and restaurants, as in many countries of Europe, but also in the US, Canada and Australia. CULTURE, ENVIRONMENT AND ECO-SUSTAINABILITY Through responsible, sustainable and high quality tourism, it can be developed various activities in support of knowledge and environmental protection. In areas of particular interest, there can be taken measures for the protection of the ecosystem, the discovery of the territory and activities in nature (hiking, diving, etc.), associated with research, production of sustainable energy, protection of natural resources and heritage. SPORT Among the various activities, there are sports such as: diving, snorkeling, sailing, kayaking, canoeing, surfing, windsurfing, fishing, cycling, hiking, climbing, bird watching, paragliding, yoga and meditation. ENVIRONMENTAL TOURISM The assets included in the project meet the needs of alternative tourism in search of contact with the environment, relaxation and culture, since these spaces that capture the imagination, are located in unspoiled places of great environmental interest and landscape. REUTILIZATION Main purpose of the the valorization path is to save the lighthouses from degradation and to begin a regeneration plan in order to activate local economies for the benefit of the citizens. The ultimate goal is to enrich the heritage of public facilities, refurbished and returned to the community. 4

PUBLIC CONSULT@TION With the goal of outlining the pathof valorization best suited for the program lighthouses, towers and coastal buildings, it has been opened a public consult@tion, from June 10 to August 10, 2015, ON LINE on the website of the State Property Office, to which will be linked the web sites of Defense Services Spa and of other interested partners of the project Valore Paese - DIMORE". The consult@tion is for citizens, associations, market operators, interested contractors and possible future licensees, as well as interested public administrations. The activity involves 7 properties of the network and 4 lighthouses used by th Ministy of Defense, in respect of which you can: Examine the On Line presentation It is available on line the presentation of all the properties and the valorization programs set up by the relevant government departments Request Information through proper format you can make specific requests; Expression of Intrest through special format you can formalize your interest; Forward Proposals the consult@tion is aimed at collecting ideas, suggestions and proposals for improvement, the brand and the network, the tender procedure. The results of the public consult@tion will be subject to a final report from which will be implemented, a more targeted construction procedures of public evidence to be activated according to the law of long-term granting (up to a maximum of 50 years), for state assets, it is performed in accordance with art. 3-bis D. L. n. 351/2001 conv. Law no. 410/2001 et seq. m. i.. 5

The Estates The program DIMORE counts more than 200 properties (half owned by the State and half from other organizations) among which are the assets of the network lighthouses, towers and coastal buildings.
